Better known as “Hollywood,” William Difonzo, Jr. was accused of punching and killing a man at a bar in Lake Worth, Florida in February 2017.Prosecutors announced Friday they have dropped the manslaughter charge against Difonzo, 27, citing lack of evidence, in the wake of him claiming “Stand Your Ground.”Palm Beach County Sheriff’s Office deputies arrested Difonzo on June 26, claiming he fatally punched Sebastian Paz in the face at the suburban Lake Worth bar. Deputies say the altercation began when one of Paz’s friends tried saying hello to Difonzo in the parking lot of the bar, but Difonzo was upset and told the man to go away. A woman told the man to go inside because “Difonzo tends to be problematic,” the report states. The man went inside the bar, but shortly thereafter went back outside to smoke. Difonzo moved towards the man in the parking lot, clenching his fist. Paz jumped in between the two, looking to stop a potential fight.A second witness told investigators Paz “had his arms crossed invading Difonzo’s personal space” as an argument broke out between the men.Difonzo punched Paz hard in the face, according to the arrest report. Paz fell straight back onto the asphalt in the parking lock, hitting his head on a concrete parking stop. He immediately started bleeding from his mouth and nose.Difonzo left the scene right away, according to a detective’s notes.“Paz didn’t deserve to die,” a woman who witnessed the punch told investigators.Paz was declared deceased the next morning in the hospital. The Palm Beach County Medical Examiner’s office determined Paz’s cause of death was blunt force trauma and ruled the manner of death as a homicide. Four months later, Difonzo was booked into the Palm Beach County Jail.Difonzo’s attorney Steven Bell said those witness’ stories changed once people were called into deposition. “All eyewitnesses have testified that they either did not see how the fight began or that Mr. Paz was the initial aggressor and [Difonzo] acted in self-defense,” Bell said.That’s why Bell says in December he filed a motion to dismiss the manslaughter charge against Difonzo based on statutory immunity, better known as the “Stand Your Ground” defense.In the motion, Bell cited a change in Florida law in June 2017 that shifts the burden of proof from the defense to the state. “It is now the state’s burden to show by clear and convincing evidence that [Difonzo] did not act in self-defense,” Bell wrote.  A hearing on the stand your ground defense was scheduled for March 26.Just days before, prosecutors announced they would no longer prosecute Difonzo on the manslaughter charge on Friday. Prosecutors said in court documents that “although there was probable cause to make an arrest, the evidence cannot prove all legally required elements of the crime alleged and is insufficient to support a criminal prosecution.”“It was dismissed because he stood his ground, he defended himself,” Bell told WPTV. “He was essentially cornered outside of a bar”But, he remains behind bars at the Palm Beach County Jail. Court records show Difonzo pleaded guilty to driving with a suspended license in a crash that killed one of his passengers in Jan. 2013. He was sentenced to three years in prison and two years probation, which was scheduled to end on May 3. His license was suspended in 2011 for driving under the influence, records state. In addition to the manslaughter charge, Difonzo was charged with violating his probation for getting arrested. He was also charged with testing positive for drugs and not reporting to his probation officer from Jan. 2017 until the time of his arrest in June.Several court documents report Difonzo as a known gang member. On Monday, Difonzo pleaded guilty to violating his probation by testing positive for drugs and absconding from justice. The violation charge for his manslaughter arrest was dropped.He was sentenced to five years in prison, with credit for three and a half years he has already spent behind bars. Bell had asked the judge to sentence him to time served.“I respect the judge’s decision, but it’s not what he wanted,” Bell said.Bell said he was relieved for Difonzo and Difonzo’s family when he learned the state had dropped the manslaughter charge.“He was innocent so he was properly nolle prossed and dismissed.” Bell said Difonzo would have claimed “Stand Your Ground” even under the original rules of the law.Difonzo could have faced 15 years in prison if convicted of manslaughter, according to Bell.Former Palm Beach Gardens police officer Nouman Raja has also filed a "Stand Your Ground" motion to dismiss the manslaughter and attempted murder charges against him in the death of Corey Jones. BEIJING (AP) — The prospects for a preliminary breakthrough in the U.S.-China trade war improved Thursday after the two sides agreed to reduce some punitive tariffs on each other's goods, though the full extent of the rollback wasn't clear.A Chinese spokesman announced the development Thursday as talks on ending the trade war progressed, and it triggered a rally in U.S. stock markets.A U.S. private sector analyst with knowledge of the talks said there are still deliberations in the White House about how far to roll back the duties and what steps China must take before the reductions would occur. The analyst spoke on condition of anonymity because he wasn't authorized to discuss the talks publicly.The ongoing talks are aimed at working out details of a "Phase 1" deal that was announced Oct. 12. Financial markets had been rattled by reports that China was pushing for tariffs to be lifted, which posed the prospect of a breakdown in talks.Negotiators agreed to a "phased cancellation" of tariff hikes if talks progress, said a Chinese Commerce Ministry spokesman, Gao Feng, early Thursday."If the two sides achieve a 'Phase 1' agreement, then based on the content of that agreement, tariffs already increased should be canceled at the same time and by the same rate," Gao said at a news briefing.As for the size of reductions, Gao said that would depend on the agreement."We can be cautiously optimistic here," said Mary Lovely, a trade economist at the Peterson Institute for International Economics in Washington. "The signals that are coming out are moving in the right direction for a deal."The two sides are aiming to finalize the agreement by the end of next week, the private sector official said. President Donald Trump and China's President Xi Jinping would still need to agree on where and when they would formally sign the pact.As part of the agreement, the Trump administration would withdraw threatened tariffs that it planned to impose Dec. 15 on