SAN DIEGO (KGTV) - An inmate at R.J. Donovan State Prison has filed a lawsuit against the California Department of Corrections and Rehabilitation.Anand Jon Alexander filed the complaint on Monday, alleging prison officials failed to keep him safe and to provide adequate medical care after he was assaulted behind bars.In the complaint, Alexander claims he was attacked by another inmate while waiting to make a phone call on May 18, 2019. He was allegedly stabbed multiple times in the face and kicked on the ground.After the attack he sustained “five facial fractures, a lower orbital floor blowout, sinus and nasal fractures, a deviated septum, a 50% abrasion to the right cornea, long term impairment of his vision and respiration, serious nerve damage, PTSD” according to the complaint.Alexander is 12 years in to a 59 year sentence after he was convicted of rape in 2008.An up and coming fashion designer, Alexander had been featured on “America’s Next Top Model” and was listed in Newsweek’s “Who’s Next in 2007.”But his career was put on hold after being accused by multiple women of sexual assault.Many of the charges were dropped, but he was convicted on one count of rape and 15 other counts following a trial in Los Angeles. The jury found him not guilty or were hung on several other counts.Alexander has maintained his innocence. In the complaint, his lawyer writes he “has acknowledged the existence of blurred lines between his personal and professional relationships…Nevertheless, he holds steadfast to his innocence.”The American Justice Alliance, a group which seeks to free prisoners who have been wrongfully convicted, submitted an amicus brief to the Federal Central District Court.In it, they wrote Alexander “was targeted by a collusion of disgruntled business associates and some former girlfriends, who have admitted they were out to “bring him down,” and “get revenge,” seeking notoriety and monetary benefits. He was then subject to a prosecution and trial riddled with extraordinary police misconduct.”The lawsuit names CDCR as well as Marcus Pollard, the Warden of R.J. Donovan Correctional Facility and Daniel Paramo, the former Warden.It alleges prison officials failed to protect Alexander from harm and after he was injured gave “deliberate indifference to Mr. Alexander’s medical condition.”They are seeking unspecified monetary damages and a jury trial.So far, no criminal charges have been filed against the assailant. 10News reached out to CDCR for comment but had not heard back before the story was published. 2557

SAN DIEGO (KGTV) — A San Diego prison worker has tested positive for coronavirus, as California prepares to release 3,500 non-violent offenders.CoreCivic, the private company that runs the Otay Mesa Detention Center, confirmed to 10News that an employee who works at the facility has tested positive for COVID-19.The company discovered the positive test on March 30. The employee was last at work on March 21. That individual is currently resting at home in isolation.RELATED: Brother of ICE detainee worried 'he'll die in there'"Efforts are currently underway to notify other employees or contractors who may have been in contact with the individual who tested positive," a CoreCivic spokesperson said. The confirmation comes the same day California officials announced the state would grant an early release to 3,500 non-violent offenders who are due to be released in the next 60 days. According to the San Diego Gas and Electric outage map, 1774 people in Old Town, Mission Hills and Hillcrest were affected by the outage. SAN DIEGO (KGTV) -- A University City woman is searching desperately for what she says is worthless to a thief, but priceless to her.Cassie Moua's wedding outfit, which her grandmother made for her over 15 years, was stolen out of the trunk of her husband's car the week after her wedding. "It's been sitting in a closet for 15 years, waiting for the day I get married," Cassie said. "I get married and a week later, it's gone."Cassie married David Lawrence on Feb. 29 at her father's house in Scripps Ranch. She wore a traditional Hmong wedding outfit, including a black jacket with embroidery, a black apron with embroidery, and a white skirt with a pink belt. That dress, however, is now in the hands of a thief. Sometime during the night of Friday, March 6, a thief got into David's car, stealing the suitcase from the trunk with the wedding outfit inside. Cassie says there were no signs of forcible entry and she believes the thief may have used a device to spoof the remote and unlock the car. It was parked in the lot of their apartment complex, near the corner of Nobel and Cargill Avenue in North University City.Cassie says she went to the car on Saturday morning to go grocery shopping, and saw the hood popped, trunk opened, glove compartment ajar, and items spread out all over the seats. She says she does not care about other stolen items like a pet transporter and tire chains stolen, but is now on a mission to get the outfit back. "Since it happened, I've been driving around the neighborhood, looking in little pockets and corners, hoping to see abandoned clothes or an abandoned suitcase," she said. Cassie has since posted more than 20 fliers in the area around her complex. She hopes to get the outfit back to keep as a family heirloom, and that if the thief has a change of heart - no questions asked. San Diego Police say there is no suspect identified. They say in addition to the wedding outfit, two pairs of sunglasses were stolen. The police report says the thief accessed an unlocked vehicle. Cassie says this is the second car break in two years her family has had to deal with living at their complex. 2143

SAN DIEGO (KGTV) — A school district superintendent and a Native American reservation leader in North County are speaking out against the proposed placement of a sexually violent predator. On Thursday, there were strong reactions from those who are close to North County's Pauma Valley home where sexually violent predator Joshua Cooley could soon be placed. “When people like this are placed by our borders, it's very concerning,” Temet Aguilar, the Chairman of the Pauma Band of Mission Indians, said Thursday. Aguilar is encouraging the hundreds of families on and near the reservation to speak out against the placement of 40-year-old Cooley, whose victims were 12-years-old.“They think this is an area that's rural and there's nobody out here but actually it's more dangerous. Predators can hide out here. We have a tremendous amount of agriculture. We have rural lands,” he added.Valley Center-Pauma Unified School District Superintendent Ron McCowan told ABC10 News they'll write letters if they have to to make sure they're voices on the matter is heard. “We'll write the letters if we have to. We'll show up at the court hearing if we have to," McCowan said. “We'll make every effort we can. We'll work alongside our local officials and make sure that our voice for our community is heard and make sure they understand the risk that they're putting our young children in.”This Tuesday, DA Summer Stephan sent a letter to the Department of State Hospitals, urging the Department to find a different place for Cooley, who's from Northern California, not San Diego. He has no local connections.It's unclear why the Department is seeking his housing in San Diego.Next month, a Humboldt County judge will consider a request from the Department to place him in Pauma.If granted, it would mark the first time that such a predator from outside San Diego would be placed in our county.DA Stephan has called the move reckless and irresponsible. She said that in July, a San Diego judge struck down a request to place 75-year-old sexually violent predator Joseph Bocklett in the same Pauma home.According to an ABC station in Northern California, Cooley’s been denied placement in at least four different areas in and near Humboldt.The Department of State Hospitals will not confirm any information about Cooley, citing privacy concerns. A Humboldt County court official called ABC10 News on Thursday to say the Court would not comment.On Oct. 9, at 8:30 a.m., a hearing on Cooley's placement will be available for viewing at https://www.humboldt.courts.ca.gov/.Those interested in submitting a public comment for the hearing can do so between Sept. 15-23.
