BEIJING, Feb. 10 (Xinhua) -- China's State Council, or the cabinet, issued a notice Tuesday that urged governments at all levels to make every possible effort to expand employment.     The notice said that the deepening global financial crisis makes it more difficult to offer jobs for new labor force and unemployment risks continue to increase. In response, governments should adopt a more vigorous employment policy to maintain stable employment and social order.     Governments at all levels should give priority to employment of enterprise staff, college graduates, laid-off and migrant workers and demobilized officers.     They should take active measures to reduce employment burdens on enterprises and supervise their layoff activities to protect workers' legal rights.     If an enterprise's job-cutting plan involves more than 20 workers or more than 10 percent of the entire staff, the company should file a report to the local trade union or notify all staff 30 days before the layoff.     Tax authorities should offer exemptions, including turnover tax and individual income tax, to laid-off workers who started their own business and extend the exemption approval deadline to the end of 2009.     Enterprises that sign one-year or above contracts with laid-off workers and pay their social insurance fees will also be exempted from several taxes with the approval deadline also extended to the end of 2009.     Workers who fail to find employment by end of 2009 will be able to continue claiming social security subsidies for a maximum of one year.     The notice also required governments to improve employment services such as professional training, adding that new employment and unemployment rates would be key factors in assessing government success

BEIJING, Feb. 5 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered all-out efforts to combat the severe drought in the country's vast wheat-growing area to ensure a good summer harvest, a State Council meeting was told Thursday. The central government on Thursday decided to earmark another 300 million yuan (44 million U.S. dollars) as drought relief fund in additional to 100 million yuan already allocated. The fund will be used to buy agricultural machinery and other production materials.     Lack of rainfall has led to severe drought in northern China, leaving about 141 million mu (9.3 million hectares) wheat or 43 percent of the country's total affected, according to the Ministry of Agriculture (MOA). People irrigate the wheat field at Xiaolu Village in Yuzhou, a city in central China's Henan Province, on Feb. 4, 2009. Henan, China's major grain producer, issued a red alert for drought on Jan. 29. The provincial meteorological bureau said the drought is the worst since 1951. The drought has affected 63 percent of the province's 5.26 million hectares of wheat.    About 145 million mu crops have been affected by the drought nationwide, or 40 million mu more than the same period last winter.     Government at all levels should give anti-drought work a priority in an effort to stabilize grain production, increase farmers' income and ensure agricultural production, the State Council said.     Relevant departments in local regions were asked to enhance farmland management, mobilize human resources, ensure technology service and enlarge irrigation areas.     Efforts should also go to build emergency water resources projects and carry out artificial precipitation to alleviate water shortage and ensure drinking water for both people and livestock. The Ministry of Water Resources also said it would enhance supervision and launch emergency plan when necessary.     Relevant departments should allocate special funds to aid poverty-stricken people in rural areas.     The Cabinet said it will send working teams to eight drought-hit provinces to discuss anti-drought procedures. The MOA has already sent 12 working teams of experts to the drought-hit provinces, to instruct farmers on drought relief work.     Plant diseases and pest prevention were discussed and local governments were advised to supervise and prevent the spread of severe animal diseases.     Efforts should also be made to monitor or combat forestry fire, upgrade anti-disaster ability and avoid casualty, the State Council said.

