SAN DIEGO (KGTV) - A woman who mailed out her state tax payment at a post office in Mira Mesa got a big shock a few days later. A week ago, Barbara Reynolds wrote out a 9 check for her state taxes. She drove to her post office on Mira Mesa Boulevard and dropped it off around noon."I thought it was safer to come here," said Reynolds.Days later, she got a call. A bank teller in San Juan Capistrano was looking at her check, but it looked a lot of different. The amount had been hiked a bit to 9. Instead of the state, the new payee was the name 'Marco Antonio Lopez Ramirez."The teller shredded the check, suspicious because a man hoping to deposit the check had presented a dubious driver's license and an odd-looking check. As in other stolen check cases, the thief likely used a chemical solution to dissolve away the ink and 'wash' the check, before filling in the blanks."Very disappointed. It wasn't a good feeling at all," said Reynolds.The feeling was made worse because of how that check was stolen. One possible cause is 'fishing,' where thieves use a simple string - connected to something like a rodent glue trap - to fish mail out of a collection boxIn this case, Reynolds says the stolen check included her social security number."I'm very worried about identity theft. I won't be using the mail for future important documents or payments," said Reynolds.Reynolds filed a report with police and the Postal Inspection Office. A Postal Inspection spokesperson says they haven't seen a surge in mail thefts at that location. 1553

SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) — An El Cajon mother is searching for clues after her teenage son was brutally beaten and mugged in the East Village.Two Tuesdays ago, Sarah Swift-Farrow got the call every mother dreads. Her 19-year-old son, Titan Mellor, was in the ER and hurt badly."My heart dropped ... just a hopeless feeling," said Swift-Farrow.She believes around 2 p.m., her son, a Grossmont College student, was headed to the Family Health Centers clinic in the East Village, applying for some sort of state assistance, when it happened. Swift-Farrow learned details from the paramedics' report."He was attacked from behind by a group of people, hit in the back of the head with a glass bottle. He fell to the ground, was repeatedly punched, and lost consciousness. Then he was kicked in the face for an unknown duration of time," said Swift-Farrow.Swift-Farrow says the attackers took his keys, phone, and wallet, charging thousands of dollars in purchases on his credit cards during the next few days. As for Mellor, he suffered a concussion and a host of severe injuries."Multiple fractures in his eye socket, his nose, above the mouth, behind his ear and in the back of his head," said Swift-Farrow.She says his road to recovery won't be an easy one. His memory of the attack remains hazy."He remembers a group of six to eight males yelling at him, and then getting hit from behind," said Swift-Farrow.Swift-Farrow is making a plea for tips to help police fill in the missing details."They need to be caught because my son deserves justice, and I don’t want this to happen to anyone else," said Swift-Farrow.She says the first charge on the stolen credit card was at the nearby MTS stop.
