LOS ANGELES (AP) -- California health officials have released guidelines for elementary schools to seek waivers allowing them to offer classroom instruction in the midst of the coronavirus pandemic.Officials on Monday said some public and private schools in 38 counties on a state watch list, including San Diego County, can seek waivers from local health officials if they have plans for keeping students and staff safe and meet certain criteria.But the state says school reopenings can't be considered in counties with the highest rates of COVID-19 infection. LOS ANGELES (CNS) - A third Los Angeles police officer has tested positive for the coronavirus and was exhibiting symptoms inside the Los Angeles Police Department's Central Division station for several days this week, according to the department.The officer, who had recently returned from a vacation out of the country, was "coughing and sweating" during roll call in Central Division, which patrols areas that include downtown L.A., two of the officials said.Despite protests from several officers in the station, the affected officer was allowed to work for at least two days this week, according to the Los Angeles Times.The officer was tested for the virus, and a positive result came back Saturday, according to three law enforcement officials. Additional officers who worked with the afflicted patrol officer were expected to be quarantined, officials said.Saturday night, the LAPD reported that it had disinfected all of the officer's work spaces and common areas inside Central Division."We have also identified anyone who may have come into contact with the employee and directed them to contact their healthcare provider for evaluation," the LAPD reported.The department said it also established guidelines for all employees who either exhibit symptoms of the virus or cone in contact with someone who may be infected. LOS ANGELES (AP) — A judge in California has ordered immediate testing of all detainees and staff at an immigration detention center where COVID-19 was spreading for weeks while officials refused to test for the virus. The Los Angeles Times reports federal District Court Judge Vince Chhabria ordered the U.S. Immigration and Customs Enforcement agency to conduct quick-result testing of everyone in the Mesa Verde ICE Processing Facility in Bakersfield. Chhabria’s order followed results Friday showing nearly half of the detainees tested earlier in the week were positive. LOS ANGELES (AP) — Voters who hate resetting their clocks twice a year took the first step Tuesday to making daylight saving time year-round in California.With nearly 4.5 million ballots counted, Proposition 7 led by more than 62 percent. The measure permits the state Legislature to establish permanent daylight saving time. However, a change in federal law would be required before the initiative can take effect.The time-change issue was fresh on voters' minds when they went to the polls. California and most of the rest of the nation reset clocks last Sunday, falling back on standard time and seeing the day get dark one hour earlier.Democratic Rep. Kansen Chu of San Jose said last month that he sponsored Proposition 7 after his dentist called him to complain about springing forward when clocks are moved up an hour every March. That switch takes away an hour's sleep in the middle of the night as it shifts an hour of sunlight from the morning to the evening.Chu said he investigated the issue further and learned the original reason for implementing daylight saving — to save energy during World War I— no longer seemed to apply to the modern world.Chu said he also came across studies showing an increased risk of car accidents and heart attacks following the spring change when people lose an hour of sleep."It's a public safety measure," Chu said.
