SAN DIEGO (KGTV) -- Police Monday identified the suspect who reportedly threatened officers with a knife before being shot in the Midway District last week. According to police, Ryan Bowers, 23, was shot by Officer Matthew Steinbach after raising a knife toward officers. Police responded to the 3100 block of Cauby Street just before 10 p.m. January 3 after a caller said Bowers cut his own throat with a knife before it was taken away. According to police, that’s when Bowers pulled a knife out of his jacket and raised it toward officers. The officers drew their weapons while telling Bowers to back up, which he refused to do. “Fearing for his safety, one officer fired his weapon at the male striking him at least once,” police said. Officers administered medical aid to Bowers until paramedics arrived and took him to the hospital with life-threatening injuries. 1036

SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

SAN DIEGO (KGTV) -- Nestled off of Camino Del Rio West in the Midway District, the Body Shop sits between a Navis Pack and Ship site and the "Les Girls" adult entertainment club on Riley Street. The Body Shop, a strip club at 3776 Riley Street, welcomed customers for five decades before it closed last December. This week, Rock Church announced they'll be moving in. Rock Church has five campuses across San Diego County. They have a school and now, they have plans for the property in the Midway District. They told 10News the purchase is about more than repurposing a strip club - it's about transforming the neighborhood. "We thought it was a great idea because we know the pain that goes on in that building," said Miles McPherson, pastor at Rock Church. "Not just the women, but the men who go there and their families.”The church’s main campus on Rosecrans is roughly a mile and a half away from the new property. "We don’t know what we're going to do with the building, we just know what it won’t be used for," McPherson said. For decades, parents have explained to their kids why there's a huge sign that says 'nude girls' in their neighborhood, he said. Soon, it won't be necessary."It would be nice to put 'Rock Church' on top of that billboard, but that's another step," he said. "We’ll get to that. But you know the people in that community have been looking at that building for 50 years, and hopefully we can put something more positive in that building.”In addition to taking over the building, McPherson said the church plans to do outreach in the community. SAN DIEGO (KGTV) - Point Loma High School students welcomed gender-neutral homecoming royalty this week, eliminating the traditional roles of king and queen.At Friday night’s homecoming game, two senior boys were selected as kings. Most students at Point Loma High School said they support the change.Associated Student Body president Ila Komasa told 10News previous homecoming kings and queens were couples. This year, she wanted to make it more individualized. “We didn’t believe the couple aspect applied to what homecoming court meant to us and what it should represent for the students," Komasa said.Komasa was hopeful students would be given the opportunity to vote for anyone they wanted.“We made the decision to individually elect and nominate two students from each grade level as homecoming court and then for seniors, homecoming royalty.” It’s an effort to make homecoming more inclusive, no longer focusing on one’s high school relationship status, rather the impact made on peers. The students got the idea after two senior boys were voted to win the prom royalty titles. 1093

"They're they're they're stuck with being taken advantage of by vulture investors."May's company works with the homeowners on a renovation plan and then covers the costs.Homeowners pay the company back when the house sells, along with financing and administrative fees."There are 10s of thousands of properties out there that need work, that are deferred maintenance or just dated," says May. "If people had to sell them as is, they would be leaving 10s of thousands of dollars on the table."May says his company can typically increase a home's value by an average of 5,000.That's what happened with owner Bill Stutzer. After his wife passed away, he wanted to sell his 5-bedroom home as is, listing for around 0,000.But a smaller house across the street sold for nearly 5,000 after some renovations. Stutzer didn't know what to do with his home until he called Renovating Lives."I didn't want to do anything," he says. "I was just going to leave my house, as is, and try and sell it, and soon realized that wasn't going to I wasn't going to cut it... It turns out that if you put a little bit upfront and and get some things done it, it magnifies the bottom line."May's company helped Stutzer redo his home from the inside out, with new flooring, paint, doors, lighting and more. "I will help you fix up that house and put the cash in your pocket."May says this is especially important now, as people may decide to save money during the pandemic by not renovating before selling. He says its best to take advantage of the housing market while it's still high."Don't wait until it's too late, until they burn through their nest egg, and they're in foreclosure and their credit's being hurt," he says.
