(KGTV) - Business leaders in North Park say a little-used parking garage could help solve the debate over adding bike lanes to 30th street.The City, as part of its plan to reduce greenhouse gases, wants to install bike lanes along a nearly 2-mile stretch of 30th street, from Juniper to Howard.NORTH PARK, Calif. The garage, located along 30th Street, has room for 383 vehicles. According to a recent study, it's rarely ever more than 50% full. That means about 200 spots are going unused."I will watch people come into North Park and circle the parking garage looking for a parking spot, not knowing they're circling a place with 400 available ones," says Angela Landsberg, the Executive Director of North Park Main Street.Landsberg says the garage is often empty because there aren't enough signs letting people know it's there. She also says the only entrance, on 29th Street, makes it hard for people to access. She'd like to see the owners do more to promote it as an option for parking in the area."I think that people are not used to getting out and walking," she says. "The expectation is that we are going to pull up and have parking right next to the businesses that exist and that's not realistic looking forward."The garage charges an hour, with a daily maximum. It also charges flat rates during special events. Landsberg says it's just a matter of changing people's habits when they come to North Park."There are other communities that would kill to have a parking structure like this," she says.ACE Parking, who operates the garage, send the following statement to 10News:"ACE supports efforts by the City of San Diego and other cities to encourage alternative mobility options like cycling. Through our Mobility Solutions Division which was launched in 2018, ACE is providing solutions for clients like the City of San Diego to support local businesses while enabling initiatives like bicycle lanes. New plans for student loan debt forgiveness are being proposed as President-elect Joe Biden prepares to take office in just a few weeks. Many of those with student loans, as well as many economists, are hopeful some form of student loan debt forgiveness will pass.“I think it is one of the most accessible ways President-elect Joe Biden has to stimulate the economy,” said Suzanne Kahn, director of education, jobs, and worker power at the Roosevelt Institute in New York.In an interview covering the possible benefits of student loan debt forgiveness, Kahn explained the two ways in which the Biden can get the debt forgiven. One, he can push for Congress to include this debt relief in the next stimulus package, or two, he can take executive action. Either option could eliminate student loan debt for roughly 15 million borrowers and reduce the debt of another 30 million Americans.The president-elect is currently focused on pushing for ,000 to be forgiven in the next stimulus bill and has not said if he would actually consider executive action. However, he has also not refuted that option either.The latter option is certainly the more controversial way to get this debt forgiven, although many Democrats argue it is still legal and fully within a president’s power to do so. Many high-ranking Democrats in Congress explain Biden would have the authority to do this through the Higher Education Act.Experts like Kahn believe it is more likely that Congress will not agree on any amount of student loan debt forgiveness and Biden will take executive action.“I think that it is through executive action, or at least the first movement we see around it will be executive action,” said Kahn. “That really is because the federal government owes 95 percent of student debt, and the Secretary of Education has the ability to cancel it.”“My stance is that it is not inevitable,” said Neal McClusky, director of the Center for Educational Freedom at the Cato Institute.McClusky believes a third option is that no form of student loan debt forgiveness is passed, while he concedes there is a chance that Biden could issue an executive order forgiving student loan forgiveness. However, he also points out that option could be challenged in the courts with some questioning his authority through the Higher Education Act.“There seems to be straws that he can grab and say, ‘Look, this gives me the authority to just write off this debt.’ Other people say it is not clear in the law that he can do that,” said McClusky. “So, what would be the most likely outcome is that he would try. If he were to try and cancel student loan debt through executive action, it would end up in court and would be a pretty long court battle.”So, at the end of the day, where do we really stand with student loan debt forgiveness? The consensus is that it is more likely than ever before that some form of student loan debt will be forgiven, but we’re still nowhere close to a guarantee that will actually happen anytime soon.“I don’t think it is inevitable, but I do think it is important that it is on the table,” said Kahn. 3115

New Zealand’s government has extended a lockdown of its largest city Auckland for another 12 days as it tries to stamp out its first domestic coronavirus outbreak in more than three months. The outbreak has grown to 30 people and extended beyond Auckland for the first time. NORFOLK, Va. - Heading into Election Day, one poll had Joe Biden up five in Florida. He lost.Another had him up double digits in Wisconsin. He narrowly won the state.Just like in 2016, the polling leading up to the election is facing criticism. "The pollsters got it knowingly wrong. They got it knowingly wrong. We had polls that were so ridiculous, and everyone knew it," President Trump said Thursday night.In Virginia, Christopher Newport University's Wason Center for Public Policy was pretty close to predicting the results. A poll in late October said Biden was up by 12 in Virginia with a margin of error of plus or minus 3.4. Biden is currently up 9.43%."It's pretty clear many polls were off, so I'd say broadly speaking this is a challenge with estimating what the true electorate is going to be for pollsters," said Dr. Rebecca Bromley-Trujillo, Research Director at the Wason Center.Part of the challenge is the uniqueness of President Trump. "We have our likely voter models. We have our expectation about who is going to turn out to vote," Bromley-Trujillo said. "Certainly, President Trump has been a unique candidate who has brought out different types of people at higher numbers than is typical."So, what needs to be fixed? Dr. Eric Claville, the Director of the Center for African American Public Policy at Norfolk State University, says more nuance is needed. He feels pollsters should concentrate on issues to help forecast why people vote a certain way."I think the polls have to ask themselves: What is it that really drives individuals to vote one way or another?" Claville said.Reporters and campaigns could also provide more context, the experts said. "It would be better to present the margin of error. New cars sold in the United States must now be outfitted with rearview cameras to try and reduce the number of deaths and injuries that happen when vehicles back over people.The federal safety requirement took effect on May 1, about four years after it was first announced by the National Highway Traffic Safety Administration."NHTSA prioritizes safety on US roads, and yesterday we reached an important milestone," said NHTSA administrator Heidi King, in a statement on Wednesday. "This technology helps drivers see behind the vehicle, which we anticipate will help save lives and prevent injuries."The rule applies to all new vehicles weighing fewer than 10,000 pounds, whether they're manufactured in the US or imported. Most models of cars, SUVs and trucks weigh less than 10,000 pounds.Most new cars are already in compliance with the rule. According to the Insurance Institute for Highway Safety, 97 percent of 2018 models have rearview cameras, compared to 8 percent in 2006.This is a victory for organizations like Consumers Union and Advocates for Highway & Auto Safety, both of which had long advocated for the requirements."This regulation by the US Department of Transportation will save lives and save consumers money," said Advocates for Highway & Auto Safety, in a statement. "No longer will consumers need to pay for a rearview camera as an expensive option."According to the most recent numbers available from the NHTSA, these types of accidents cause 210 fatalities and 15,000 injuries per year in the United States. More than 30 percent of the people who die are children younger than 5, and more than a quarter are seniors 70 or older.Consumer Reports has conducted studies, using traffic cones in place of children, showing that the use of rearview mirrors without cameras can have blind spots that range from as little as six feet behind small sedans to 44 feet or more behind full size SUVs. The introduction of rearview cameras allow drivers to see what was in that blind zone. 2042
