SAN DIEGO (KGTV) — Parks and libraries in city limits of San Diego are back open as of Saturday, Oct. 3 after more than six months of closures and caution tape.To begin, 12 city libraries first opened for in-person services, then more will gradually open. The first library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest, and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. Computers are available at 12 locations and 10 of the locations will also have outdoor computer options.While families can continue to exercise their minds as libraries return, they can also now exercise their bodies.All 289 playgrounds in the city of San Diego are back open. There are also changes at playgrounds, including required face masks for everyone two years of age or older, advice to not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached, no eating or drinking in playground, to ensure face masks are worn at all times, and advice to limit visit to 30 min per day when others are present. 1873

SAN DIEGO (KGTV) -- Police are looking into an apparent road rage-related chase and collision involving two women that spanned the length of Interstate 8 between Mission Valley and Ocean Beach.Officers said the women were traveling more than 100 mph on westbound I-8 in Mission Valley before they exited in the Ocean Beach area.When both women got to Sunset Cliffs Boulevard, police said the driver of a silver car rammed the other driver’s white SUV several times. The SUV then forced the other car to collide with a center divide.The SUV’s driver got out of her vehicle and confronted the other driver; she reportedly told police she pepper-sprayed the silver car’s driver because she became aggressive.ABC 10News learned the pepper sprayed driver told police that she and the other woman were dating the same man.However, the SUV’s driver claimed she did not know the silver car’s driver.There is no word if anyone was arrested, as police are still trying to sort out the details. 991

  

SAN DIEGO (KGTV) — Neighbors are expressing their collective frustration after a vandal tagged a new community mural in South Park."Pretty awful and disrespectful. A lot of time, energy and love into this piece," said Heather Johnson.At 30th and Juniper Street and 30th Street, the community mural sponsored by several neighborhood businesses was targeted by a vandal over the weekend."I think it's disgusting to be honest with you," said Brian Padgett.The phrase "#Neighborhood" was spray-painted over, replaced with the phrase "ETHNIC CLEANSING." At the bottom of the mural, the phrase "#Hipster Pacifism" was tagged in purple."Disheartening, frustrating and an act of cowardice," added Ezekiel Morphis.Neighbors believe the spray-painted messages are sounding off against the gentrification of South Park. The tagged wall is a part of a building which will soon be home to a non-profit restaurant benefiting local schools. It was once home to long-time coffeehouse priced out of the area almost two years ago."It happens in every neighborhood. As a city grows, there is change. This is not the way to handle it," said Johnson.Some paint was quickly put on the tagging, but the creators of the mural — which cost about ,000 — say it may cost another ,000 to repair. Those sponsors tell 10News they're heartened by the response from the neighbors, who have offered their support and help in repairing the mural. 1424

  

SAN DIEGO (KGTV) -- Months after one of San Diego’s biggest employers was said to be looking to add up to 1,000 jobs, General Dynamics NASSCO instead announced layoffs.In April, NASSCO held a job fair, claiming the company was looking to add up to 1,000 jobs. Robert Godinez, head of the Boilermakers Union Local 1998, says the shipbuilder didn’t hire close to that number.In total, NASSCO notified nearly 1,500 workers that they could be out of a job in September. The shipbuilder told 10News it expects to let go of closer to 350 workers.The layoffs are in relation to a dry dock accident in July that damaged facilities.One of the company’s employees, Glicerio Cortez, says he doesn’t know exactly what happened in July, but he heard of the damage through coworkers. “They say that they heard like a, something like a bomb, something strong and then the water came all the way to the dry dock,” said Cortez.RELATED: NASSCO delivers layoff notices to 1,500 workersVideo captured by Sky10 shows water flooding the dry dock as debris filled the area. Luckily, no one was injured.The July incident isn’t the only reason for the layoffs. Navy repair work fizzling is also playing a role.The list of jobs impacted includes 129 welders, 85 electricians, 84 painters and 82 pipe fitters.Cortez described how he felt about the layoffs. “I’m worried about my coworkers. Kinda sad.” 1402
