SAINT PAUL, Minn. – As college campuses around the country reopen, more than 200 student-run EMS programs are bracing for the inevitable surge in on-campus COVID-19 cases.“I don’t think it will fully hit me until we gear up and I am headed out to that first call,” said Hannah Gilbert.Gilbert is co-president of the student-run EMS program at Macalester College in Minnesota. The school is allowing some students to return to campus, mostly first-year international students, while the rest of the student body will start the semester with online classes. Later in the semester, Macalester may slowly transition more classes to in-person, depending on the containment of COVID-19.With the expectation of, at least, some student returning to campus, MAC-EMS is preparing for the possible surge in COVID-19 cases by, first, increasing service from two days a week to seven days a week this semester.“We need to put the work in so that we are prepared for every situation we can imagine, and we have to be ready to adapt to every situation we can’t imagine,” said Gilbert. The college is also stockpiling PPE gear for the student EMTs, while Gilbert is leading refresher courses in providing oxygen, opening airways, and even responding to a cardiac arrest situation, since those are the most troubling symptoms connected with COVID-19.“It is definitely something that is different because we don’t normally see a lot of respiratory situations, that is not the normal patient load,” said Macalester College Student EMT Kate Seeger.New COVID-19-related protocols have also been written into the student EMT handbook. The biggest change is, when possible, EMTs will now start a call with a virtual screening.“We are actually going to be zooming them, or facetiming or Skyping them from outside their room,” said Gilbert. The goal with virtual screenings is to determine their risk of exposure to COVID-19 and what PPE gear is needed to provide service safely. However, the hope is that all this training and preparations isn’t as necessary as some experts suggest.“We wish we could be on the frontlines of prevention, and we are definitely going to be out there trying to be good role models for our peers, but at the same time instinctively and intrinsically we are the ones who show up when there is an emergency,” said Gilbert. “A lot has to go wrong before you get to that emergency, so you can’t just rely on us.”Student EMTs at Macalester College, and at other colleges around the country, are relying on their classmates to adhere to social distancing guidelines and other safety protocols so they can now help on the frontlines without being overwhelmed. 2663

SAN DIEGO — A new round of federal stimulus appears to be on the way as San Diego again deals with a coronavirus shutdown order. As it stands, more than 100 thousand San Diegans remain unemployed, as businesses are forced to close or limit their services. The governor's office ordered restaurants to go to takeout only, salons to close and gyms to transition outside. Meanwhile, ICU capacity in Southern California is at 0 percent. The new proposal looks similar to the original, called the CARES Act, which passed in late March. There is, however, a key difference - the direct payments to Americans are cut in half. Unemployed San Diegans will get an additional 0 on their weekly payments starting the week of Dec. 26, lasting through March 14. The prior stimulus bill added 0 per check. Plus, San Diegans who earned up to ,000 in 2019 will get 0 in direct stimulus payments, down from the ,200 in the first bill. "I think it's got to be more," said Alan Gin, economist at the University of San Diego. "This is a really serious situation, businesses are going out of business, and they need a lot more help than what's being provided in this package."But others say they are ready for any help. David Heine, owner of Beumont's and Brockton Villa, recently laid off 42 workers and created a gofundme page to help them. He says the forgivable small business Paycheck Protection Program loans are vital and will seek a second round. "We get SDG&E invoices, we get water invoices, we have to pay our insurance, liability insurance, workers comp, that all continues, so the expenses are extraordinary," he said. Heine said the new loan would give him the confidence to close or transition to takeout only and still have the resources to reopen. 1768

