SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491

SAN DIEGO (KGTV) — San Diego County Board of Supervisors held an emergency meeting behind closed doors Thursday evening to discuss how to potentially keep businesses open after Gov. Gavin Newsom denied removing San Diego State’s COVID-19 cases from the county’s total case rate.The meeting, though, yielding no new actions by the county.In a statement, Supervisor Nathan Fletcher said since the board took no action, "it would be inappropriate to comment on the deliberation.""In general, I believe we should be fighting COVID-19 and not the state of California. We do not yet know what our case rate will be next Tuesday and will have to evaluate that number in order to understand any possible impact," Fletcher said.The county is now at risk of moving back to the most restrictive purple tier if the case rate is higher than 7.0 by next week. Currently, the county has had a case rate higher than that threshold for one week.“We were all really stunned and caught off guard yesterday during the governor’s press conference when he made a final decision on the SDSU cases,” said County Supervisor Kristin Gaspar.RELATED: Despite Newsom's dismissal, San Diego County wants SDSU's coronavirus cases nixed from case rateThe county had requested that the state remove SDSU’s more than 700 COVID-19 cases from the overall case rate to keep San Diego in the red tier. SAN DIEGO (KGTV) — San Diego County will launch a new public awareness campaign this week on COVID-19 as the number of community coronavirus outbreaks increased by three, to a total of 10 in the past seven days, officials reported Monday.Two other triggers involving the growth of new cases and the positivity rate of tests are "not moving in the right direction," said Supervisor Nathan Fletcher."These are concerning numbers," Fletcher said. "They're concerning because they clearly represent an increase in community spread and number of cases tied to our reopening and the fact that more people are out doing more things." The county says there are currently 59 active community outbreaks, including 17 in skilled nursing facilities, 20 in non-skilled nursing facilities, and 22 in community settings.The three new outbreaks were traced to construction, retail manufacturing, and retail businesses in different parts of the county, according to Dr. Eric McDonald, the medical director of the county Health and Human Services Agency's Epidemiology and Immunization Branch.RELATED: How San Diego County officials monitor coronavirus trendsMcDonald provided more context to the outbreaks, adding that all outbreaks to date except for two have included 10 or fewer people — including the three newest outbreaks.He also said that no outbreaks have been related to recent demonstrations around the county.A community outbreak is considered three or more cases from the same place.The county will launch a public education campaign involving a new infographic on the use of facial coverings beginning this week, said county Public Health Officer Dr. Wilma Wooten. 1669

  

SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. Voepel’s staff is unsure as to whether the two have ever even met.  Voepel denied our request for an interview. He denies all allegations of stolen valor. 2273

  

SAN DIEGO (KGTV) — San Diego Humane Society officers rescued 21 cats living in filthy conditions in a South Bay home on Tuesday.SDHS said Wednesday officers were working to recover more from the home.The cats were recovered from the home and are suffering from a range of health conditions, including malnutrition, fleas, upper respiratory infections, and some eye traumas that were left untreated. Wednesday, one of those cats was scheduled to undergo emergency eye surgery.Humane Society staff say the cats will be cared for at the shelter but did not say whether they would eventually be offered for adoption.SDHS did not say whether charges were being filed against the homeowner. 692
