SAN DIEGO (CNS) - San Diego-area elected officials mourned the death of Supreme Court Justice Ruth Bader Ginsburg, with county Supervisor Nathan Fletcher calling her death, ``a heartbreaking loss for our country.''``Justice Ruth Bader Ginsberg had a brilliant mind, compassionate heart and deep appreciation for our constitution and what American values should represent,'' Fletcher said Friday. ``I had the great honor to have lunch with her a few years back and was blown away by her intellect and playful spirit.``As a professor at UCSD, her dissent in Shelby v. Holder is a masterpiece in constitutional law. There will never be another RBG.''The court ruled in the case that the provision of the Voting Rights Act of 1965 containing the coverage formula determining which jurisdictions are subject to preclearance based on their histories of discrimination in voting was unconstitutional.In her dissent, Ginsburg wrote, ``throwing out preclearance when it has worked and is continuing to work to stop discriminatory changes is like throwing away your umbrella in a rainstorm because you are not getting wet."Fletcher's wife, Assemblywoman Lorena Gonzalez, D-San Diego, tweeted, ``My heart aches. We will truly miss the clear vision and leadership of Ruth Bader Ginsburg. Rest in Power!''Senate President pro Tempore Toni G. Atkins, D-San Diego, said ``We have lost a major force of our time. Godspeed Notorious RBG.''San Diego City Council President Georgette Gomez called Ginsburg ``a trailblazing advocate for women and a voice of integrity, justice, and equality on the Supreme Court.''``Her life has inspired generations to always pursue justice for all,'' Gomez said. ``In her memory, we must keep fighting to make equality a reality in America.''Ginsburg was the second woman appointed to the Supreme Court, nominated by President Bill Clinton in 1993.The Columbia Law School graduate taught at Rutgers and Columbia and was a fierce courtroom advocate of women's rights, making her an iconic figure to feminists and earned her the nickname ``Notorious RBG.''While heading the Women's Rights Project of the American Civil Liberties Union in the 1970s, she brought a series of cases before the court that helped establish constitutional protections against sex discrimination.Ginsburg died at her home in Washington of complications from metastatic pancreatic cancer, the court announced. SAN DIEGO (CNS) - The proposed .8 billion budget that San Diego Mayor Kevin Faulconer unveiled today includes the most infrastructure spending in city history, and prioritizes public safety, street repair and recreation centers, as well as initiatives to fight homelessness and illegal dumping.The spending blueprint also closes a million deficit without significant cuts to major programs, according to the mayor."We're continuing to put neighborhoods first by maintaining the key services we've restored in recent years," Faulconer said. "This balancedbudget will keep our foot on the pedal when it comes to fixing more roads, helping people into stable housing, keeping libraries and rec centers open for children, creating more housing affordability for working families and putting more police officers on the street to protect our communities."The budget proposal includes the largest recruitment and retention package in San Diego Police Department history, the equivalent of 390 miles of street repair and the highest level of library and rec center operating hours in a decade, according to the mayor's office.It also reserves 3 million for initiatives related to the Climate Action Plan, including 1 million to advance the Pure Water San Diego water recycling program. The proposed capital improvement budget of 3 million, including million for street repairs, would represent a large boost over last year's total of 5 million, and triple the amount of infrastructure spending during fiscal year 2014.More than .3 million in proposed SDPD pay hikes would presumably help fill vacant positions within the department, and 6,000 would be earmarked for SDPD's new Neighborhood Policing Division, intended to reduce chronic "quality of life" crimes often related to homelessness.The Vision Zero program, created to improve biker and pedestrian safety, would receive million to improve sidewalk, signal and crosswalk infrastructure. Nearly million would go toward homeless services, including three large tent shelters, a year-round Father Joe's interim housing program and the new Housing Navigation Center.City officials expect only modest revenue increases of 3, 5.3 and 5.5percent from sales, hotel and property taxes, respectively, during fiscal year 2019. Faulconer proposes balancing the budget with .1 million in cuts across various departments, .3 million in projected surplus from the current fiscal year budget and .6 million in excess funds from select reserve accounts.City Councilwoman Barbara Bry, chair of the council's Budget and Government Efficiency Committee, lauded the proposed spending plan."The mayor is proposing zero impacts to core services and fiscal year2019 looks strong," she said. "Today is the beginning of the budget process and as budget committee chair, I am excited to encourage San Diegans to actively participate in this process."Faulconer will present the proposed budget to the council at 2 p.m.Monday, and the council will hold a series of all-day public hearings in May before adopting a final budget in June. 3112

  

