Wu Bangguo, Chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 15th meeting of the chairman and vice-chairpersons of the 11th NPC Standing Committee, in Beijing, capital of China, Dec. 15, 2008.     BEIJING, Dec. 15 (Xinhua) -- China's top legislators on Monday approved the Ministry of Finance to expend "a certain amount" of fund in advance before the central budget is reviewed and approved next spring.     The chairman and vice-chairpersons of National People's Congress (NPC) Standing Committee made the decision at their meeting here Monday, said a statement issued after the meeting presided by Wu Bangguo, chairman of the NPC Standing Committee.     The statement did not reveal the exact number of the fund.     "In face of serious challenges from domestic and international market, the government has carefully adjusted the macroeconomic policies," the statement said. "The new moves were proved to be correct and effective."     The central budget is supposed to be discussed at the NPC annual session in next March. Wu Bangguo (C), Chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 15th meeting of the chairman and vice-chairpersons of the 11th NPC Standing Committee, in Beijing, capital of China, Dec. 15, 2008.     At the meeting, they also discussed the agenda of the six session of the 11th NPC Standing Committee, expected to convene from Dec. 22 to 27.     Under the proposed agenda, lawmakers taking part in the session would review the draft amendments to the law on precautions against earthquake and disaster relief, the patent law, the criminal law and insurance law as well as drafts of the law on social insurance and tort liability law.     The draft law on arbitration of rural land contract conflicts and draft amendment to the law on statistics will be first tabled at the session.     Two international pacts are due to be ratified during the session: the pact on the joint military exercises held by the Shanghai Cooperation Organization members and the one on criminal judicial assistance between China and United Arab Emirates.     The State Council will table four reports, on implementation of the 11th Five-Year Plan, on measures to cope with international financial crisis and maintain a stable healthy economic growth, on measures to stabilize consumer price and on efforts to control water pollution.

ASTANA, Oct. 29 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Wednesday evening, starting a three-day official visit to Kazakhstan at the invitation of Kazakh Prime Minister Karim Masimov.     Wen is scheduled to attend the 7th prime ministers' meeting of the Shanghai Cooperation Organization (SCO). Chinese Premier Wen Jiabao (R, front) is greeted by Kazakh Prime Minister Karim Masimov upon his arrival at the airport in Astana, capital of Kazakhstan, Oct. 29, 2008. In a written statement upon his arrival at the airport, Wen spoke highly of the sound development of Sino-Kazakh relations since the two countries forged diplomatic ties 16 years ago.     He said his current visit is aimed at promoting mutual understanding and trust between the two peoples, enhancing substantial bilateral cooperation in various fields, and pushing forward the development of the bilateral strategic partnership which was set up in 2005. TAIPEI, Jan. 8 (Xinhua) -- The mainland-donated panda pair is scheduled to meet the Taiwan public on Jan. 26, the first day of the Chinese Lunar New Year, the Taipei city government announced on Thursday.     Taipei mayor Hau Lung-bin will visit the panda pair a few days earlier, on Jan. 24, with 500 orphans and children from poor families.     "If all the quarantine measures for the panda pair and other procedures for their moving into the zoo go well as scheduled, the 500 children invited by the city government will be the first visitors on Jan. 24," Hau said.     The Taipei city zoo said an opening ceremony for the panda enclosure would also be held on Jan. 24. The area would be open to the public on the morning of Jan. 26.     It's estimated an average of 22,000 panda visitors per day will come to the enclosure once it's opened, according to the zoo. To accommodate the crowds, the zoo will extend business hours until 18:00 p.m. during the Spring Festival holidays.     The city government said earlier in a statement that the pandas were expected to attract about 6 million visitors to the zoo annually, double the current number.     The pair of 4-year-old giant pandas named "Tuan Tuan" and "Yuan Yuan" (when linked, their names mean "reunion" in Chinese), have now become "sweethearts" on the island. Cartoon images of the bears are displayed at bus stations and the airport's entrance.     The mainland announced in May 2005 it would donate two giant pandas to Taiwan. Their departure had been delayed for more than three years. Improved cross-Straits ties made their journey to Taiwan possible.

  

BEIJING, Dec. 10 (Xinhua) -- A compensation scheme for families of sickened and dead babies in the tainted milk powder scandal, which caused a food safety scare in China, is under review, a Health Ministry spokesman said on Wednesday.     The ministry is collecting medical records and checking statistics to make preparations for compensation, spokesman Mao Qun'an told reporters.     Mao said he "has not been authorized to release details" about the compensation plan but assured the media that relevant departments are working on it and will release the results after the plan is adopted.     Mao also said local governments paid a large amount of money for hospital ultrasound equipment and medication after more than 22 million children needed testing after drinking formula containing an industrial chemical known as melamine. That testing started in September.     Children who were confirmed to have developed kidney stones received free treatment.     The ministry said earlier it was likely six babies died from drinking toxic milk powder. Another 294,000 infants suffered from urinary problems such as kidney stones.     The General Administration of Quality Supervision, Inspection and Quarantine publicized the names of 22 dairy companies which produced milk products containing melamine after milk powder produced by Sanlu Group was found to contain the banned chemical in mid September.

  

BEIJING, Jan. 16 (Xinhua) -- China's State Council, or Cabinet, appointed Friday nine new counselors and six new members of the Central Research Institute of Culture and History.     Premier Wen Jiabao conferred the appointments, saying this year was the 60th founding anniversary of the counselors' department and the 58th for the institute, both founded on proposals by then leaders Mao Zedong and Zhou Enlai.     The two institutions were a major part of the Communist Party of China's United Front work, established to unite all forces in the development the nation, as well as a component of the government work.     Wen asked the counselors and researchers to advise the government by collecting public opinions and grassroots information, play a supervisory role, and helping boost the country's cultural sector.     The global financial crisis had brought a new opportunity for cultural development as the confidence for dealing with the crisis relied on cultural heritage and scientific spirits, he said.
