SAN DIEGO (CNS) - A City Council committee Wednesday unanimously directed the City Attorney's office to draft an emergency declaration over a lack of shelter space, which has exacerbated a deadly outbreak of hepatitis A among San Diego's homeless population.A declaration regarding shelters is already in place. SAN DIEGO — When the pandemic hit, hundreds of people living in San Diego's bridge shelters moved into the convention center, where they could spread out. More than six months later, they're still there. And it's the site of a Coronavirus outbreak.This month, 115 people living in the convention center tested positive for the the virus, and have moved to county-supplied hotel rooms for isolation.The remainder of the roughly 800 residents continue to live on site, now a one-stop shop of services including meals, laundry and finding permanent housing.Bob McElroy's Alpha Project is one of the city contractors serving the shelter.“It saved hundreds of people's lives, we couldn't have operated in the close proximity that we were in with the bridge shelters and Golden Hall and other facilities so it saved lives and I can't put a cost on that,” McElroy said.But the cost is now coming under scrutiny.From April through December, the city budgeted million to the convention center shelter, though most of that is via federal and state funds dedicated to COVID or homelessness. SAN DIEGO (AP) — A California tribe whose ancestral lands span across the U.S.-Mexico border is suing the Trump administration to block construction of a section of border wall that the Kumeyaay people say is desecrating sacred burial sites. The La Posta Band of Diegueno Mission Indians filed the lawsuit in federal court in San Diego on Tuesday seeking to temporarily halt construction of the wall until the tribe can protect its religious and cultural heritage. La Posta is one of 12 bands of the Kumeyaay people. The tribe wants its members to be able to monitor work and interrupt it to recover human remains and cultural items uncovered during construction. SAN DIEGO — Home construction in the city of San Diego increased in 2019, but is still far off pace to meet the region's high demand for housing.The findings come in a report released Tuesday by the city's planning department.It shows that in 2019 the city issued 5,221 permits for new housing units, up from 3,895 the year before. Still, that's way off pace for any sort of building activity that could help lower the cost of housing. Consider that the city only issued permits for 42,275 housing permits from 2010 to 2019, which is 48 percent of its goal of 88,096. The city says it issued permits for 940 affordable housing units in 2019 and 456 granny flats in 2019."This year's report shows early success for our recent initiatives," City Planning Director Mike Hansen said in a statement. "However, it's important the City continues to adopt new housing reforms to meet new, ambitious housing targets and address all of San Diego's housing needs."For 2020 to 2029, the city has a goal of 108,000 new homes.
