VISTA (CNS) - A male recently reported missing from Oceanside was hospitalized this morning after he was struck by an SUV in Vista. The collision was reported just before 3 a.m. at 2405 N. Santa Fe Ave., said San Diego County sheriff's Sgt. Kevin Johnston. The pedestrian was struck by a red Dodge Dakota that was southbound on Santa Fe Avenue. ``The driver of the Dodge Dakota looked down briefly and when he looked back up a pedestrian was standing in the middle of the roadway in front of him,'' Johnston said. ``The driver of the Dodge Dakota attempted to swerve but collided with the pedestrian.''Oceanside firefighters provided first aid to the pedestrian who suffered an apparent broken leg and was unconscious with what appeared to be severe head trauma, the sergeant said.He was taken to Palomar Medical Center for treatment, Johnston said. The SUV driver remained at the scene and speed or alcohol do not appear to be factors in the crash, he said. 964

WASHINGTON (AP) — Congress is returning to Washington for one last attempt at deal-making this year. The only absolute must-do is preventing a government shutdown when a temporary spending bill expires on Dec. 11. Lawmakers are also debating whether to deliver another round of coronavirus relief before President Donald Trump leaves office.A virus bill would provide funding for vaccines and testing, for reopening schools and for helping small businesses. However, the parties remain divided on the details and the cost. The Associated Press found that some of the prominent obstacles appear to be House Speaker Nancy Pelosi’s demand for state and local government aid, as well as Senate Majority Leader Mitch McConnell’s demand for a liability shield for businesses reopening during the COVID-19 pandemic.Failure to pass a measure would push virus aid to the top of President-elect Joe Biden’s legislative agenda. 922

Visitors to the Bahamas will no longer have to quarantine for 14 days after the island updated its coronavirus rules over the weekend. On Sunday, the island stated in a press release that anyone who visits must test negative for COVID-19 five days before arriving on the island, apply for a health travel visa, complete a daily questionnaire, and take a rapid antigen test the fifth day of your stay. The antigen test is not required if you are leaving on the fifth day.And you're required to wear a mask and social distance in public places.Beginning Nov. 14, visitors must opt into COVID-19 health insurance when applying for the health travel visas."The cost of the required COVID Health Insurance is included in the Bahamas Health Visa and paid in advance of travel," island officials stated on its FAQ.The island said anyone who presents a test older than five days would not be allowed entry.Prior to the rules change on Sunday, visitors had to quarantine for 14 days upon their arrival as part of its vacation-in-place. 1032

Voters in Mississippi voted to approve a new state flag design.Lawmakers took action this summer to retire the former Mississippi state flag, which contained the Confederate battle emblem. The rebel symbol is widely seen as racist. In the last two months, the process to design and vote on a new flag has moved fast. There was a call to artists to help design a new flag. By law, the new flag must include the phrase, “In God We Trust,” and could not include any depictions of the Confederate battle flag. The designs were narrowed to five based on a public online vote and feedback. Then a commission narrowed it down to a final option. That option, including a magnolia, the state flower, and red, blue and yellow bands, was on the ballot for voters to approve. 766

WASHINGTON (AP) — A military whistleblower says federal officials sought some unusual crowd control devices — including one that’s been called a “heat ray” — to deal with protesters outside the White House on the June day that law enforcement forcibly cleared Lafayette Square. National Guard Maj. Adam DeMarco says the Defense Department’s lead military police officer for the National Capital Region sent an email asking if the D.C. National Guard possessed a long-range acoustic device — used to transmit loud noises — or an “Active Denial System," the so-called heat ray. DeMarco said he responded that the Guard was not in possession of either device. National Public Radio and The Washington Post first reported DeMarco’s testimony. 746