about 0 billion in Chinese imports, the source said. Those duties would cover smartphones, laptops and other consumer goods.Still unresolved is whether and how much to reverse the tariffs that were imposed Sept. 1 on 2 billion of Chinese imports, the private sector analyst said."The White House never speaks with one voice," Lovely said.On Wall Street, stocks closed at new highs in the wake of the encouraging report from Beijing but shed some of their earlier gains after reports emerged of dissension within the White House over the idea of lifting tariffs. The Dow Jones Industrial Average rose 182 points to a record 27,675.Governments of the two biggest global economies have raised tariffs on billions of dollars of each other's goods in the fight over China's trade surplus and technology ambitions. That weighs on trade worldwide and threatens to depress corporate earnings and global economic growth, which is already showing signs of slowing.The Oct. 12 agreement was modest, and details have yet to be put on paper, but it was welcomed as a sign of progress toward ending the trade war.Lovely said that the agreement would help U.S. farmers and manufacturers — constituencies important to Trump in the 2020 election."It makes a lot of sense politically and economically for the president to say this is enough," she said.U.S. business groups largely praised the outline of the pact, saying that it would make progress in opening up China's market to foreign investment and to U.S. financial services companies."It's a step in the right direction," said Jake Parker, senior vice president of the U.S.-China Business Council. "It also builds momentum to tackle all the more difficult issues."The trade war has taken a toll on the U.S. economy. The Port of Los Angeles said Thursday that last month it handled 20% less cargo than the same month a year earlier. Exports have fallen for 12 straight months.Businesses have cut back on their spending on industrial machinery and other equipment amid the uncertainty created by the trade war. Those cutbacks have hurt U.S. factories and slowed annual growth to 1.9% in the July-September quarter from 3.1% in the first three months of the year.Trump agreed to postpone a planned tariff hike while lower-level officials hammered out details.Trump said China agreed to buy up to billion of American farm goods. Beijing has yet to confirm the scale of its commitment.China's imports of American soybeans and other goods tumbled 26.4% in the first nine months of this year following tariff hikes and orders to importers to find other suppliers.The Oct. 12 agreement helped to ease financial market jitters, but the two sides have yet to report progress on major disagreements over technology and other irritants following 13 rounds of talks.Trump and Xi were due to meet at this month's gathering of Asia-Pacific leaders in Chile but that event was canceled due to protests there.That dampened hopes a face-to-face meeting might produce progress. But U.S. officials say the two governments are looking for a different location.U.S. Commerce Secretary Wilbur Ross said this week any "Phase 1" agreement would be general and cover trade in specific areas such as soybeans and liquefied natural gas.More complicated issues would be tackled in later negotiations, Ross said. BONITA, Calif. (KGTV) - A City of Chula Vista spokesman said the city does not have any immediate plans to redevelop the Chula Vista Municipal Golf Course despite a report that showed roughly 2,700 homes built on the Bonita-area course.“For anybody to want to take it away, it’s hurtful,” exclaimed Bonita resident Xochitl Rouston.A report called “Redevelopment of the Chula Vista Municipal Golf Course” was shared on a Bonita Facebook group by a member who found the report online. The report outlines options to redevelop the area currently occupied by the course and parts of Rohr Park, which is in Chula Vista but borders Bonita.“Where are we going to take the kids?  Where are we going to go walking?  Where are we going to have our parties?” questioned Rouston who has lived in Bonita for more than 40 years.A Chula Vista spokesman told 10News the city completed a study in 2015 that said revenue at the course was declining and it wasn’t generating enough revenue to refurbish the course.  The report in question was issued so the city could “know what our options are should the golf course not be able to generate a return and pay for itself.” The spokesman emphasized the city is in the very early stages and there is no timeline for any projects.“We’re just trying to raise awareness, get everybody together,” said Rouston, who said they were surprised to learn any redevelopment was being considered.The Chula Vista spokesman said the Bonita residents would be notified of any discussions or meetings pertaining to the golf course or Rohr Park. 1594

BONSALL, Calif. (KGTV) — The San Luis Rey Downs Country Club and Golf Course shut down after being a popular spot for many in the community for over 50 years.After four years of being a vacant property, a new project is underway to revamp the area. The Myrtle Creek Botanical Garden and Nursery has purchased the buildings that used to house the restaurant and banquet rooms. They’ll be revamping the inside and adding updates.The marketing director for Myrtle Creek, Kevin MacGregor tells 10News, “It’ll be basically what it was for the past 50 years, but with our spin on it minus the golf course of course”.RELATED: Evacuated horses begin to return home to San Luis Rey Downs after Lilac FireThe County of San Diego Department of Parks and Recreation tells 10News they purchased 200 acres from the golf course when it first shut down. They have plans to protect the natural habitats in the area with possibly adding some hiking trails. No revamped golf course is in any plans.Neighbors in the area are looking forward to the day the lot won’t be vacant and instead will bring them restaurants and bars right to their neighborhood.They tell 10News, over the past four years there’s been a problem with added trash and vandalism on the property. Myrtle Creek has plans to turn it into a 23-room boutique hotel.Christine Hoffman has lived in the neighborhood for 25 years, she even played on the golf course when it was open.Hoffman tells us the past four years have been sad for the neighbors nearby."To see it go in such disrepair the last few years is kind of heartbreaking," Hoffman said.Hoffman, like many other neighbors, are looking forward to the project. Because it’ll stay the same size and bring similar traffic as the golf course, no one is doubting the benefits of the project. 2013
