(KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

Technically it's biowaste, but to the 982 residents in the small town of Parrish, that's just semantics.They want it gone. The load has been there for almost two months, and it's making the whole place smell like a rotting animal carcass.To add insult to injury, it isn't even their poop. For the last year, waste management facilities in New York and one in New Jersey have been shipping tons of biowaste -- literally, tons -- to Big Sky Environmental, a private landfill in Adamsville, Alabama. But in January, the neighboring town of West Jefferson filed an injunction against Big Sky to keep the sludge from being stored in a nearby rail yard.It was successful -- but as a result, the poo already in transit got moved to Parrish, where there are no zoning laws to prevent the waste from being stored. 922

Gavin Newsom says California will dedicate 30% of its land to conservation by 2030.Newsom said Wednesday that under an executive order, the state will direct agencies to store carbon in the state's natural and working lands and remove it from the atmosphere to preserve more than 30% of the state's land and coastal waters by 2030.The move is also meant to combat species and ecosystem loss, according to the governor's order."Once again, California is taking on the mantle of global climate leadership and advancing bold strategies to fight climate change," a statement from Newsom read. "The science is clear that, in our existential fight against climate change, we must build on our historic efforts in energy and emissions and focus on our lands as well. California’s beautiful natural and working lands are an important tool to help slow and avert catastrophic climate change, and today’s executive order provides important new tools to take on this existential threat."To hit climate goals, agencies will be directed to practice:Healthy soils management, including planting cover crops, hedgerows, and compost applications,Wetlands restoration to protect coastal areas,Active forest management to reduce risk and restore forest health,Boost green infrastructure in urban areas like trees and parksLast month, Newsom announced California will phase out all gasoline-powered cars by 2035 in an effort to reduce the state's emissions. SACRAMENTO, Calif. (AP) — A statue of a Spanish missionary in downtown Sacramento, California has been toppled by demonstrators. The Sacramento Bee reports the statue of Father Junipero Serra in Capitol Park was brought down during a protest focusing on the rights and historical struggle of indigenous people. The 18th century Roman Catholic priest founded nine of California’s 21 Spanish missions and forced Native Americans to stay at those missions after they were converted or face brutal punishment. Statues of Serra have been defaced in California for several years by people who said he destroyed tribes and their culture. 638

ROCHESTER, N.Y. (AP) — Police in Rochester, New York, say two people died and 14 others were wounded by gunfire at a backyard party early Saturday. Acting Police Chief Mark Simmons says a man and woman in their late teens or early 20s died. The others wounded have injuries not considered to be life-threatening. The shooting comes as the city in Western New York has been rocked by the suffocation death of Daniel Prude. Prude's March death has led to protests this month and upheaval in the city's police department. The acting police chief says no suspect is in custody. 581
