(KGTV) -- One of the California Highway Patrol officers wounded during a shootout in Riverside Monday evening died and two others remain hospitalized Tuesday, according to the CHP.According to Riverside authorities, the shooting happened around 5:35 p.m. on the 215 Freeway near Box Springs Boulevard and Eastridge Avenue. Officer Moye was able to broadcast an "officer needs assistance" call.Of the first three officers on scene, two of them were immediately engaged, both of them were struck during a gun fire exchange, authorities said.One of them received major injuries to his leg and was taken to the hospital in critical condition. (AP) — California lawmakers approved a multibillion-dollar plan Thursday to shore up the state's biggest electric utilities in the face of catastrophic wildfires and claims for damage from past blazes caused by their equipment.It requires major utilities to spend at least billion combined on safety improvements and meet new safety standards, and it creates a fund of up to billion that could help pay out claims as climate change makes wildfires across the U.S. West more frequent and more destructive.Lawmakers passed the bill less than a week after its final language went into print, and Gov. Gavin Newsom was expected to sign it Friday. Republicans and Democrats said the state needed to provide financial certainty to the state's investor-owned utilities, the largest of which, Pacific Gas & Electric Corp., is in bankruptcy.But they said their work is far from over and they plan to do more on wildfire prevention and home protection when they return in August from a summer break.A broad coalition rallied around the measure, from renewable energy trade groups and labor unions representing utility workers to survivors of recent fires caused by PG&E equipment. Victims applauded provisions they say will give them more leverage to get compensation from the company as it wades through bankruptcy.But several lawmakers raised concerns that the measure would leave utility customers on the hook for fires caused by PG&E despite questions about the company's safety record."No one has ever said this bill is going to be the silver bullet or fix all but it does take us in dramatic leaps to where we can stabilize California," said Assemblyman Chris Holden, a Democrat from Pasadena and one of the bill's authors.Holden and other supporters said the legislation would not raise electric rates for customers. (AP) — California's DMV is trying to improve customer service by accepting credit cards, upgrading its website and offering clearer instructions on how to obtain a new federally mandated ID, but Gov. Gavin Newsom cautioned Tuesday the agency's long wait times and other troubles aren't over."This is going to take a few years. Next year will be tough," Newsom said, referencing an expected surge in people using the Department of Motor Vehicles next year to acquire new IDs that will be required for air travel.Newsom spoke as he released a report detailing efforts the DMV is making to improve services after wait times averaged two hours last summer, prompting outrage from lawmakers and customers. The state hired the high-powered firm McKinsey & Company to recommend improvements, with the funding coming out of roughly 0 million in new money the DMV got in this year's state budget.Newsom also announced he's appointed Steve Gordon as the agency's director. Gordon is a longtime employee of the private sector, working for Cisco Systems and most recently for zTransforms, a consulting company focused on business-wide process improvement. He is not registered in a political party and will make 6,000. The state Senate must approve his appointment.The DMV has been plagued by slow-downs related to the state's "motor voter" registration program and an uptick in people applying for REAL IDs, the new federal IDs that will be required for airplane travel starting in October 2020.
