LOS ANGELES (AP) — Three Los Angeles police officers have been charged with falsifying records reporting that people they stopped were gang members or associates. Prosecutors say the members of the Police Department's Metropolitan Division were charged with conspiracy in a 59-count complaint with obstructing justice and multiple counts of filing a false police report and preparing false evidence. In a news release, the LA County DA's office said Braxton Shaw, Michael Coblentz, and Nicholas Martinez are the officers being charged.Prosecutors said in the statement that the officers are accused of falsifying field interview cards they use to conduct interviews while out on duty.The cards, prosecutors say, contained false information and misidentified dozens of people as a gang member.The officers' union said Friday it expects the department to ensure the officers are accorded their due process rights and that any proven mischaracterizations are corrected.The Police Department says 21 additional officers are under investigation. LOS ANGELES (CNS) - An initiative to split California into three states has received enough signatures to qualify for the November ballot, its author said Wednesday.Venture capitalist Tim Draper said backers of what he has dubbed "CAL 3" would submit petitions with more than 600,000 signatures to election officials next week. The initiative needs signatures from 365,880 registered voters - five percent of the total votes cast for governor in the 2014 election - to qualify for the ballot."This is an unprecedented show of support on behalf of every corner of California to create three state governments that emphasize representation, responsiveness, reliability and regional identity," Draper said.   Splitting California into three states would require congressional approval. One proposed state would be called California or a name to be chosen by its residents after a split. It would consist of Los Angeles, Ventura, Santa Barbara, San Luis Obispo, Monterey and San Benito counties. A second state, Southern California or a name to be chosen by its residents, would consist of Orange, Riverside, San Bernardino, San Diego, Imperial, Kern, Kings, Fresno, Tulare, Inyo, Madera and Mono counties.   The remaining 40 counties would be part of the state of Northern California or a name chosen by its residents.   Draper said he conceived the initiative out of a belief that "the citizens of the whole state would be better served by three smaller state governments while preserving the historical boundaries of the various counties, cities and towns."   Steven Maviglio, a longtime Democratic Party political consultant who was a co-chair of the effort to oppose Draper's 2014 initiative to split California into six states, told City News Service, "Splitting California into three and creating three new governments does nothing to solve our state's challenges other than tripling them." "CAL 3'' has no connection to efforts to have California succeed from the United States. 2050

LOS ANGELES (AP) — Orange County sheriff's deputies shot and killed a Black man Wednesday after he allegedly tried to grab one of their guns during a struggle. According to an Orange County Sheriff's Department press release, two deputies from the Homeless Outreach Team made contact with the man outside the Hotel Miramar in San Clemente. "During the contact, a physical altercation occurred. Surveillance video at the scene showed that during the physical altercation, the subject attempted to gain control of a deputy’s gun," the department said in the news release. "Shortly after, a deputy-involved shooting occurred. Deputies began lifesaving measures, and the subject was pronounced deceased at the scene."The latest killing of a Black person by law enforcement happened on the same day as the decision not to charge Kentucky police officers for Breonna Taylor's death was announced. Part of the incident Wednesday afternoon in San Clemente, California, was captured on video and posted to social media by the Southern Orange County Black Lives Matter group. LOS ANGELES (AP) — A former business manager of Stan Lee has been arrested on elder abuse charges involving the late comic book legend.Los Angeles police say Keya Morgan was taken into custody in Arizona early Saturday on an outstanding arrest warrant.Morgan was charged earlier this month with felony allegations of theft, embezzlement, forgery or fraud against an elder adult, and false imprisonment of an elder adult.Authorities say Morgan sought to manipulate and exert control over Lee even though he didn't have authority to act on Lee's behalf.Lee died in November at the age of 95.Attorney Alex Kessel has said Morgan has never abused or taken advantage of Lee.