Chinese President Hu Jintao(R) shakes hands with Kazakhstan's President Nursultan Nazarbayev in Beijing, China, April 16, 2009.    President Hu said the strategic partnership between China and Kazakhstan had maintained a fast growth in recent years. The two countries have maintained frequent high-level contacts, political mutual trust, expansion of practical cooperation and good collaboration within the multilateral frameworks. Chinese President Hu Jintao(L) and Kazakhstan's President Nursultan Nazarbayev review honor guards at the welcoming ceremony in honor of Kazakhstan's President in Beijing, China, April 16, 2009. Hu expressed gratitude to Kazakhstan for supporting China on such major issues as Taiwan, Tibet and the holding of Beijing Olympics and Paralympics.     Nazarbayev said Kazakhstan values the development of friendly and cooperative relations with China. He said China has raised its status in the international community by successfully holding the Olympic Games and launching the Shenzhou-7 spacecraft.     He said the effective measures taken by the Chinese government to cope with the global financial crisis have benefited not only the Chinese economy, but also the world economic growth.     Hu said the Chinese government always gives priority to developing the strategic partnership with Kazakhstan. Hu suggested that the two countries should work on four areas.     Firstly, Hu said the two countries should continue to enhance high-level contact, improve cooperative mechanism and deepen political links. The leaders of the two countries should maintain close contact. The governments of the two countries should give full play to the role of China-Kazakhstan Cooperation Committee to increase communication and coordination. The parliaments and political parties of the two countries should carry out exchanges in various forms on the experience of governing their respective countries.     Secondly, the two countries should utilize the complementarity of their economies to deepen cooperation in such fields as economy, trade, energy, resources and finance to achieve common development. The two sides should further optimize trade structure, expand the scale of bilateral trade, work together to build major energy and resources projects and non-resources projects, and accelerate infrastructure construction at border areas.     Thirdly, the two countries should promote cultural exchanges and cooperation. China is ready to deepen cooperation with Kazakhstan in culture, education, health, tourism and sports. He said the two countries should encourage non-governmental organizations, media and youth organizations to expand contact and enhance friendship.     Fourthly, the two countries should deepen security cooperation and join hands to tackle various challenges. He said China will continue to strengthen coordination and cooperation with Kazakhstan within such multilateral frameworks as the United Nations, Shanghai Cooperation Organization and Conference on Interaction and Confidence-Building Measures in Asia. He said the two countries should join effort to strike trans-border organized crimes and the evil forces of separatism, terrorism and extremism so as to safeguard peace, stability and security of the two countries and the whole region.     Nazarbayev fully agreed with Hu's suggestion, saying under the current situation, Kazakhstan is ready to strengthen its strategic partnership with China. He expressed the willingness to expand bilateral cooperation in trade, energy, transport, agriculture, finance and telecommunications.     He said the two countries should continue to step up cooperation in multilateral arena, especially within the frameworks of the United Nations, Shanghai Cooperation Organization and Conference on Interaction and Confidence-Building Measures in Asia.     He said the two countries will work together to fight against the three evil forces of separatism, terrorism and extremism to maintain peace and stability in the region and the world over.     Nazarbayev reiterated that Kazakhstan supports China's stance on the issues of Taiwan and Tibet. It supports China to safeguard sovereignty and territorial integrity.     Before the talks, President Hu hold a welcome ceremony for President Nazarbayev at the Great Hall of the People.

BEIJING, March 16 (Xinhua) -- China's Ministry of Railways (MOR) signed a deal with state-owned vehicle producer CNR Corporation Limited (CNR) here Monday to purchase 100 high-speed CRH trains for 39.2 billion yuan (about 5.74 billion U.S. dollars).     CRH, an abbreviation for China Railway High-speed, refers to trains with speeds above 200 km per hour. With a designed speed of 350km/h, the new CRH trains will travel between Beijing and Shanghai in 2011, when the construction of the 1318-km, high-speed railway between the capital city and the country's financial hub is expected to complete.     "The contract does not include any foreign parties, as Chinese companies possess core technologies for the high-speed trains and have complete intellectual rights over the 350km/h CRH type," said Zhang Shuguang, director of the transport department under the MOR.     The MOR had introduced railway technologies from Japan, France, Germany and Canada in the development and production of the 200km/h CRH trains already in operation at present.     According to the agreement between the ministry and CNR, all 100 trains will be self-developed and manufactured under the CNR group. Tangshan Railway Vehicle Co. and Changchun Railway Vehicle Co., two CNR subsidiaries, will be in charge of the production of 60 sets and 40 sets, respectively.     Zhang said China would see "large purchases" of CRH trains in the coming years upon the completion of more passenger railway lines across the country.     The MOR has planned to spend 500 billion yuan to buy trains over the next four years.     "The purchases will provide strong support for related industries," Zhang said.     The manufacturing of a CRH train requires nearly 100,000 parts from a wide range of industries such as mechanics, metallurgy, electrics, chemical, and materials.     "We will buy more CRH trains this year as a move to help stimulate domestic demand," said Zhang without giving further details on the purchasing plan.
