SAN DIEGO (CNS) - Three thieves, one armed with a gun, assaulted a man Monday during a pre-dawn home-invasion robbery in a Bay Terraces-area neighborhood. The victim spotted the trio of burglars inside the house in the 7100 block of Terra Cotta Road about 3:30 a.m., according to San Diego police. One of the intruders pointed a gun at the man while demanding valuables along with his cohorts, Officer Frank Cali said. During the confrontation, at least one of the robbers hit the victim with an unidentified object. After gathering property from inside the residence, the thieves fled in a stolen maroon 2011 Toyota RAV4, California license No. 6UJW830. The victim described the burglars as teenage boys or young men in their late teens or early 20s, dressed in dark clothing. No serious injuries were reported. 820

SAN DIEGO (KGTV) -- A big step taken in the effort to get the San Diego Police Department to stop using a specific restraining maneuver during arrests. On Tuesday, the community review board voted to recommend that the department gets rid of what police call a carotid restraint in some circumstances.  "Have you ever been choked or had the life choked out of you? I can snap back too!" The public was allowed in the meeting but was not supposed to talk. Desiree Smith couldn't help herself, because this issue is personal. "My son was choked by police at a homecoming event at the school," she said. The community review board debated whether or not San Diego police officers should be able to use the carotid restraint.Police are currently allowed to use the tactic to subdue people that they are trying to detain. Smith told 10News she does not think the restraint maneuver should be used, ever."It's inhumane," she said. "I wouldn't do it to an animal, let alone a human. They have stronger laws for animals than they do for humans."  1085

SAN DIEGO (KGTV) — A group called "Pillars of the Community" is working to make sure people inside San Diego county jails are registered and able to vote. The non-profit based out of southeast San Diego hires inmates to work from the inside. Their efforts were impacted by the coronavirus pandemic this year but they're still hiring and trying to gather information to support their request to have polling places put inside the jails. 443

SAN DIEGO (KGTV) -- A compromise in San Diego’s short-term rental debate may help the city get answers. In a news conference, San Diego City Councilmember Jennifer Campbell announced a compromise between “United Here,” which represents more than 6,000 local hotel, gaming, and hospitality workers, and Expedia Group, which is the parent company for short-term rental brands. Both sides have agreed on rules that Campbell said could help regulate the short-term rental industry -- by providing a balance between the hospitality industry and preserving the right of homeowners to use their property to help make ends meet.Under this agreement, it would cap the number of short-term rental permits that were granted and also establish a 2-night minimum stay.In turn, residents will be allowed to home share and those who rent out their homes part time -- usually during big events like Comic-Con, Pride, or December Nights -- wouldn’t have to pay the full permit costs. There will also be strict enforcement of the Good Neighbor Policy, which would include fines for those who violate it and possibly having permits revoked for repeat violations. This plan will be sent to the full council for further review. 1210

SAN DIEGO (KGTV) — A border officer admitted in court Wednesday to putting his hands around a person's neck and shaking them at the Calexico Port of Entry two years ago.U.S. Customs and Border Protection Officer Esaul Bello, 53, pleaded guilty to using unreasonable force on the individual while on duty in the primary vehicle lane booth at the Calexico Port of Entry on Nov. 26, 2018.U.S. Attorney Office officials say during inspection, Bello placed both of his hands around the person's neck, even though they were not resisting. Officials say Bello then shook the person. The person was applying for admission to the U.S., officials said.As part of the plea, Bello agreed to resign from his position.“This is a rare and troubling situation,” said U.S. Attorney Robert Brewer. “We will always move swiftly to protect the public from officers who use their power to violate another person's Constitutional rights.”Bello will be sentenced on June 2, 2020. He faces one year in prison and a 0,000 fine. 1012
