SAN DIEGO (KGTV) - On Friday, San Diego Police responded to an urgent request to reform the department's de-escalation policy.A board appointed by the mayor has now voted on a request to add more explicit language to the policy on tactics and techniques for how officers are allowed to de-escalate in the field.“The time is now and we really need this for the City of San Diego,” said Attorney Maresa Talbert, Co-Chair for San Diegans for Justice and a member of the Coalition for Police Accountability and Transparency. 10News spoke to her on Friday after Thursday night's emergency virtual meeting of the Community Review Board on Police Practices.“We really need holistic policies in place that will both keep not only our residents safe but also law enforcement safe,” she added.Below is a statement from Sharmaine Moseley, Executive Director of the Community Review Board on Police Practices:"The Community Review Board on Police Practices (CRB) held a special meeting to discuss a recommendation they previously made for SDPD to adopt a de-escalation policy that models Baltimore PD’s de-escalation policy. At that meeting, the CRB discussed and unanimously agreed to add more explicit language to a policy that would require officers to use de-escalation techniques and tactics without the use of force when safe under the totality of the circumstances to do so. The CRB also listed factors for the officers to consider when a person is not complying and techniques and tactics officers can use for de-escalating situations. A revised letter with the CRB’s recommendations will be forwarded to Chief Nisleit early next week. At last night’s meeting, the CRB also discussed the many local protests and SDPD’s response to the protests. By a unanimous vote of 16-0, the CRB agreed to forward this item to its Policy Committee for the Committee to look at best practices for a policy recommendation to Chief Nisleit. The Policy Committee is planning to meet on Thursday, June 11 on MS Teams. This meeting will be open to the public on the City of San Diego’s YouTube channel and an agenda will be posted prior to the meeting."An SDPD spokesperson told 10News on Friday that the department wants to be clear that it does have a de-escalation policy incorporated into its use-of-force policy but the department is open to receiving any new recommendations from the board. 2381

SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) -- More businesses in San Diego County can reopen starting Friday as part of California’s phased reopening process.Under specific state and county health guidelines, the following businesses can open as of June 12:GymsHotelsBars and wineriesZoos/museumsDay campsCommunity swimming poolsMovie theaters/family entertainment centers (bowling alleys, batting cages, etc.)According to county officials, businesses will be required to complete a "Safe Reopening Plan" and share it with their employees and display it where customers and patrons can see it.Businesses will be expected to follow general public health guidelines, including the requirement of face coverings, increased sanitization/cleanings, and protocols for social distancing.GymsWhen it comes to gyms and fitness facilities, the state recommends employees and patrons undergo temperature checks upon arrival. All guests and workers will be required to wear face coverings.A limited number of people will be allowed inside facilities, machines will be staggered to keep guests physically distanced, and all equipment will also be frequently sanitized.Bars/wineriesAt bars and wineries, face coverings are required, and customers will be seated six feet away from one another or have a plexiglass divider between them. SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. This was the 12th year since San Diego Association of Governments began convening this collaborative event. 2055

  

SAN DIEGO (KGTV) -- President Donald Trump will be in San Diego Wednesday for a fundraiser. The details are sparse, but according to ABC News, the President will attend a “joint fundraising committee luncheon” on September 18 at an unknown location. The event follows several other fundraisers Trump is slated to attend this week, including several in Palo Alto, Beverly Hills and Los Angeles. RELATED: Vice President Mike Pence visits two San Diego Navy basesThe event comes several months after Vice President Mike Pence visited San Diego for a fundraiser in July.
