What does defunding the police really mean?From Los Angeles to Minneapolis to New York City advocates are pushing for widespread police reform in the form of reduced police budgets. HOW MUCH WILL BE CUT?So far, American cities are taking a slow approach to the demands of advocates. Leaders in Minneapolis, the site of George Floyd's death, have called for the most significant changes with City Council agreeing to dismantle its police department. Los Angeles' Mayor is calling for 0 million budget cut. Minneapolis' City Council is exploring a 0 million cut. New York City's Comptroller has called on the Mayor to cut the NYPD by .1 billion over the next four years. Depending on the number, cuts to police departments could mean fewer officers and most likely fewer programs offered by police departments. WHERE DO ADVOCATES WANT THE MONEY TO GO?In short, leaders in the Black Lives Matter movement want the money currently allocated to police to be re-invested in communities instead. That could take the shape of city development in an often forgotten part of town or in mental health awareness campaigns. Homeless outreach and improved educational opportunities have also been mentioned. NPR recently profiled an effort in Eugene, Oregon, that dispatches social workers to certain emergency calls instead of officers. Advocates support measures like that as well. WILL CRIME INCREASE?You can't have a discussion on defunding police without exploring the possibility that crime could increase. But there is evidence that crime can actually go down with fewer police officers. A 2017 study found that when NYPD reduced its proactive policing polices in 2015 and 20`14, the number of criminal complaints filed actually decreased in New York City. The Fraternal Order of Police though disagrees. Sgt. Robert Pride, who met with President Trump at the White House this week, said he believes more officers would want to leave law enforcement if major programs were defunded. When you decide to live in the desert, you most likely understand some of your neighbors will be scorpions.But, a Phoenix woman says her apartment complex near is being overrun by scorpions.She asked KNXV to get involved after she said the management of the Banyantree Apartment was not helping. "That's it when it was by the wall," said LaPorsha Jones, as she showed pictures of scorpions on her phone.Jones said she has lived in the complex since April, and has found dozens of scorpions on her own. She even sought out help from pest control workers on the property. She says they told her something shocking."He caught 1,052 [scorpions] and he said, that's not even half of them," Jones said.On top of the scorpions, we noticed more problems all across Jones's apartment.There was what appeared to be black mold in the bathroom, and more in the window sill in the living room. She pointed out brown water leaking from her refrigerator, and told us she got sick from using the tap water to cook. She now uses only bottled water. Jones said she had asked management to fix all of these issues, as well as the scorpions, but nothing has been resolved.So, our reporter walked into the office and asked for the manager.A woman sitting at the front desk went to get her, but about a minute later there was a major change in tone. That same woman told our crew there would be no interview. They gave us a number to call for a comment, but after calling and leaving a voicemail, no one ever returned our calls for answers.So, we took action and went above their head to get help for this woman. The lawsuits are what's known as rule 3.740 collection cases."A lot of worrying after that, like oh my god, what am I going to do," said Chris Madden. "Stressed out now and just didn't need it."In February, Madden was served with a lawsuit from a debt collection company.During an interview with 10 News that month Madden said he needed to borrow money a few years ago to keep his car. He turned to a lender that could get him money quickly."I figured it was going to be a high-interest rate, like 22% or something," he said. "I started making the payments on it, and then I found out more about it."Madden admits he didn't do a great job getting all the details when he took the money, saying the interest rate wasn't clear. When he finally did look at the fine print, he saw the interest rate was 135%. Court documents show a ,000 loan turned into ,000 owed."They were threatening to take any assets that I have, garnish my wages," Madden said.Madden said he stopped paying.
