(CNS) - A 53-year-old Fallbrook man was fatally struck by a car while attempting to cross a street in Fallbrook, authorities reported Monday.A 58-year-old man was driving a Toyota Camry northbound on South Mission Road about 12:15 a.m. Sunday when the victim ran westbound across the northbound lanes near Peppertree Lane and was struck by the sedan, California Highway Patrol Officer Mark Latulippe said.The pedestrian was taken to Temecula Valley Hospital, where he was pronounced dead, the officer said. ESCONDIDO, Calif. (KGTV) - The recuperative care facility run by Interfaith Community Services in Escondido is bright and clean. On the surface, it’s hard to tell the residents inside are just starting their recovery from a low point in their lives.“I don’t know how I would have made it this far,” said Dough Yorba about his chance encounter with Interfaith.He lost his job around Christmas last year and soon after wound up in the hospital for extreme back pain. That’s when he got another diagnosis: cancer.“Oh, I freaked out. Both my parents died from cancer,” he said.Without any income, it got worse when he lost his apartment and transportation.“I literally had no place to go.”But as he was about to start chemotherapy, a social worker at the hospital mentioned the recuperative care facility in Escondido and he jumped at the opportunity.“Every aspect of life is covered here. Your meals are wonderful. The staff goes out of the way to help you with so many things,” he described.As helpful as the facility is, it only has 32 beds.“We project there is a need for another 50-100 beds,” said Greg Anglea, CEO of Interfaith Community Services. “Maybe even more than that.”California hospitals have seen an increase in homeless patients. According to Kaiser Health News, hospitals across the state discharged 28% more homeless patients in 2017 than they did in 2015.In January of this year, California implemented a new law aiming to reduce the practice of “homeless dumping.” It requires hospitals to provide homeless patients vaccinations, a meal and clothing before discharging them. Hospitals must also show that they tried to connect the patients with housing services, though patients can refuse or choose their own destination, even if it’s back to the streets.“That’s a needed improvement,” said Anglea of the new law, but noted it still doesn’t solve the main problem of giving continued medical care to discharged homeless patients. 1955

So, it's certainly a question that gets asked a lot in my wife's pediatric practice, as well,” said Dr. Kenny Banh, an emergency room physician and assistant dean of undergraduate medical education at UCSF-Fresno. “I have to say, I don't want to give a blanket answer, because it really depends on where you are and what the numbers are."Dr. Banh says there are ways to trick-or-treat this Halloween, but you first have to look at your local city and county ordinances."There’s simple things of just maintaining the guidelines. How do you do a mask? There are ways to incorporate masks in a costume and make sure we make or get costumes with masks integrated into them and trying to maintain social distancing,” suggested Dr. Banh. “The good thing about candy is years ago we moved away from homemade candies. Almost all candy is packaged already, so that’s helpful.”Still, limiting the number of people who touch the candy is a good idea along with wiping down the packaging.If you're wanting to pass out candy this Halloween, it's best to do it with a mask on and try to limit the number of trick or treaters handling the candy."Some recommendations are prepackaged candy, give little candy gift bags people can grab as they get by, instead of having kids reach in with their hands and grabbing a bunch of stuff, or you passing out with gloves or getting tongs and just dropping them into or getting a scooper letting kids drop it in," said Dr. Banh.Dr. Banh's biggest concern is with Halloween parties."Having Halloween parties and getting kids from the neighbors or friends all together, that’s really different than you as a nuclear group going as a family going out trick-or-treating and doing it safely,” said Dr. Banh. “Trying to understand that we’re finally making some ground in many states and we can easily go backwards.
