SAN DIEGO (KGTV) -- The San Diego county Sheriff’s Department is investigating after a man died following what was believed to be a fight at Pala Casino early Saturday morning.According to the department, the man was taken to the hospital by ambulance from the 4700 block of Highway 76. He was pronounced dead just before 8 a.m.After an initial investigation, the department believes he was in a fight with another man in the parking lot of Pala Casino around 6:30 a.m.The department’s homicide unit is investigating, but at this time, no further details or identities of the victim or suspect have been released. 621

The latest Center for World University Rankings, published Monday, examined 20,000 universities around the world and focused on quality of education, alumni employment, quality of faculty and research performance. For the 2019-20 CWUR rankings, UC San Diego was listed in 7th among public U.S. universities. Among all U.S. universities, the La Jolla school ranked 21st. UC San Diego’s influence and reputation is known throughout the world, with CWUR’s 2019-20 ranking the school 27th -- or among the top 0.2 percent -- in the entire world. “UC San Diego’s collaborative, interdisciplinary research culture advances the frontiers of knowledge, shapes new fields of study, and disseminates discoveries that transform lives," said Chancellor Pradeep K. SAN DIEGO (KGTV) - The San Diego City Council will look into creating "Bus-Only" lanes along a 2.7 mile stretch of El Cajon Boulevard.The lanes would go from Park Avenue to Fairmount Street, an area commonly known as "The Boulevard." MTS Route 1 and the 215 Rapid Route are the most frequent buses along that stretch. Route 1 runs along El Cajon Boulevard from La Mesa to Fashion Valley. The Rapid 215, which launched in 2014, goes from Downtown to San Diego State University, offering fewer stops than traditional bus lines."When it was originally designed, it did have these exclusive lanes," says MTS Spokesperson Rob Schupp. "That's really what makes Bus Rapid Transit work, is when you can zip by all the cars."Combined, the 215 and 1 carry more than 10,000 passengers per day along El Cajon Boulevard. That makes it the second busiest stretch of road in the MTS system.Schupp says dedicated bus lanes would take up to 5 minutes off the trip, which could lead to more passengers."We're hoping this pilot will show us that a dedicated lane along a long stretch of road can build ridership and get people out of cars," he says. "The buses come faster, you get another 5 minutes from the dedicated lanes, and now your trip is competitive with a car."A recent study by the city's Transportation Engineering Operations office details three options for a bus-only lane. One option would separate the right lanes of traffic from the other lanes with a solid white line and markings that say "Bus Only." Another option would paint the entire right lane red and designate it for buses. A third option would make "pass by zones" in the most congested parts of the street, painting them red and allowing buses to bypass cars at intersections.Business leaders along "The Boulevard" say adding bus-only lanes would make the area safer, providing a buffer between the sidewalk and traffic. They also feel the change would lead to more people spending more time in the area."There's definitely a sentiment of wanting to make El Cajon Blvd a safer business district," says Beryl Foreman from the Boulevard Business Improvement Association.Foreman also says it will help with parking problems in North Park and City Heights, as better bus service will lead to fewer people driving in the area.City Council President Georgette Gomez and Council Member Chris Ward both sent a letter supporting the idea. The full Council will have to approve the project if they decide on the entire red lane option. That's unlikely since the Federal Highway Administration prohibits red Lanes without a special experimental exemption. The other two options do not need City Council approval. 2671

SAN DIEGO (KGTV) - The trial for a former San Diego County sheriff's deputy accused of sexual misconduct while wearing his uniform began Monday in Vista.More than a dozen women claim Deputy Richard Fischer made unwanted advances."I think he's a bad guy," a San Marcos woman, who filed ,000,000 claim against the County, said.She said in August of 2017 two sheriff's deputies knocked on her door in the middle of the night for a welfare check. There was no problem and they left but she said Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."I was stunned shocked, it was very fast and confusing...I felt very vulnerable, intimidated, felt weak. I felt little." She said, next to tears. "It's just a mess! Everything is a mess! This is hard to do. He shouldn't have come back to my house and I don't ... Everything's a mess!"Similar instances were described by other women. In October of 2017, near the entryway of a 64-year-old woman's condo, Fischer took her report for a domestic violence incident and then made his move."His hands went all the way down to her butt and he squeezed both of her buttocks... he took her hand and pulled it down to his groin area," Lawyer Dan Gilleon said. He represents several women who filed claims against Fischer.Gilleon made a theme apparent, "he knows that she's alone, and she's vulnerable, and she's scared." Another victim called him a predator.Some women who came forward claim Fischer became more brazen, forcing sexual acts.Wednesday a plea deal fell through. The deal would mean Fischer would plead guilty to four felony charges -- down from more than 12 felonies -- and serve no more than five years in prison.10News learned that Fischer would also have to register as a sex offender for life under the plea deal.Fischer faces more than 25 years in prison if convicted of all charges. SAN DIEGO (KGTV) -- The San Diego County District Attorney announced Monday that criminal charges have been filed against a former San Diego Sheriff’s deputy accused of fatally shooting a detainee.Former deputy Aaron Russell, 23, is being charged with murder in the second degree after being accused of shooting and killing Nicholas Bils, 36, who escaped from a California State Park Officer’s car outside San Diego Central Jail on May 1. Bils was allegedly running away from officers unarmed when he was shot.
