BEIJING, June 12 (Xinhua) -- Chinese Vice Premier Li Keqiang has said that low-rent and affordable housing construction should be sped up to meet people's basic demands for living.The construction of public low-rent housing seeks to offer middle and low-income urban residents with adequate housing and affordable rents. This not only helps curb skyrocketing property prices in some cities, but is also conducive to bridge the income gap and assist in urbanization, Li told a national meeting which concluded on Saturday.While speaking at the two-day meeting, Li urged local authorities to create favorable taxation and financing policies to support such housing programs.He noted that private capital is also welcome to join the mission to diversify fund raising channels. Li urged different localities to explore their own methods based upon their unique conditions to carry out housing construction.Li also said that the construction and distribution of low-rent housing should be transparent and fair.Exorbitant housing prices in some cities have become a major complaint of Chinese citizens. Home prices in 70 large and medium-sized cities rose by 12.4 percent year on year in May, the National Bureau of Statistics said this week.However, the growth rate was 0.4 percentage points lower than that of April, as property sales in major big cities dropped following a string of government measures to rein in prices.

BEIJING, Aug. 16 (Xinhua) -- China's top legislature will discuss the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the city's Chief Executive and forming the Legislative Council in 2012, during a bimonthly session scheduled from Aug. 23 to 28.The draft amendments to Annexes I to the Basic Law of the Hong Kong Special Administrative Region concerning the methods for the selection of the Chief Executive was submitted to the National People's Congress (NPC) Standing Committee for approval by Hong Kong Chief Executive Donald Tsang.The draft amendments to Annexes II concerning the formation of the city's Legislative Council was submitted to the NPC Standing Committee for the record.The Legislative Council of Hong Kong passed the draft amendments in June, before Donald Tsang gave his consent to draft amendments later in the month.According to Monday's Chairmen's Council of the NPC Standing Committee, presided over by NPC Standing Committee Chairman Wu Bangguo, lawmakers will also continue to deliberate draft amendments to the law on officers in reserve service, the draft law on mediation, as well as the draft law on the application of laws to civil relationships involving foreign interests.Lawmakers will also deliberate for the first time draft amendments to the law of deputies to the NPC and local People's Congresses, draft amendments to the Criminal Law, the draft law on intangible cultural heritages, and the draft revision of the soil and water conservation law.Also on the agenda of the upcoming session are discussions of the reports on implementation of the national economic and social development plan and budgets, among others.

BEIJING, June 18 (Xinhua) -- A senior Chinese government official has called for more efforts to promote increased awareness about energy-savings among the public and increase investments into research for energy-saving technologies.Vice Premier Li Keqiang made the remark in his letter to sponsors of China's 20th national energy-saving publicity week (June 12 to June 18) that ended on Friday.Various campaigns and promotional activities were held during the week to increase awareness about conserving energy among all communities and also promote energy-saving practices, Li said in the letter.Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said government should put more investment into research for energy-saving technologies.Additionally, long-term mechanisms for energy-savings should be established so that the 11th Five-Year Plan energy-saving goals could be realized, Li said.China seeks to reduce energy consumption per unit of gross domestic product (GDP) by 20 percent in 2010 compared to 2005 levels, according to the country's 11th five-year plan (2006-2010).The 20th national energy-saving publicity week was sponsored by the National Development and Reform Commission and 13 other government agencies.

  

BEIJING, June 15 (Xinhua) -- Two Chinese chartered planes carrying 195 Chinese nationals who were evacuated from Kyrgyzstan arrived at an airport in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region early Tuesday, the Foreign Ministry said.The Chinese government dispatched the two Boeing 737-700 passenger planes late Monday to bring back Chinese nationals living in southern Kyrgyzstan, where ethnic clashes has left more than 120 dead.The first plane landed at 4:25 a.m. (Beijing Time) and the second, 5:20 a.m.(Beijing Time), according to Chinese diplomats waiting at the airport.The government dispatched two working groups to Kyrgyzstan and Urumqi on Monday for the evacuation task.A chartered plane of China Southern Airlines gets ready to take off at the airport in Urumqi, northwest of China's Xinjiang Uygur Autonomous Region, on June 14, 2010. CHANGCHUN/HARBIN, July 29 (Xinhua) -- Workers were racing Thursday to retrieve the 3,000 chemical-filled barrels that were swept by floods into the Songhua River running through northeast China's Jilin and Heilongjiang provinces.Each barrel contains 170 kilograms of flammable chemical liquid, according to a press conference held by the Jilin city government Thursday. Another 4,000 empty barrels also were floating in the river."The barrels are well-sealed," Wang Mingchen, deputy secretary-general of the Jilin city government, said at the press conference.There had been fears that if the chemicals leaked due to barrel damage or explosions, the water in the Songhua River, a major drinking water source of tens of millions of people in the two provinces, would be contaminated.However, Ministry of Environmental Protection spokesman Tao Detian said Thursday that a water test conducted early Thursday morning showed the river water was not contaminated.
