The sea-surface temperatures currently along both the West Coast and East Coast are significantly warmer than normal, according to NOAA data.Greg Johnson, an oceanographer for NOAA said the water off both coasts has absorbed a lot of heat this summer. "The oceans are substantially warmer than they have been in the past… they have absorbed a massive amount of heat," Johnson said.Artusa said that while temperatures from October through December will likely be warm throughout most of the U.S., some areas could still have some cooler weather within the period."This is a 90-day average, so it doesn't mean that every day within the period will be above normal," Artusa said. There will be some days that will be undoubtedly below normal, and some at normal. But when you look at the 90-day period as a whole, we think it will be dominated by above-normal temperatures." 1853

A tetraplegic man has been able to move all four of his paralyzed limbs by using a brain-controlled robotic suit, researchers have said.The 28-year-old man from Lyon, France, known as Thibault, was paralyzed from the shoulders down after falling 40 feet from a balcony, severing his spinal cord, the AFP news agency reported.He had some movement in his biceps and left wrist, and was able to operate a wheelchair using a joystick with his left arm.Researchers from the University of Grenoble in France, biomedical research center Clinatec and the CEA research center implanted recording devices on either side of Thibault's head, between the brain and skin, to span the sensorimotor cortex -- the area of the brain that controls motor function and sensation.Electrode grids collected the man's brain signals and transmitted them to a decoding algorithm, which translated the signals into movements and commanded a robotic exoskeleton to complete them.Over a period of two years, Thibault trained the algorithm to understand his thoughts by controlling an avatar -- a virtual character -- within a video game, making it walk and touch 2D and 3D objects.He trained on simple virtual simulations before using the exoskeleton -- which is assisted by a ceiling-mounted harness -- to eventually walk, and reach for targets with his arms.Over the course of the study, Thibault covered a total of 145 meters (around 476 feet) with 480 steps using the avatar, video and exoskeleton combined, researchers said in the study, which was published in 1549

Americans may find themselves missing an agency they usually love to hate if the government shutdown persists: the Internal Revenue Service.A protracted fight between President Donald Trump and Democratic congressional leaders to fund the government could delay payouts of tax refunds to millions of Americans who are owed money.The country's tax collector is among the federal agencies affected by the government shutdown, now in its second week.The IRS is currently working under non-filing season shutdown plans and will be updating it ahead of the upcoming tax season as soon as Friday, according to a person familiar with the matter.The possibility of a lengthy stalemate could complicate this year's tax season, the first under the new law passed by Congress in 2017.During a shutdown, the IRS typically doesn't perform audits, pay refunds or offer assistance to taxpayers if they have questions, especially outside of the filing season. And while some of the lights may still be on in the building, the agency is currently operating with only 12.5% of its workforce, or fewer than 10,000 federal employees."It does throw a little bit of wrench into things," said Kyle Pomerleau, economist at the Tax Foundation. "To the extent that individuals are relying on the refund any delay is going to be a negative."Tax filing season usually begins in mid-January, and if the shutdown is resolved by then it may have little lasting impact on taxpayers. The IRS has yet to announce when individuals and businesses can begin submitting their income tax returns.But any gap in individuals not receiving money they're owed will only intensify pressure on Trump and lawmakers to strike a deal quickly.Many consider it a major financial windfall that they use to help cover costly expenses or boost their yearly savings. Those who need the refunds the most are also usually among the first to file during the January to April tax season.The political impasse comes at a time when there was already going to be additional complexity as individuals and corporations wrestle for the first time with new tax law changes."This filing season was always going to be challenging," said Pomerleau. "The IRS was still figuring that out. Individuals were still figuring that out even with the full funding."The agency received two years of funding to implement the new tax law, so some of those activities including devising worksheets and tax forms along with instructions and publications have continued.But businesses can't call the agency for advice on changes, said Alice Jacobsohn at the American Payroll Association. That includes questions about how the new tax law may have changed things for this year's W-2 forms, which they must send out by the end of January.For now, individuals who call the IRS with questions are greeted with an automated message: "Welcome to the IRS. Across the country, more states are legalizing marijuana.Now, more people are opening up about getting high and getting behind the wheel.“I feel more focused than when I’m sober,” Caleb Occelin said of driving while under the influence of marijuana. “It eases my mind. It makes me focus on everything.”Others, however, say they know better than to mix cars and cannabis. “Do not smoke weed and drive,” said marijuana smoker Sam Lee. “We all know we can barely think straight instead of drive.”Now, a team of medical professionals is studying the dangers of smoking and driving.“There’s been increasing concern about the potential of public health impacts of people using cannabis while they drive or shortly after,” said Dr. Michael Kosnett of the University of Colorado Denver.Kosnett is teaming up with Rocky Mountain Poison and Drug Safety on a study about the effects of cannabis while operating a motor vehicle.This study tests three focus groups: daily smokers, occasional smokers and non-smokers as they go through tests measuring reaction times, hand-eye coordination and short-term memory.More than a year into the study, the team has hit an unexpected road block: they can’t seem to find occasional smokers.“As for people who just used it occasionally, like on a weekly basis, that was probably less than one-fourth of the people,” Kosnett said.This study is still in process. Kosnett has not yet released the findings.Denver Police Sgt. Alan Ma, however, doesn’t need to know the results. He says he knows from working his nightly beat that driving high is dangerous.“Their perception and reaction times are delayed,” Ma said about people who drive while high on marijuana.