SAN DIEGO (CNS) - San Diego County Vector Control officials reminded residents today to protect themselves against wild rodents after three deer mice were found carrying the potentially deadly hantavirus.Vector Control officials collected the mice in Boulevard during a regular monitoring exercise. Hantavirus occurrences in wild rodents are not uncommon in undeveloped areas of the county, but residents can avoid potentially infected rodents by keeping them out of areas like sheds, garages and homes.Vector Control officials also found five hantavirus-carrying mice in Bonsall, 4S Ranch and Potrero in January.There is no cure or vaccine for hantavirus. According to the Centers for Disease Control and Prevention, symptoms of infection can include fever, aches in the large muscle groups, dizziness, digestive issues and abdominal pain. Hantavirus infection is generally unlikely, though, because rodents tend to avoid humans and developed spaces.Residents are advised to use ``wet cleaning'' methods like a bleach solution spray or a sponge and a mop if they find rodent droppings or nests.Sweeping or vacuuming nests and droppings can send the virus into the air, raising the chance of infection. Vector Control officials also advise residents to double-bag and seal rodent debris before throwing it away.Residents can avoid hantavirus exposure by sealing holes that are larger than a dime in homes and adjacent spaces and quickly eliminating rodent debris and infestations. SAN DIEGO (CNS) - Testimony wrapped up Wednesday in the murder trial of two men accused in the stabbing death of a Chula Vista music producer whose body was found in a drum floating in San Diego Bay.Timothy John Cook, 54, is charged with the Sept. 30, 2017, murder of his housemate Omar Medina, 28. Co-defendant Derrick Spurgeon, 40, is charged with being an accessory for allegedly driving the boat used to dump the victim's body, which was found 12 days later inside the 55-gallon barrel, which had been weighed down by a makeshift anchor made of wire and cinderblocks.Medical examiners said Medina had been stabbed more than 60 times in the chest, back, neck and head.RELATED: Man whose body was found in a barrel had been stabbed 66 timesAttorneys will make closing arguments Monday morning at the downtown San Diego courthouse.Deputy District Attorney Cherie Somerville told jurors that Medina and Cook both worked at a scaffolding business for Cook's younger brother and were living together at a home in Chula Vista.In a text exchange with his brother, Cook expressed annoyance with Medina over his drinking and sloppy household behavior, leading Cook to eventually kick him out of the house, according to the prosecutor.RELATED: Opening statements made in murder trial involving body found in barrelSommerville also noted in her opening statement that Medina had recently come into a substantial amount of money via an ,000 settlement he received in a lawsuit.Medina's family never heard from him after Sept. 30, and filed a missing person's report soon afterward with Chula Vista police. Medina's unlocked car was found about a week later on Oaklawn Avenue, not far from the home he shared with Cook on McIntosh Street. Numerous belongings, including his computer and guitar were inside the vehicle.During that time period, Cook had told his brother that he was out of town in the Northern California city of Oroville, but Somerville said evidence indicates the defendant never left San Diego County.RELATED: Family of man found in barrel works to find closure, thanks Chula Vista PD for their effortsDefense attorney Kara Oien countered in her opening statement that there was no hard physical evidence tying Cook to Medina's death, and told jurors the district attorney was relying on circumstantial evidence to come to a false conclusion that her client killed Medina.The attorney said the prosecution lacked a murder weapon and witnesses to the murder, which allegedly occurred during the daytime hours of Sept. 30 at the Chula Vista home.Oien said Cook's agitation over Medina's sloppiness was far from indicative of a motive to kill and that Cook would have tried to get closer to Medina if he really wanted his settlement money, rather than kicking him out of their house.RELATED: Bodycam video shows officer confront accused killer of man found in barrelAccording to the prosecution, Cook enlisted Spurgeon's assistance on Oct. 11 to haul the barrel and dispose of it.Surveillance footage allegedly captured the men in a green Ford F-150 owned by Cook's half-brother, which is seen towing Spurgeon's boat from El Cajon to the bay. Somerville alleged that a barrel matching the one containing Medina's body can be seen in the bed of the pickup in the footage.She also said a search of the McIntosh Street home yielded additional indications that Cook was covering up the murder, such as removal of his home's kitchen sink and stripping down Medina's room, which was located in an attached building on the property.Oien said Cook was merely fixing up the home, and that he had an agreement with his landlord to make occasional repairs in exchange for lower rent.Spurgeon's attorney, Roland Haddad, said there was no evidence that his client had any knowledge that he was assisting Cook in disposing a body, if Cook even committed the murder at all. The men exchanged phone calls on Oct. 11, but Haddad said there was no evidence regarding what discussions they had over the phone, nor what was said on the alleged boat ride when Medina's body was dumped into the water. 4095
