SAN DIEGO (KGTV) — San Diego Police Officers are patrolling the College Area, cracking down on noise and health order violations as San Diego teeters on the edge of the red tier for coronavirus restrictions.Friday eight cease and desist orders were issued to College Area houses. The reason being the residence "intends to hold large gatherings on Oct. 30, 2020, - Nov. 1, 2020, in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."Saturday on Dorothy Drive near Dorothy Way it was easy to hear music, excited yelling, and chatter from multiple homes. A steady stream of young people came and left various houses.Normally, Jean Hoeger says it gets pretty wild, but when she went out Friday, "it was pretty quiet you didn't see the hoards of kids walking on the street which is kinda common in the College Area."Hoeger is a representative of the College Area Public Safety Committee."There were parties but they all seemed to be inside small groups, loud noise was not really present so nothing you could call into the police department for a noise disturbance," Hoeger said. She said she was proud the students seem to be abiding by the rules, saying, "If they're partying inside their houses with their little group of friends that's fabulous!"Hoeger said huge parties are the most "disconcerting to us any time of the year because it's just disruptive to the whole neighborhood, when they leave most of them are drunk and unfortunately a lot of sexual assaults happen."Any San Diego State students found violating the university's Stay Home order, which lasts through Monday, Nov. 2 at 6 a.m., could face disciplinary action, up to expulsion.Since Aug. 24, SDSU has issued nearly 970 violations, according to a statement from the university."They should be afraid of the consequences of their actions, whether related to COVID or in regards to the San Diego Municipal Code with regard to noise," Hoeger said.Violating the cease and desist orders could result in a misdemeanor offense and a ,000 fine. 2135

SAN DIEGO (KGTV) -- San Diego County was officially added to California's "monitoring list" as the number of coronavirus cases across the state increases, and Gov. Gavin Newsom said he expected local health officials to comply with specific orders that include the closure of indoor dining spaces.As of Monday afternoon, San Diego County joined five other counties on the monitoring list. The other counties added to the list: Colusa, Madera, Marin, Merced, and Monterey.Of the state’s 58 counties, 23 of them are on the state’s list.Ahead of the Fourth of July weekend, Newsom ordered counties that have been on the list for at least three days to shutter indoor operations at businesses such as restaurants, wineries, movie theaters, zoos, museums and cardrooms.In a tweet on his Twitter account, Newsom said:"CA is now asking Colusa, Madera, Marin, Merced, Monterey & San Diego to close indoor operations for:-Restaurants-Wineries-Movie theaters-Zoos, museums-CardroomsBars must close ALL operations."During his Monday news conference, Newsom said he was awaiting an order from local health officials in each of the newly-added counties to issue an order enacting the measures, which are expected to remain in effect for at least three weeks.Counties on the list were also ordered to close all of its bars, a move San Diego County had already taken ahead of the holiday weekend. Often times San Diego is the envy of the nation, especially during the holiday. The region's warmest Thanksgiving happened in 2017, hitting 87 degrees. Last year the holiday took a chilly turn, plunging down to 58 degrees — just 4 degrees shy of San Diego's coldest Thanksgiving in 1919. Last year, San Diego also picked up 0.04 inches of light rain. The wettest Thanksgiving in San Diego's history received 1.26 inches in 2008, but the expected winter system this week could challenge that record.Traveling this ThanksgivingThe expected wet weather is especially important to consider, as this holiday expects to see the highest Thanksgiving volume on record for California travelers. The holiday will also be the second-highest travel volume nationally since 2000, according to the Automobile Club of Southern California.AAA says about 7 million Americans will be traveling 50 miles or more this Thanksgiving. SAN DIEGO (KGTV) -- San Diego District Attorney Summer Stephan made a push Monday to remind residents that there are still resources for domestic violence victims during the stay-at-home order.Stephan did not have any data to show whether domestic violence cases have started to rise yet. However, she pointed to a case on Sunday where police say a husband killed his wife while their three children were home as an ominous example."The Chula Vista case is a tragic example. One loss of life is one too many for us," said Stephan.RELATED STORY: Chula Vista Police searching for homicide suspect on the runPolice have identified the victim as 35-year-old Natalia Uriarte. Her husband, Francisco Uriarte, fled the scene and remained at large as of Monday afternoon.The DA's office has set up a website that has a list of resources for those afraid of or suffering from domestic violence.Stephan said because of the COVID-19 pandemic, some of the women's shelters are offering hotel vouchers to reduce potential for the spread of coronavirus.Residents can also call the county's resource hotline at 2-1-1. SAN DIEGO (KGTV) — Restaurants up and down 5th Avenue in the Gaslamp District are gearing up for yet another three days of crowded on-street dining.This upcoming weekend will see 24 eateries offering service on the asphalt, up from the original eight that participating during the launch on June 18. But as they bask in the opportunity, restaurants on surrounding streets are asking - what about them?"It's a ghost town, especially at night," said Patrizia Bronchi, who owns Operacaffe on Fourth Avenue. "I'm really scared to have to close the restaurant because it's not possible to go on like this."Bronchi says revenue at Operacaffe is down more than 70 percent. She depends on crowds from the Balboa Theater across the street and visitors to hotels and conventions. All of that is nonexistent amid the Coronavirus outbreak.Bronchi says she is happy that 5th Avenue restaurants are seeing the increased business, but that the crowds are not spilling over onto 4th Avenue. Michael Trimble, who heads the Gaslamp Quarter Association, says the group cannot also close 4th and 6th Avenues due to traffic concerns.However, he said the association wants to help with new marketing, decorative lighting and parklets - such as replacing some parking spaces with permanent outdoor dining areas. "We really are trying to do what we can to support all of the merchants in the Gaslamp Quarter," he said. On Thursday to Saturday, 5th Avenue will be closed from L to F streets to allow on-street dining. During the second weekend of July, the number of participating restaurants will expand to 27. 1595
