SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215

Millard Odom was laid to rest Tuesday at Miramar National Cemetery.Tuesday was the 75th anniversary of Odom's being killed in action during World War II in the battle for the Pacific Island of Tarawa.Sgt. Odom had been buried in Hawaii for 69 years with no name on his marker. Now his loved ones are able to pay tribute.His niece, Pollyanna Brown, spoke at the service."Even after 75 years our family is one of the lucky ones that have the privilege and honor to bury our lost loved one," said Brown.Several other veterans, including the Patriot Guard Riders, attended the service. 687

SAN DIEGO (KGTV) — With the pandemic prompting San Diegans to wear facial coverings, and practice physical distancing and stringent hand hygiene, flu season's start has been slowed.According to the county's Influenza Watch report published Oct. 21, San Diego County has reported 10 flu cases to date this season, compared to 320 cases at this time last year. Last year's season totaled 20,711 flu cases.The county says no influenza-related deaths have been reported so far this season. The CDC says the flu season in the U.S. typically occurs in the fall and winter, with the season peaking in December and February.County health officials say health precautions due to the coronavirus and an increase in the rate of residents receiving flu vaccinations have kept flu numbers low so far."Influenza activity has been very low so far this season in San Diego County. This may in part be due to the social distancing, hand washing, and mask wearing interventions instituted to reduce the transmission of SARS-CoV2, the virus that causes COVID-19. Seasonal influenza vaccinations are being recorded in the San Diego Immunization Registry at a higher rate than at this same point in any previous season, with 637,696 San Diegans immunized through week 42," the county's report said.Week 42 covers case totals up to the week ending Oct. 17.According to the county, 70% of this year's flu cases cover Influenza A, while 30% include Influenza B. 1445
SAN DIEGO (KGTV) - Union workers rallied Wednesday across California after notices went out to hundreds of University of California workers who will be temporarily laid off.About 200 University of California, San Diego Housing, Dining and Hospitality employees will be temporarily laid off during the summer months."Like many other organizations, UC San Diego is facing financial losses as a result of the pandemic. In particular, Housing, Dining and Hospitality saw an 85% reduction in undergraduate housing for the 2020 spring quarter, and a 90% cancellation in summer season occupancy. HDH implemented numerous cost saving measures, including hiring freezes and project deferments, but due to a substantial decrease in summer duties, HDH made the difficult decision to place some of their staff members on temporary layoff for the summer months. We understand the pain and uncertainty this will cause during an already trying time. However, we must acknowledge and respond to the challenges our campus is facing, operationally and financially, as a result of the pandemic," a representative from UCSD said.While these employees mainly work with students, serving food, UCSD Health employees are concerned this is the tip of the iceberg and more layoffs are coming."I don't want to lose my benefits, I work too hard and I deserve it," Teri Taylor said. She was hired at 20-years-old and is now a Nursing Assistant."For me to be able to branch out on my own and make something of myself is amazing." Taylor said she grew up in a low income neighborhood and faced adversity.She's a member of local labor union AFSCME 3299.The union started the day with a cacophony of honking in the UCSD chancellor's neighborhood.Then, at noon they held rallies at UCSD Medical Center in Hillcrest and Jacobs Medical Center in La Jolla."We come here day in and day out and do the work basically and to know that we can be let go at any time, it's scary, it's sad. We're in the middle of a pandemic," Taylor said."You don't have to lay people off, there's work here, there's work at other campuses. This is a UC system throughout the state," she added.The University said, "DH has a tremendous appreciation for the dedication and contribution of their staff. Our hope is that the impacted employees—and the students they serve—can return to campus.
