SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) -- Facing an alarming increase of COVID-19 cases, Governor Gavin Newsom is requiring every county in California to close indoor operations.The roll back targets restaurants, wineries, movie theaters, family entertainment, zoos, museums, and cardrooms."We are moving back into a modification mode of our stay-at-home order," Newsom said.San Diego County and 29 other counties on the state's monitoring lists are being directed to close indoor operations at fitness centers, worship services, offices for non-critical sections, personal care services, hair salons and barber shops and malls.State officials confirmed 8,358 new COVID-19 cases on Sunday. Hospitalizations have increased 28% over the past two weeks.6,485 Californians were hospitalized with coronavirus, according to Newsom.Three Northern California counties reported diminished ICU capacity -- Placer, Butte, and Lake."This virus is not going away anytime soon," Newsom said. "I hope all of us recognize that if we were still connected to some notion that somehow when it gets warm it's going to go away or somehow it's going to take summer months or weekends off, this virus has done neither. You've seen parts of the country with very hot ... weather where you're seeing an increase in positivity rates, an increase in hospitalizations and ICUs. SAN DIEGO (KGTV) -- For students in the 3D printing club at Westview High in Poway whose goal was never to hit the 'print' button, they've come a long way."It feels really amazing to know the 3D printing club is helping those who are in need."Victor Ku is president for Westview High's 3D printing club that started up this past year.When the club started, their mission was purely educational. They wanted to create a curriculum and teach people the basics of 3D printing because they didn't have the money to actually print anything."It can be very expensive and super confusing at first which is why we believe all these limitations shouldn’t restrict one from getting the opportunity to learn its such an amazing tool."Then when March came around, Victor said "we were back to square one. We didn’t really know what to do and we realized we need to quickly pivot towards the communities needs and in this case it was face shields or personal protective equipment."That's when the team of young and aspiring engineers got to work and finally hit 'print'."We took a small break and waited for all the design and the actual professional engineers to perfect the design before we started mass producing these face shields," Victor said.They've donated about 400 face shields to five different organizations, and are some of the youngest people to make a difference."We’ve distributed them to hospitals, hair salons and post offices to name a few. That little bit could definitely help save any lives."With things easing up, Victor said they want to widen their distribution list. They're also accepting donations to help buy supplies to create more face shields. 1671
