SAN DIEGO (KGTV) — San Diego Police Officers are patrolling the College Area, cracking down on noise and health order violations as San Diego teeters on the edge of the red tier for coronavirus restrictions.Friday eight cease and desist orders were issued to College Area houses. The reason being the residence "intends to hold large gatherings on Oct. 30, 2020, - Nov. 1, 2020, in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."Saturday on Dorothy Drive near Dorothy Way it was easy to hear music, excited yelling, and chatter from multiple homes. A steady stream of young people came and left various houses.Normally, Jean Hoeger says it gets pretty wild, but when she went out Friday, "it was pretty quiet you didn't see the hoards of kids walking on the street which is kinda common in the College Area."Hoeger is a representative of the College Area Public Safety Committee."There were parties but they all seemed to be inside small groups, loud noise was not really present so nothing you could call into the police department for a noise disturbance," Hoeger said. She said she was proud the students seem to be abiding by the rules, saying, "If they're partying inside their houses with their little group of friends that's fabulous!"Hoeger said huge parties are the most "disconcerting to us any time of the year because it's just disruptive to the whole neighborhood, when they leave most of them are drunk and unfortunately a lot of sexual assaults happen."Any San Diego State students found violating the university's Stay Home order, which lasts through Monday, Nov. 2 at 6 a.m., could face disciplinary action, up to expulsion.Since Aug. 24, SDSU has issued nearly 970 violations, according to a statement from the university."They should be afraid of the consequences of their actions, whether related to COVID or in regards to the San Diego Municipal Code with regard to noise," Hoeger said.Violating the cease and desist orders could result in a misdemeanor offense and a ,000 fine. 2135

SAN DIEGO (KGTV) — San Diego Police are reminding families who may care for an at-risk loved one to have a plan if they become lost.Officers said Saturday that a woman named "Lupe" disappeared from her home recently and was lost before a neighbor who noticed her called police.SDPD Southern Division officer McClain responded to the call and stayed with Lupe as other officers searched the area to try and get her back home, according to police. An officer eventually found a residence with an open door, which was Lupe's home.Instead of transporting her back home in a police vehicle, and possibly confusing or scaring the woman, SDPD said McClain, "figured it was time to get his steps in and walked Lupe back to her residence." There, she was reunited with her family.SDPD said the incident highlighted the need for families to make sure loved ones with medical or mental issues have an ID bracelet with their basic information, address, and emergency contact if they become lost.The Alzheimer's Association says families can prevent a loved one from wandering away from home by identifying times they are likely to wander and plan activities, ensure basic meets are met, use devices to signal when a door or window opens, and regularly supervise them. The group says families can plan for the possibility of someone wandering away from home by asking neighbors to call if they see the person alone, know where a person could likely go to if they leave the home alone, and familiarize themselves with the neighborhood and any possible hazards there may be. 1568

SAN DIEGO (KGTV) -- San Diego Harbor Police Tuesday arrested a man accused of attacking a teen Syrian refugee on board an MTS trolley, sparking a hate crime investigation. According to police, 26-year-old Adrian Vergara was arrested on an unrelated misdemeanor narcotic charge. During his arrest, Vergara was recognized as being wanted in connection to an ongoing hate crime investigation, police said. The arrest stems from the beating of a 17-year-old Syrian refugee on a San Diego Trolley car Oct. 15. Representatives for the Partnership for the Advancement of New Americans (PANA), who spoke on the teen's behalf, told 10News the teen was speaking Arabic while on FaceTime with a friend when a man on the trolley asked him, "Where are you from? Are you Mexican?"RELATED: Teen attacked on trolley in possible hate crimeThe teen reportedly responded, "No, I am Arab."According to the teen, the man then started punching him and cursing while using racial slurs. The victim reportedly exited the trolley at the 62nd Street station in Encanto. SAN DIEGO (KGTV) — San Diego Police officers will increase patrols near area houses of worship following Saturday's deadly shooting at a Pittsburgh synagogue.SDPD Chief David Nisleit advised there are no indications of any threats with a connection to San Diego, but out of an abundance of caution, patrols would be increased."We are monitoring the situation in Pittsburgh and communicating with our local, state and federal law enforcement partners. At this time, there is nothing to indicate a connection to San Diego. However, in an abundance of caution, you will see extra patrols at houses of worship," Nisleit tweeted. 642
