SAN DIEGO (KGTV) — Mayor Kevin Faulconer and Jewish leaders celebrated the second night of Hanukkah Monday, lighting the second candle of a massive Menorah outside City Hall.As the second night of the Jewish Festival of Lights got underway, Rabbi Zalman Carlebach said it was important for leaders to show their support and celebrate in light of recent anti-Semetic incidents around the U.S. "In light of the current events that are happening around the country, this world could use some more light. America could use some more light," said Rabbi Carlebach.San Diego has numerous Menorah lighting events planned as well as other celebrations throughout the county as Hanukkah continues — running through Dec. 10. SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point.That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court.In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state.But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin.But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court. He said it could have an impact on states with a lot of late voters and close races, not just in the presidential contest.“Remember that control of the Senate is very much in play and so this could matter in close Senate races,” Eaton said, citing races in Iowa, Colorado and North Carolina. 2365

SAN DIEGO (KGTV) — Local activists are accusing the city of San Diego of slow-playing their proposal to create an independent commission on police practices - to the point that it died.The measure would have created a board with subpoena power. And the ability to launch its own investigations.The board, which would have been called the Independent Commission Police Practices, would have addressed several of the concerns raised by the County Grand Jury about the city's Community Review Board.Those concerns include a lack of subpoena power, access to only some complaints, and an appearance some find too closely linked to the San Diego Police Department. Women Occupy San Diego's proposed an independent board that would have subpoena power."We would have independent investigators who would talk to the witnesses, who would look at all the documents, who would do the same things that (Internal Affairs) does," said Kate Yavenditti, a local attorney and one of the group's members.Women Occupy San Diego filed the measure in March, but earlier this month the City Attorney's said the San Diego Police Officers Association and the Municipal Employees Association needed to be consulted before it could go to the November ballot, due to a law called the Meyers Milias Brown Act.A city attorney memo said the the organizations needed to be conferred with because the measure could impact their working conditions.Yavenditti said she learned of this at a rules committee meeting on July 11, and the City Council didn't docket the issue until Monday, just less than two weeks before the Registrar of Voters deadline for the November ballot.It was too close, so the council voted not to move it forward."At this point, there's nothing we can do about it except talk about what we believe was a deliberate delay," Yavenditti said. A city spokeswoman said this measure was treated the same as all the others that were vying for the November ballot. Jack Schaeffer, president of the San Diego Police Officers Association, said he stood by the current Community Review Board. He noted it has trained experts doing investigations, they pick apart all the evidence and come to appropriate conclusions."It's almost like a big audit of what we’ve done as investigators," he said. "If you look nationwide, a few different ways to do police oversight and not one of them is really any better the other."Yavenditti said her group is now eyeing the proposal for the 2020 ballot. 2489

SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. The three policies will strengthen the Citizen’s Law Enforcement Review Board Authority and Independence, create an Office of Equity and Racial Justice for the County of San Diego and launch countywide Mobile Crisis Response Teams (MCRT) to allow trained mental health clinicians, not law enforcement, to respond to non-violent service needs. The group released the following statement after the vote:‘The community called for change, and today’s action is a step forward. Tackling deep seeded issues of systemic and structural racism is not going to be easy and at times it will be uncomfortable, but, we will be a better organization and a better people because of the actions we take to support racial justice and realigning law enforcement. We are thankful for the considerable community input we received to shape these policies and tremendous support that helped ensure their passage.
