SAN DIEGO (CNS) - Councilwoman Barbara Bry jumped into second place Monday in the San Diego mayoral primary election, leapfrogging over Councilman Scott Sherman.The two candidates with the most votes will head to the general election in November, so depending on the final vote count, San Diego voters could be faced with a choice between presumptive front-runner Assemblyman Todd Gloria, a Democrat, and Republican Sherman -- or another Democrat in Bry.The latter option would guarantee San Diego its first Democrat mayor since Bob Filner resigned in 2013 and just the second Democrat elected to the nonpartisan position -- several Democrats served as interim mayors in 2005 and 2013 -- since Maureen O'Connor stepped down in 1992.Bry currently leads Sherman by just nine votes out of 338,673 counted in the race so far -- or .0026% of the vote.With a projected 37,000 provisional ballots left to be counted, and with Sherman's election-night lead of more than 3,000 votes officially made up, the race could prove exceedingly close.If Bry were to gain votes at the same rate as Monday -- which is far from assured -- she would win by just under 500 votes.In the race for City Council District 1, Will Moore maintained his lead over Aaron Brennan for second place. SAN DIEGO (CNS) - Eight people were selected to serve on the county's Independent Redistricting Commission, in a random drawing during today's San Diego County Board of Supervisors meeting.Commissioners will redraw boundaries for the county's five supervisorial districts by December 2021, based on new federal census numbers.Those chosen to serve are David Bame, Colleen Brown, Amy Caterina, Chris Chen, Sonia Diaz, Barbara Hansen, Arvid Larson and John Russ.Bame lives in District 1; Russ lives in District 2; Caterina is in District 3; Diaz, Hansen and Larson live in District 4; and Brown and Chen live in District 5.The redistricting process happens every 10 years. Andrew Potter, clerk of the Board of Supervisors, said the commission will have 14 members with the appropriate skills, and also reflect the county's political diversity.Using a raffle roll cage, Potter and two colleagues drew names from a pool of 59 qualified applicants. Nearly 300 people applied to serve on the volunteer commission.The commission will meet later this month, and choose six more members out of 51 qualified applicants. There must be a full commission seated by Dec. 31, according the county.The commission must hold at least seven public hearings, and at least one must take place in each supervisorial district. SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project.The extension and related projects are intended to reduce traffic congestion as the county's population increases. SAN DIEGO (CNS) - A woman who caught herself on fire in her kitchen and her husband were burned when he rushed in to help his wife inside their home in the Bay Terraces neighborhood Sunday, fire officials said.The stove fire inside a home on the 7500 block of Careybrook Lane ignited about 3 p.m. Sunday, fire officials said.The husband used whatever he could find in order to help his wife, San Diego Fire Department Battalion Chief Brian Raines said."Eventually, there was water used from a bathroom," San Diego police Lt. Mike Ramsay told the station. "But due to whatever was used (by the husband) part of the flash, part of the fire, his clothing caught on fire."The husband and wife were taken to the UCSD hospital burn center. SAN DIEGO (CNS) - New health restrictions took effect Monday in San Diego County and the rest of Southern California, shutting down indoor service at restaurants among other closures, due to the rapidly increasing number of coronavirus hospitalizations.A state-mandated "regional stay-at-home" order went into effect at 11:59 p.m. Sunday, triggered when intensive-care unit bed availability remained below 15% after Saturday's daily update, according to the California Department of Public Health.The 11-county Southern California region's available ICU capacity was 12.5% Saturday, a decrease from 13.1% the day before. The ICU capacity Sunday for the region was 10.3%. San Diego County had 20.5% of its ICU beds available as of Saturday.On Sunday, the county reported 35 new hospitalizations, bringing the total to 4,871. Three more patients were placed in intensive care, bringing the total to 1,068.The Southern California region consists of San Diego, Orange, Los Angeles, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties.The stay-at-home order will be in place for three weeks and prohibits gatherings of people from different households. Regions will be eligible to exit from the order on Dec. 28 if ICU capacity projections for the following month are above or equal to 15%.On Sunday, San Diego County officials reported 1,703 new cases of COVID-19 and seven additional deaths.That brings the total number of cases to 92,171 with 1,062 deaths.County Supervisors Chairman Greg Cox said the three-week stay-at-home order was tough to take."There's no way around it," Cox said during a special Saturday briefing. "It stinks."But in recent weeks, the county has experienced a rise in the number of coronavirus cases, hospitalization rates and the use of ICU beds, Cox said."We know the timing could not be worse," because of the holidays, Cox said. Entertainment production -- including professional sports -- are be allowed to continue without live audiences.Some of those restrictions are already in effect in select counties.California has grouped its counties into five regions: The Bay Area, the Greater Sacramento Region, Northern California, the San Joaquin Valley and Southern California.The state reported Sunday that the Bay Area's ICU capacity is at 24.1%, Greater Sacramento at 18.2% and Northern California at 26.5%.The San Joaquin Valley joined the Southern California region in the new shutdown protocol Sunday night, as its ICU capacity dropped to 6.6% on Sunday.
