SAN DIEGO (KGTV) - Police are searching for a mystery shooter that appears to using moving vehicles for target practice on a road in La Jolla.On Thursday just past 10 p.m. on La Jolla Parkway, Judy Chance was in her minivan running errands. It happened about a quarter mile from the fire station."Bang, bang, bang, bang. Basically all at once," said Chance.Her minivan was under attack."Enough to caused me to jerk back. When I looked, I saw circles in my windshield, like target practice," said Chance.On the windshield were at least six circles. Whatever caused them cracked but didn't puncture the glass."I was shocked. I was scared but had to regain composure as I was driving," said Chance.Chance pulled over and called police, feeling frightened, but grateful."Luckily I was going slow. I could have gone off the road. Glad my side window was closed," said Chance.Chance was not the only victim. Just minutes prior, in the same location, a couple driving a Mercedes says they heard a loud blast and saw a flash, before their windshield was pelted with shots. Some eight circles were found on their windshield. Was it a BB or pellet gun? One gun expert told 10news the flash and grouping may point to a shotgun, possibly loaded with birdshot. Chance says there were no vehicles around them, so the shooter may have been standing on the side of the road.Detectives say they don't have any suspect description. Any witnesses or any additional victims are asked to call San Diego Police at 619-531-2000. 1513

SAN DIEGO (KGTV) - National Voter Registration Day is a reminder to sign up to vote in the next election, a deadline many Americans miss. Voters must be registered at least 15 days before an election. If they fail to meet this requirement, they can conditionally register and vote provisionally, according to the San Diego Registrar of Voters. Voting materials, including sample ballots, are mailed starting 29 days before an election. If you changed your name, moved, or want to switch political parties, you must re-register to vote with a new application. In order to register to vote in California, you must be a U.S. citizen, a state resident, at least 18 years old before the next election, not in prison or on parole for a felony, and not declared mentally incompetent by the court. San Diegans will be able to vote March 3, 2020, in the presidential primary election.National Voter Registration Day was first observed in 2012 and is recognized by the National Association of Election Officials. SAN DIEGO (KGTV) -- New census data shows that less than a third of San Diegans have their mortgages paid off.Of the more than 228,000 houses located in the city, 60,402 housing units have no mortgage.The numbers were released following a five-year study by the Census Bureau. The study was conducted between 2012 and 2016.Of the cities and neighborhoods with more than 1,000 homes, Harbison Canyon took the top spot for most homes without a mortgage at 41 percent followed by Bostonia also at 41 percent and Coronado at 39 percent. As far as cities and neighborhoods with the least amount of homes without mortgages, San Diego County Estates takes first place at 13 percent followed by Poway at 20 percent and Rancho San Diego at 20 percent. For those trying to buy a home, the county does offer programs to help with down payments and closing costs. SAN DIEGO (KGTV) - Newly-released census numbers show residents are fleeing California in sizable numbers.Angie Romero of was outside a U-Haul trailer, packed with rented wine barrels she will be using as decor for her 50th birthday party.  She'll likely be renting another U-Haul in the not-so-distant future."The cost of living puts you in another mindset.  I'm getting older and start wondering about my future," said Romero.Romero, who works in sales, plans on packing up and leaving the state within the next two years.  One reason: the rent for her apartment near San Diego."I've lived there three years, and every year it's gone up either or ," said Romero.Romero is hardly alone. According to the latest census numbers, in the year-span ending July 2017, adding up all the people moving into and out of California translates into a net loss of 138,000 people. In San Diego County, there is also an apparent exodus with a net loss of nearly 16,000 people in the year ending in July 2017. SAN DIEGO (KGTV) — Nearly a week full of films by military veterans, focusing on a variety of topics is coming to San Diego this month.The GI Film Festival runs Sept. 24-29, bringing together a community of passionate filmmakers, the military veteran community, and those who support them to showcase works in cinema and educate and preserve the legacies of veterans.Festival organizers say their mission is to ensure that the stories of military veterans and their families are told and show future generations the triumphs and sacrifices they endure.The festival also works as a bridge, connection military and civilian populations together through cinema and mutual understanding. All of this works as a way to help veterans heals as well.Last year, the six-day film festival opened with a film starring George Takei, about a veteran who spent time in a Japanese-American internment camp, and also featured films by stars like actor Jeffrey Wright. This year, films focusing on the Afghanistan War, short documentaries, post-9/11, the Iraq War, and student and military veteran projects will be screened.Films will be screened at the Museum of Photographic Arts or UltraStar Cinemas at Hazard Center.
