BEIJING, July 14 (Xinhua) -- Rainstorms and floods sweeping through south China have left at least 118 people dead and 47 missing since July 1, said a statement on the Civil Affairs Ministry website Wednesday.By 4 p.m. Wednesday, more than 32.3 million people in 10 southern provinces and Chongqing Municipality had been affected by continuous rainstorms and floods, the ministry said.About 101,000 houses were destroyed and close to 1.1 million people had been relocated, it said.Direct economic losses were estimated at 22.2 billion yuan (about 3.3 billion U.S. dollars).In Anhui Province alone, at least four people had been confirmed dead since July 8, whereas direct economic losses amounted to 2.3 billion yuan.The ministry had allocated 3,000 tents, 3,000 folding beds, and 20,000 quilts to Anhui.In Hubei Province, rain-triggered floods and disasters have left 28 people dead and two others missing since July 3, the provincial civil affairs administration said Wednesday.Rains and floods have disrupted lives of 9.24 million people, forcing more than 256,700 people to be relocated. BEIJING, Aug. 17 (Xinhua) -- China's Supreme People's Court (SPC) has urged more efforts to clear the backlog of cases as a campaign to complete long-delayed verdicts had seen positive results.Various local departments were urged to be "fully aware" of the importance of the speedy execution of court orders and tackling the backlog of cases, said a statement released Tuesday after a meeting on backlogged cases.The meeting was jointly held by the Political and Legal Affairs Commission of the Communist Party of China (CPC) Central Committee and the SPC.Statistics cited in the statement show that since a campaign on clearing backlogged cases started in November 2008, long-delayed verdicts for more than 333,000 property cases had been completed.In addition, more than 3 million cases not involving properties had also been cleared.The two organizations urged police, banks, financial administrative departments, tax departments and other units that might be involved in case execution to fully support and coordinate the enforcement of court orders.The statement also called for harsher punishments and restrictions in real estate, credit rating and other fields for defendants who refused to follow court orders."The campaign is in accordance with the people's interests... and will have positive effects on promoting social harmony and stability," said Wang Lequan, deputy secretary of the Political and Legal Affairs Commission, at the meeting.

BEIJING, Aug. 15 (Xinhua) -- Thousands of people gathered at the Tian'anmen Square in central Beijing early Sunday morning to watch a national flag hoisted to full height and then lowered to half-mast, mourning victims of a massive mudslide in northwest China's Zhouqu County one week ago.A flag at half-mast is also seen at Xinhuamen, the main entrance of Zhongnanhai, the headquarters of the Communist Party of China and the central government, as part of the one-day national mourning.The State Council announced Saturday that Chinese flags across the country and at overseas embassies and consulates would be lowered to half-mast Sunday to mourn the victims of the devastating mudslide.Public entertainment will be suspended Sunday in a show of mourning, said the announcement by the State Council, China's cabinet.The mudslide hit Zhouqu County, Gannan Tibetan Autonomous Prefecture in southern Gansu Province, on Aug. 8, leaving 1,239 people dead and 505 missing.Soon after Sunday midnight, front pages of Chinese websites turned to black and white, in a show of mourning.Public recreational activities, such as movies, karaoke, and on-line entertainment including games and music are set to be suspended Sunday, according to an urgent circular issued by the Ministry of Culture.Mourning ceremonies will also be held Sunday in Zhouqu County and Lanzhou, capital city of Gansu. BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.
