BEIJING, Oct. 27 (Xinhua) -- A signed article published in Wednesday's People's Daily said China's political reform must be conducted in a step-by-step manner under a socialist system and the leadership of the Communist Party of China (CPC).The article, written by Zheng Qingyuan, said China's political reform should be conducted in accordance with the development of the country's economic, historical and cultural background.The article was carried by the CPC Central Committee's official newspaper after the Party concluded a key policy-setting meeting that stressed the need for political reform."Great impetus will be given to economic restructuring, while vigorous yet steady efforts should be made to promote political restructuring," the communique, issued by the fifth plenary session of the 17th CPC Central Committee, said.The article starts with noting that the kind of political system a country chooses "depends on the will of the overwhelming majority of the country's people and its particular national condition, as well as its historical and cultural background."It cited late leader Deng Xiaoping's remarks about the three key indicators to assess a country's political system: whether its political situation is stable; whether the system can enhance unity among its citizens and improve their lives; and whether the country's productivity can be sustainably developed.The article said that since 1979, the CPC has announced a comprehensive reform policy which included consistent political reform over the past three decades, and added that China had achieved some experience in political reform now.It also stressed that China's political reform should not blindly adopt western-style practices such as having multiple parties which hold office in rotation and separating administrative, legislative and judicial powers.

BEIJING, Sept. 30 (Xinhua) -- China and the European Union (EU) are forging a reliable partnership as one's stability, growth and prosperity are in the interests of the other, said an EU envoy on Thursday.Serge Abou, EU Ambassador to China, made the remarks before Chinese Premier Wen Jiabao attends the eighth Asia-Europe Meeting (ASEM8) and the 13th China-EU summit from Oct. 4 to 6. The ASEM summit, under the theme "Quality of Life: Achieving Greater Well-being and More Dignity for all Citizens," will focus on global finance and economic governance, sustainable development, and social and cultural exchange between Asia and Europe.China, as the second largest economy in the world, plays an important role in the meetings, Abou said, adding that the growth of Chinese economy contributed much to the world, especially amid the financial crisis.Abou described the relationship between China and the EU as "maturing partnership," with trade as "the first taproot" of the ties.The 27-member EU is China's biggest trade partner while China is the EU's second-largest trade partner and most important source of imports. BEIJING, Sept. 7 (Xinhuanet) -- China will "vigorously" expand its imports of key products as the nation strives to cut its trade surplus amid growing protectionism against the world's largest exporter, a senior Chinese trade official said on Monday."We will especially encourage imports of products the nation is short of, especially advanced technology and key equipment," said Chong Quan, China's deputy international trade representative.Special attention will be paid to expanding imports from countries that China has a trade surplus with, he said at the China Import Forum organized by the Ministry of Commerce.Due to their domestic economic woes and political pressure, some developed countries, in particular the US, have accused China of piling up trade surpluses through policies such as an undervalued currency. This argument conveniently ignores other factors at play, such as their own export restrictions.Nonetheless, in the first six months of this year, US exports to China increased 35.7 percent year-on-year, 13 percentage points higher than its overall export growth, according to US figures.Despite the surge of its trade surplus in July, which stood at .7 billion, China will see the surplus drop dramatically for the year to about 0 billion, compared to 0 billion in 2009 and 0 billion in 2008, trade officials said.
