SAN DIEGO (KGTV) -- Home sales in San Diego are starting to see a dramatic decrease, according to a new report by CoreLogic.Year-to-year, home sales fell nearly 18 percent from September of 2017 to September of 2018. From August to September of this year, home sales fell nearly 22 percent. Since 1988, the average change in sales between August and September is only 9.8 percent.“The nearly 18 percent year-over-year drop in Southern California home sales this September was the largest for any month in almost eight years,” said Andrew LePage, a CoreLogic analyst.Also in September, sales of newly-built homes in Southern California were 46.6 percent below the September average since 1988.The drop in home sales is due to higher prices and rising mortgage rates, according to CoreLogic. Those factors are pricing out some would-be buyers and prompting others to wait and see what happens with the housing market.The median home price in San Diego County in September of 2018 was 5,000, up nearly eight percent from the same time last year, however, the median price fell by 1.4 percent from August to September of 2018.“Price growth is moderating amid slower sales and more listings in many markets,” LePage said. “This is welcome news for potential homebuyers, but many still face a daunting hurdle – the monthly mortgage payment, which has been pushed up sharply by rising mortgage rates.” 1405

SAN DIEGO (KGTV) — Empty school busses belonging to the San Diego Unified School District are being driven around even though most students continue virtual learning.While this happens, San Diego Unified sits in Phase One of its reopening plan — meaning many students are still at home. Erin Coller's 5-year-old is in the school district. Right now he's learning from home but Coller says she seen busses in the neighborhood."Every time I see one of those busses I just think who is riding them - where could they possibly be going," says Coller. "It stopped at our house around the time that it used to come to our house and I was loading the kids in the car and I was like are you and angel can you just take them and drive them around please, what are you doing and he was just driving the route."At the end of October, Team 10 followed school busses on several days to see where they're going and what they're doing. After leaving the bus yard in Kearny Mesa, one bus headed north to the Scripps Ranch area. The bus made several stops like it was following a planned route, but no students ever got on or off. About 90 minutes and 31 miles later, the bus was back at the yard.Another bus left the yard later that same afternoon and headed to a school in the Poway area. It picked up one student and then headed south to drop them off.The next week, another bus bus went from the yard to Interstate 805 south. It continued on to State Route 54 east to then over to SR-125 north. The bus then completed the circle on SR-52 west. About 40 miles and 53 minutes later, the bus was back in the yard. It never stopped.Standing outside the school lot, bus movement is constant. SDUSD says for good reason."Just starting them up and running them in the parking lot for 10 minutes is not sufficient. They need to put on several miles to make sure that that transmission is maintained that fluids are at the right levels that seals and gaskets are all working also to make sure that our batteries are all charged," says Marceline Marques, SDUSD's operations support officer.Marques oversees the district's transportation."During a regular school year, you would see busses operating empty. I think it just stands out right now because most of our students are participating in online learning," Marques said.Part of that time on the road is driver proficiency. Right now, along with honing their skills, drivers are doing everything from delivering textbooks, to educational supplies, and computers to students' homes.They are evaluating stops for safety and space with social distancing requirements and evaluating school drop-off areas for physical distancing needs and adjustments among other things. The list of driver responsibilities goes on."If it's diesel it needs to be run or it can have problems but as far as delivering supplies I'm shocked to hear that they are doing that because we have multiple students at our school who can not come pick up supplies," one parent told Team 10.The district says it pays .83 per gallon for renewable diesel. Busses average about seven miles per gallon. So that first 30-mile trip we watched cost a little less than in gas. The bus that didn't stop, about .50 for that trip."I think that the practice of running our buses far outweighs the cost of the fuel or the concern that folks have when they see it running without a passenger," Marques said.Right now, about 150 busses are transporting students. Others are being used to help in other ways and some like we saw are rotating through that maintenance schedule. The district says overall, it needs to be ready for the next phases in reopening. 3654

When we think of heroes during this coronavirus pandemic, we immediately think of medical staff, grocery workers, and delivery people. But remember to thank those who continue to provide water. "The plant cannot run without these operators," Jessica Jones, communications director at the desalination plant said. They have been living at the Carlsbad Desalination Plant since last Thursday. For 21 days, they will be on 12-hour shifts and sleeping in their RV's parked inside the facility."Being completely locked down is the only way we can ensure that these operators remain healthy," Jones said.Having no human contact with the outside world, these quarantined employees will get food delivered to them at the gate. Cold vs. flu vs. coronavirus symptomsAnd if they get sick, San Diego County will be short 50 million gallons of clean seawater-turned-drinking water per day, about 10 percent of the county's entire water supply.The other 90 percent comes from snowpack or rainfall. It goes through the San Diego County Water Authority for a deep clean. "All treatment plants have multiple processes that will either kill or inactivate bacteria, viruses, and other contaminants in the water," Jim Fisher, director of operations and maintenance at the San Diego County Water Authority, said. RELATED: San Diego COVID-19 trackerWhether it is the plant's reverse osmosis, or the Water Authority's sedimentation, filtration, and disinfecting, their natural processes kills any viruses, including the coronavirus. So experts say there is no need for buying water bottles in bulk. "You can have confidence that the water is safe," Fisher said. "The water is continually being treated, and it's monitored 24 hours a day. The COVID-19 is not anything unusual from a water treatment perspective."The plant will soon start a campaign for local students to write letters to the quarantined workers at the Carlsbad Desalination Plant. SAN DIEGO (KGTV) - Detainees inside the Otay Mesa Detention Center can reportedly no longer make phone calls to certain immigrants' rights activists. “Quite frankly, I'm outraged that a U.S. federal agency (ICE) would cut off communication,” said Alex Mensing with Pueblo Sin Fronteras. Mensing told ABC10 News on Tuesday that his number was blocked along with numbers to another immigrants’ rights activist group, Otay Mesa Detention Resistance.“Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people,” he added.The Otay Mesa Detention Center has come under fire in recent months for allegations of poor health conditions and abuses inside, as hundreds of people being housed there were testing positive for COVID-19.In May, Salvadoran Carlos Escobar-Mejia became the first detainee in U.S. custody to die after testing positive for the virus. His funeral was held last week.ICE contractor CoreCivic operates the facility.When asked Tuesday about blocking calls, CoreCivic replied, “We took this action at the direction of our government partner. We encourage you to reach out to Immigration and Customs Enforcement (ICE) for more information on their rationale for this decision.”On Tuesday, a spokesperson for ICE sent ABC10 News the following statement:“Due to safety concerns for all detainees in custody, ICE has temporarily blocked detainee calls at Otay Mesa Detention Center to a specific San Diego area phone number after detainee calls to this number resulted in detainees exhibiting highly disruptive behavior, threatening the health and security of other detainees and employees at the facility. ICE takes very seriously the safety and well-being of those in our care and will take all necessary steps in order to ensure the continued safety of both detainees and staff. Someone taking up the slow lane on one of the scooters.California vehicle codes prohibit electric scooters on any road with a speed limit of more than 25 miles per hour.CHP officer Jim Bettencourt says he’s even seen them on the Coronado Bridge. A sign clearly states that pedestrians, bicycles and motor-driven cycles prohibited.As drivers go onto the bridge, not even an inch of space exists on the shoulder. In fact, the City of Coronado banned the dockless bikes and scooters in march.If left parked, they’ll be impounded.
