SAN DIEGO (KGTV) -- There is road rash on his forehead and a smile on his face. "Just hangin' in there, man."Julio Vazquez is in a hospital bed at U.C.S.D. Medical Center in Hillcrest, his broken leg in a cast from above the knee to his toes. "The pain I have is in my right leg. Once I move it, it's a crazy pain, really bad. My right rib, one is broken and when I raise my voice, it hurts really bad."It was Sunday night about midnight in Ocean Beach. He had pulled over to assist a stranded couple on the shoulder of Sunset Cliffs Blvd. The Ocean Beach man was trying to help start their white Lexus when another car slammed into them. The impact peeled back the door of the Lexus and propelled Julio into the air, over his own car, and into the ditch.Paramedics were soon on-scene; as his wife and two young children watched.Vazquez was doing a good deed; and paying a price for it. "Stuff happens. Doesn't make me feel bad. It's just something I do when I see somebody needs help."Now he needs help; could be off work for several months and people are responding. A GoFundMe page was set up to help offset costs; asking ,000. "It feels great! Never thought so many people were gonna be helping me: people texting, social media, something surprising."As for the driver who took off, he said, "If I was in his position, I'd go to the police."Despite the pain and his uncertain future. "I don't have anger at nobody. There's a lot of types of people, gotta fight it and deal with it but no anger, never."Witnesses said the suspect car might be a green Subaru; likely to have front end damage. No arrests have been made. 1759

SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline. The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption. "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. The cuts were all messed up."RELATED: Study: Rents rising faster in affordable areasThe city reports the work being finished Feb. 1. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. The closet, however, was once a massive frame added on to the home (more photos above):

In a statement, Ryan said the Coastal Development Permit has become an arduous process - delaying projects a year and adding up to 0,000 in costs."It has no relation whatsoever to bulk or scale," Ryan said. "The bulk and scale of a house designed using the 50-percent exemption is governed by the same rules as a house designed without using it."Ryan said the back-to-back serial permitting simply allowed him more options, such as with windows and openings - under the same rules.RELATED: Man accused of squatting in multi-million dollar Coronado mansions"We are excited about the design of the home, and hopeful that it will be a contender for several architectural awards," he said.A representative for Councilmember Barbara Bry, whose district includes Bird Rock, said her staff recently contacted the mayor's office to address concerns over the 50-percent exemption. 3104

SAN DIEGO (KGTV) - The record-breaking heat and drought are forcing animals, including coyotes, out of their natural habitats and closer to humans.Krystal Ruiz lost her two dogs, Millie and Pepe, to coyotes last week.“It's sad; it's very sad. I'm just lost for words. I don't know,” said Ruiz. Her friends and neighbors aren’t surprised.RELATED: Escondido man attacked by coyote“They have said they've seen coyotes wandering around. I'm also on the nextdoor app, and they said they've seen coyotes or a friend has seen coyotes snatch a dog and kill it.”Early August is also pupping season when newly-weaned coyotes venture out on their own for food and water.“Just like us, they're trying to find reprieve from the heat. They're trying to find water sources and places to have a cool day,” said Carly Padilla of San Diego Humane Society.RELATED: Snake, coyote encounter in Arizona captured by viewerThe University of California Coyote Catcher website tracks sightings and attacks. Their figures for 2018 show coyote incidents are down compared to last year. In 2017, there were 142 coyote attacks. More than halfway through 2018, San Diego is on track to stay below that number, with 64 attacks.According to the website, there have been six reported pet deaths this year.“I believe we were getting one to two calls earlier this season. And since the summer hit, we're getting 5-7 calls a week,” Padilla said.RELATED: Dry spell could be contributed to coyote sightingsExperts remind pet owners to keep them inside or on a short leash. Another recommendation: don’t leave food or water outside your home. Pet owners should also stay alert in the morning and evening when coyotes are especially active. If you encounter a coyote, take action.“You get big, bad and loud. You want to scare the coyote. You want to make sure the coyote sees a human, they get fearful, and they want to keep their distance from us,” said Padilla. The Humane Society has more information on dealing with coyotes. 2003

SAN DIEGO (KGTV) – The San Diego Padres have acquired Mike Clevinger from the Cleveland Indians, who is considered by many baseball analysts as one of the top starting pitchers in the league.According to MLB Network’s Ken Rosenthal, the Padres acquired Clevinger, Greg Allen, and a player to be named later for a package that includes three major league players -- catcher Austin Hedges, pitcher Cal Quantrill and OF/1B Josh Naylor -- and minor league prospects pitcher Joey Cantillo, SS Gabriel Arias, IF Owen Miller.Clevinger, 29, is 1-1 on the season with a 3.18 earned run average.Allen, 27, is a switch-hitting outfielder who grew up in San Diego. He attended Hilltop High School in Chula Vista and went on to star at San Diego State University.Monday's trade, made about five hours before MLB's trade deadline, was the Padres' fifth deal in the past three days.Since Saturday, the Friars have brought in DH Mitch Moreland (trade with Boston Red Sox); closer Trevor Rosenthal (trade with Kansas City Royals); catcher Jason Castro (trade with LA Angels); catcher Austin Nola, pitchers Dan Altavilla and Austin Adams (trade with Seattle Mariners). 1158