SAN DIEGO (CNS) -- A 37-year-old man was fatally shot on the sidewalk near a parking garage in downtown San Diego's East Village neighborhood, police said Wednesday. The shooting was reported at around 10 p.m. Tuesday near the parking garage on G Street between 14th and 15th streets that serves the Albertsons grocery store, San Diego Police Lt. Andra Brown said.Officers responded and found a 37-year-old man lying on the sidewalk at the entrance of the parking garage with at least one apparent gunshot wound, Brown said. The victim, whose name was withheld pending family notification, was pronounced dead at the scene, she said."It is early in the investigation and little is known about the circumstances surrounding the man's death," Brown said.Witnesses reported seeing a man wearing a dark, hooded sweatshirt and a black hat run through the parking garage after the shooting, then turn westbound on Market Street, the lieutenant said. A detailed description of the man was not immediately available.Anyone with information about the deadly shooting was asked to call SDPD's homicide unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 1153

SAN DIEGO (AP) — A Navy SEAL committed murder during a deployment to Iraq and the proof is in his own words, his own photos and the testimony of his fellow troops, a military prosecutor told a jury Monday.Cmdr. Jeff Pietrzyk said in closing arguments of a court-martial that text messages by Special Operations Chief Edward Gallagher show he is guilty of fatally stabbing a wounded Islamic State prisoner on May 3, 2017.One message said: "I've got a cool story for you when I get back. I've got my knife skills on." Another text stated: "Good story behind this. Got him with my hunting knife."As he showed a photo of the dead prisoner with Gallagher holding up his head by the hair, the prosecutor said, "Those are his words."The prosecutor said one SEAL who changed his story and claimed to have killed the prisoner himself was lying to protect Gallagher."The government's evidence in this case is Chief Gallagher's words, Chief Gallagher's pictures, Chief Gallagher's SEALs," Pietrzyk said. The prosecutor said he wouldn't try to argue sympathy for the teenage prisoner, who had been wounded in an air strike."Before the air strike, he would have done anything in his power to kill an American," Pietrzyk said. But he said the prisoner was not a lawful target."We're not ISIS. When we capture someone and they're out of the fight, that's it. That's where the line is drawn," Pietrzyk said.Gallagher, 40, has pleaded not guilty to murder and allegations that he shot civilians and a violation involving posing with the corpse for photographs.Defense lawyer Tim Parlatore began his closing argument the same way he started the trial. "This is case is not about murder, it's about mutiny." Parlatore said. The attorney said there's no body, no forensics, and the SEALs who testified against Gallagher lied because they didn't like his demanding leadership.Parlatore also addressed the testimony of Special Operator Corey Scott, who said he saw Gallagher stab the prisoner in the neck but stunned the court when he said he was the one who ultimately killed the prisoner by plugging his breathing tube with his thumb as an act of mercy. The defense attorney contended that investigators never asked Scott about the cause of the death, which is why they were surprised by his testimony."They didn't even listen to their own witness," Parlatore said.A jury of five Marines and two sailors, one a SEAL, will weigh whether Gallagher, a 19-year veteran on his eighth deployment, went off the rails and fatally stabbed the war prisoner as a kind of trophy kill.During the trial, it was revealed that nearly all the platoon members readily posed for photos with the dead prisoner and watched as Gallagher read his reenlistment oath near the body in an impromptu ceremony.Nearly a dozen SEALs testified over two weeks. Most were granted immunity to protect them from being prosecuted for acts they described on the stand.Seven SEALs said Gallagher unexpectedly stabbed the prisoner, moments after he and the other medics treated the 17-year-old boy. Two, including Scott, testified they saw Gallagher plunge his knife into the prisoner's neck.An Iraqi general who handed the wounded prisoner to the SEALs testified that Gallagher did not stab the boy. And Marine Staff Sgt. Giorgio Kirylo said after the militant died that he moved the body to take a "cool guy trophy" photo with it and saw no stab wounds on his neck.Lt. Jacob Portier, the officer in charge, has been charged separately for overseeing the reenlistment ceremony and not reporting the alleged stabbing. 3561

SAN DIEGO (CNS) - A body was found today alongside Interstate 5 in Sherman Heights.A 911 caller reported the discovery next to the northbound lanes of the freeway near Island Avenue about 11:45 a.m. according to the San Diego Police Department.
