BEIJING, Dec. 10 (Xinhua) -- CNC World, the English-language channel of Xinhua News Agency's TV arm, CNC, will reach cable television audiences in Africa from Jan. 1, 2011, according to an agreement signed Friday between CNC and South Africa-based MIH Group.The English-language channel of China Xinhua News Network Corporation (CNC) will be available to 4 million African families through MIH's cable network.Xinhua President Li Congjun met Koos Bekker, founder of MIH, before the signing of the agreement. Both sides expressed their hope CNC will be a competitive and influential international media organization.On Thursday, Xinhua signed an agreement with Eutelsat Communications to extend the coverage of CNC to all of Europe, the Middle East and North Africa from Jan. 1, 2011, through Eutelsat Communications' Eurobird, Hotbird and W7 satellites.CNC World broadcasts English news programs 24 hours a day and covers breaking news and major political, economic and cultural news from around the world.Launched in 2009, CNC has developed into a television network with satellite services in the Asia-Pacific, North America, Europe and Africa.It is also expanding its cable television and new media services and provides news programs to about 300 domestic and overseas television organizations.

BEIJING, Nov. 8 (Xinhua) -- China has moved to speed up the building of a clean government ruled by law, part of the country's efforts to further enhance the government's credibility and maintain a harmonious social order for its rapid economic development.The Legislative Affairs Office of the State Council, or China' s cabinet, issued guidelines on Monday focusing on creating a government ruled by law, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means and invites the public to contribute to legislation.According to a statement issued along with the guidelines, the State Council said it was "important" and "imperative" to build a government ruled by law, as China now faces challenges, including imbalanced development of rural and urban areas, a widening income gap, an increased numbers of "social conflicts" , as well as corruption and injustice in law enforcement in some sectors.An official with the Legislative Affairs Office said Monday that the guidelines will further safeguard public interests and maintain social and economic order by requiring stepped-up efforts from authorities to investigate and punish cases that run counter to the country' s mandate for the safe production and issues related to food safety, the protection of natural resources and the environment, as well as public security.The guidelines, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means, also stipulates that if officials perform their duties according to the law or are skillful at solving disputes by legal means, they will more likely be promoted.However, government officials will be held liable for malfeasance or failure to fulfil their duty in major accidents or cases that have seriously violated laws.Further, the guidelines stress the importance of public participation in legislation, saying people's opinions, reasonable needs and legitimate interests should all be considered in lawmaking.Additionally, the guidelines state that the legislative process shall not be influenced to favor the interests of a certain sector or protect local interests.Also, to facilitate the creation of a clean and transparent government, the guidelines require all government information, aside from that involved in state, commercial or private secrets, to be open to the public.Government departments are also required to reply to pubic requests on the release of government information within a certain period of time and improve the ways of handling government affairs, according to the guidelines.

BEIJING, Nov. 30 (Xinhua) -- Chinese Premier Wen Jiabao on Tuesday urged Israel and Palestine to stay on the path of peace talks and take constructive moves to advance their stalled peace talks.Wen made the appeal in a message to the Conference in Commemoration of the International Day of Solidarity with the Palestinian People, which was held Monday at the United Nations headquarters in New York.Offering warm congratulations for the event on behalf of the Chinese government, Wen stressed that the Palestinian issue is at the core of the Middle East issue.The Chinese government has all along firmly supported the Palestinian people's just cause of restoring their legitimate national rights, and the efforts to continuously push the Middle East peace process forward, Wen said.The talks between Israel and Palestine have now reached a pivotal stage, he said, voicing the hope that both sides will stay on the track,take positive and constructive efforts, avoid any disturbance of the talks, cooperate with international mediation efforts, and constantly promote the negotiation process.He expressed the hope that on the basis of related UN resolutions and the "land-for-peace" principle, an independent Palestinian State with full sovereignty will be established and the peaceful coexistence of Israel and the Palestinian State will be achieved.An early settlement of the Palestinian issue is the expectation shared by all Middle East countries and peoples and the international community, Wen said.As a permanent member of the UN Security Council, China will as always support the United Nations in playing a vital role on the Middle East issue, he said.He added that China, along with the international community, will continue to make unremitting efforts to seek a just solution to the Palestinian issue and promote peace, stability and development in the Middle East.The UN General Assembly adopted a resolution in 1977 designating Nov. 29 as the International Day of Solidarity with the Palestinian People. BEIJING, Dec. 31 (Xinhua) -- The Chinese government has ordered a crackdown on pirated videos of two Chinese New Year blockbusters "Let the Bullets Fly" and "If You Are the One II."The two Chinese movies are both big hits of the New Year movie season. "Let the Bullets Fly" has raked in over 400 million yuan (59.7 million U.S. dollars) in box office since its debut on Dec. 16, while "If You are the One II" has made 200 million yuan within five days since its release.The crackdown was ordered by the National Office Against Pornographic and Illegal Publications and the General Administration of Press and Publication "in order to protect and boost the development of China's film industry," a statement from the office said Friday.The statement said the crackdown is part of a half-year national campaign against infringement of intellectual property rights (IPR), which is underway.The two departments asked local market watchdogs to enhance market inspections to weed out illegal workshops producing pirated video products.
