SAN DIEGO (KGTV) People across California will soon be able to use an app to notify or find out if they have been exposed to COVID-19.The CA Notify system was launched on the campus of UC San Diego in September. Monday, Governor Gavin Newsom announced the tool would be available on Google and Apple devices statewide beginning on December 10th.Dr. Christopher Longhurst, Chief Information Officer for UC San Diego Health, says the tool helps stop the spread of the virus on campus."While San Diego case rates have surged from 3 to 6 percent, our campus has fortunately remained a safer place with our students and employees testing positive at less than 1 percent," said Dr. Longhurst.Philip Tajanko is a freshman at UCSD. He signed up for the app shortly after arriving on campus in September."I figured that I might as well download the app just in case," said Tajanko.Tajanko tested positive for the virus in October."Outside of the people I directly informed by giving them a phone call or text, it did give me some peace of mind knowing that I could just send out this blanket alert that would notify anyone that I had been in contact with but don't have their phone number," said Tajanko.The system uses smartphone technology when a users' phone is within close proximity to another user for an extended period."You're not going to get an exposure unless your phone is within 6 feet of someone else's device for greater than 15 minutes cumulatively," said Dr. Longhurst.The governor stressed the app is opt-in, 100% private, secure, and does not track location.It has been effective. But some experts say this may not have a significant effect in San Diego County.It all began with the 1968 Fair Housing Act (FHA), a law that came out of the Civil Rights Era, abolishing lending discrimination and redlining neighborhoods according to race and other factors."A lot of communities here in San Diego, you can look at your deeds, and if you look in a pre-war neighborhood here, you are very likely to see that in the past, there was covenant against selling to a person of color," Stephen Russell, Executive Director of the San Diego Housing Federation, said. "That history is not that old."Then came the Obama-Era Affirmatively Furthering Fair Housing (AFFH Rule). This was a supplement to the FHA that required local governments receiving federal funds to create plans to fight continued housing discrimination.But on Wednesday, President Trump tweeted:"I am happy to inform all of the people living their Suburban Lifestyle Dream that you will no longer be bothered or financially hurt by having low income housing built in your neighborhood ... SAN DIEGO, California — Dozens of voters were left off the roster at a San Diego County polling place on Election Day, leading to frustration and delays.The problem was reported Tuesday morning at Pacific Trails Middle School at 5975 Village Center Loop Road in Carmel Valley.Poll workers received an incomplete roster which omitted 46 names, Registrar of Voters Michael Vu confirmed. The list was missing two and a half pages.Voters waited for voting officials to reprint another roster and deliver it to the polling place.Officials tried to ease the long line by calling the Registrar of Voters and getting approval for each person over the phone, a voter told KGTV television station.Voters also had the option of voting provisionally, but many of them declined, telling KGTV they wanted their votes to count. Provisional voting requires extra processing time to verify residences and identities.The San Diego Superior Court announced Monday it would have a judicial officer on hand to deal with any possible election-related issues, including registration, denial of registration of voters, certification or denial of certification of candidates or the certification or denial of certification of ballot measures.Voters were encouraged to contact the Registrar of Voters at 858-565-5800 with any concerns. 1337
