BEIJING, May 7 (Xinhua) -- Chinese Vice President Xi Jinping has urged universities to reform and improve themselves to turn out more high-quality personnel for the society.     Universities are supposed to produce "qualified builders and reliable successors of socialism with Chinese characteristics," Xi said while touring major Beijing-based universities from Wednesday to Thursday.     Centering on the fundamental task of personnel fostering, he said, universities should reform all concepts and mechanisms that go against the mission, lift the overall quality of teachers, offer better services in helping students find jobs, beef up campus stability, and provide technical service and intellectual support for companies to weather the financial crisis.     He also urged universities to prevent and punish academic corruption.

ZAGREB, June 20 (Xinhua) -- Chinese President Hu Jintao's just concluded three-nation tour is "very successful" in enhancing friendship, boosting cooperation and promoting common development with relevant countries, Foreign Minister Yang Jiechi said Saturday.     During the tour from June 14 to June 20, President Hu attended the ninth annual summit of the Shanghai Cooperation Organization (SCO) and the first BRIC (Brazil, Russia, India and China) summit in Yekaterinburg, Russia, and paid state visits to Russia, Slovakia and Croatia.     Hu's tour took place amid the complicated and changing international situation, while the global financial crisis continues to spread, regional security faces new challenges, and various countries share stronger will to deepen cooperation and promote development, Yang said.     The tour was a significant diplomatic move taken by China to develop relations with neighboring countries, major developing countries as well as Central and Eastern European countries, said Yang.     He said the tour has made successful achievements in four major areas. BEIJING, July 6 (Xinhua) -- Torrential rains and floods in southern and central China have left at least 21 people dead and two missing.     More than 700,000 people have been relocated as downpours have destroyed houses, flooded crops, cut power, damaged roads and caused rivers to overflow, according to the latest figures from the provinces of Hunan, Fujian, Jiangxi and Guangdong as well as the Guangxi Zhuang Autonomous Region.     In Guangxi, a child was killed and another five were injured Sunday in a landslide when they were playing in the house in Hengxian County, Nanning City, officials said Monday.     In Guangxi's Rongshui county, 62 schools were flooded, and about 300 students were trapped in a boarding school. Most of the students had been taken home by their parents as of Monday morning, while the school was preparing to send home the remaining 17, whose parents were mostly migrant workers.     In Guangxi 328,400 people were relocated because of the rainstorms, said the regional civil affairs department.     As of Monday night, more than 11,000 homes in Guangxi had been toppled and 158,780 hectares of crops were damaged. Direct economic losses from the rains stood at 1.7 billion yuan (250 million U.S. dollars), according to the department.     In the tourist city of Guilin, traffic on 38 highways had been cut off as the highways were damaged by rain.     In central China's Hunan Province, eight people died and 140,000 were forced out of their homes, according to the provincial flood control office.     In Fujian Province, five people died and two are missing.     In Jiangxi Province, three people who were previously reported as missing have been confirmed dead, bringing the province's death toll to five. About 230,000 people had to flee their homes.     The flood control headquarters in Jiangxi said Sunday night that crops on 200,000 hectares of farmland have been damaged and thousands of homes toppled. Direct economic losses were estimated at 3.13 billion yuan (458.9 million U.S. dollars).     In Guangdong Province, two construction workers were killed by a collapsed wall.     In Guizhou, 82 roads were broken by landslides triggered by rainstorms since the end of June, most of which reopened as of Monday. However, a provincial highway was still broken, officials said.     The government was repairing the road, but it was difficult because of the large number of landslides, said Guo Zhihuai, a Guizhou road bureau official.     China is among the countries most plagued by natural disasters, with 70 percent of its cities and 50 percent of its 1.3 billion people living in areas vulnerable to one or more kinds of natural disasters.     China has suffered major natural calamities, including torrential floods in the Yangtze River valley in 1998, severe droughts in Sichuan Province and Chongqing Municipality in 2006, winter storms in southern China early last year, and the massive May 12 earthquake last year.     The United Nations said natural disasters caused nearly 110 billion U.S. dollars of damage in China last year.

BEIJING, July 10 (Xinhua) -- China's Ministry of Finance (MOF) announced Friday that it will launch two more batches of electronic savings bonds of up to 50 billion yuan (7.32 billion U.S. dollars) since next week.     According to the ministry, one batch of the e-savings bonds of 40 billion yuan has a term of three years, with a fixed annual interest rate of 3.73 percent.     The other, the five-year e-savings bonds, is worth 10 billion yuan at a fixed annual interest rate of four percent.     The two bonds will be issued from July 15 to 31, with interests to be calculated from July 15 and paid annually, said the ministry in a statement on its website.     These bonds are open to only individual investors, the MOF said.     Compared with other types of bonds, the e-savings bond is seen as more convenient for investors. For example, the interest can bepaid through direct deposit into the investor's account.     This is the second time the ministry launches this kind of bond this year, with the first issuance of two batches of e-savings bonds in April.     The ministry also said it would issue two batches of book-entry treasury bonds next week with a face value of 12.48 billion yuan and 12.65 billion yuan each.     One with the face value of 12.48 billion yuan has a term of 91 days, and the issue price, set by competitive bidding, was 99.72 yuan for a face value of 100 yuan. In this sense, the annual yield will be 1.15 percent, the ministry said.     The other has a term of 273 days, and the issue price was set at 99.077 yuan for 100 yuan, with an annual yield of 1.25 percent.     The ministry said the book-entry T-bonds will be sold from July 13 to July 15. Trading of the bonds will begin July 17.

BEIJING, June 12 (Xinhua) -- The Prime Minister of the Republic of Korea (ROK) Han Seung Soo described Friday the rapid growth of bilateral ties with China as "unprecedented".     "We have witnessed over five million ROK and Chinese people visit each other's country and the two-way trade volume expand 26 times bigger during the 17 years since ROK and China forged a diplomatic relationship", Han said. Han made the remarks in an interview with Xinhua on the sideline of a spring conference of the Institute of International Finance in Beijing.     He said being neighbors, cultural similarity and friendship between the two peoples offered a solid foundation for the two nations to foster ties.     China and the ROK agreed to upgrade their "comprehensive and cooperative partnership" to "strategic cooperative partnership" in May, 2008 during the ROK president Lee Myung-bak's first visit to China. After the test, it also fired some short-range missiles.     "The status of a non-nuclear peninsula is not only a must for the peace and stability on the peninsula, but also for that of East Asia and the world," Han said, expressing his hope that China, which chairs the six-party talks, could continue to play its positive and constructive role.     Launched in 2003, the six-party talks grouped China, DPRK, ROK, the United States, Russia and Japan. The talks have been stalled since the top negotiators last met in Beijing last December.
