SAN DIEGO (KGTV) - Hundreds attended a Juneteenth event in Balboa Park Friday.The event, 'Artists 4 Black Lives,' involved local artists commemorating Juneteenth through songs and performances."It was a way to celebrate Juneteenth, mourn our fallen black brothers and sisters, and amplify our black artists' voices," The event director, Eboni Muse, said.The holiday commemorates the day in 1865 when slaves in Texas learned they were free, two and a half years after the Emancipation Proclamation was issued."As black people, it is our Independence Day. We were not freed July 4," Muse said. "I personally think it's something we need to celebrate all the time."This year's Juneteenth celebration takes place at a time when the country is engaged in a national conversation about racial injustice and police reform. SAN DIEGO (KGTV) — Evacuees at MCAS Miramar have circulated a petition at the base after a coronavirus patient was mistakenly reintroduced to those under quarantine.The petition, which begins by thanking the Centers for Disease Control and Prevention, suggests several actions be taken at Miramar to mitigate the potential spread of the virus.Samples from three patients brought to UC San Diego Medical Center were not labeled consistently with CDC regulations, leading to results being returned as negative, when in reality, the samples were not tested.RELATED: Mislabeled sample led to release of COVID-19 patientOne of those patients ended up testing positive for coronavirus. She was placed under self-isolation at the base before being brought back to the hospital.The petition:Following the confusion, a petition — written in both English and Chinese by an unknown author — suggested several precautions be taken in the future:"Everyone in the facility be tested;Preventing the gathering of large numbers of people into small, enclosed environments. The alternatives we suggest are the following:In room temperature taking in the morning;Meals delivered to the door;Townhalls through conference calls;Periodic delivery of personal protective gear to each room including masks and sanitizing alcohol for in room disinfection;Provision of hand sanitizer at the front desk and in the playground; andDisinfection of public areas 2-3 times/day including playground, laundry room, door knobs, etc."The petition adds that, "CDC’s current working assumption is the virus won’t spread until symptoms develop. SAN DIEGO (KGTV) - Gusty Santa Ana winds and dry conditions prompted the National Weather Service to declare a Red Flag Warning for parts of San Diego County.A Fire Weather Watch was initially set to take effect Thursday, but NWS officials -- citing Santa Ana winds and low humidity -- updated the declaration into a Red Flag Warning.The warning is scheduled to take effect Thursday at 10 a.m. and will expire at 10 p.m. Friday. As a result, Cal Fire is increasing staffing this week. LATEST WEATHER FORECASTNWS officials said, “Santa Ana winds will develop Thursday with peak winds arriving Thursday night into Friday morning before gradually decreasing Friday afternoon and evening. A very dry air mass will spread into southern California on Thursday with lowest daytime humidity on Friday around 5 percent.”According to NWS officials, the Red Flag Warning will impact the San Diego region’s mountain and inland valleys.“Any fires that develop will likely spread rapidly with extreme fire behavior possible. SAN DIEGO (KGTV) -- Getting an education these days seems to be getting more and more expensive. But The San Diego Foundation has millions in scholarship money to award to local students pursuing a variety of secondary education options. Students like Jawid Habib, who received money through several years of college and law school. As the son of Afghan immigrants, Habib says his accomplishments meant a great deal, "I'll never forget the moment that I got my college acceptance letter at UCSD and I handed it to my mom and I'll never forget the tears in her eyes and I'll never forget the tears in my father's eyes when they saw that acceptance letter."As happy as that moment was, the reality of paying for school was still a challenge, until he found the Foundation. "It gave me peace of mind, that's one of the biggest things it gave me peace of mind because I was more focused on success rather than focused on how to afford my education," Habib said.Danielle Valenciano is the director of community scholarships at the foundation and tells 10News that last year the non-profit gave out more than .6 million to nearly 900 students. "If we're able to help offset hunger or homelessness or their books or a bus pass so they can get to school every day, we're doing our job as a community to help these students succeed," Valenciano said. The application process for next year is already underway, and there's money for all kinds of education, including community college, career and technical schools and teaching credential programs. Valenciano also says some of their donors are looking for so-called diamonds in the rough, "Students who may not have the best high school grades but there's something there and they have aspirations and they have a goal, these donors want to help these students."And hopefully give them an opportunity to achieve their goals, like Habib who is now a practicing attorney. 1921
