OAKLAND, Calif. (AP) — A Northern California prosecutor says she's reopening an investigation into the killing of a 22-year-old Black man at a train station by a transit officer 11 years ago. Oscar Grant was shot and killed by a Bay Area Rapid Transit officer on New Year's Day in 2009. The officer was charged with murder, found guilty of a lesser charge, and served 11 months in jail. Grant's family wants charges to be filed against another officer who pinned Grant down with a knee to his neck in a manner similar to that used in the death of George Floyd in Minneapolis. OCEANSIDE, Calif. (KGTV) - After years of planning, the City of Oceanside is now weeks away from breaking ground on a project that will create a new source of drinking water. Called Pure Water Oceanside, recycled water with go through a rigorous purification system, ultimately supplying 32 percent of the city's water supply needs. "It's more sustainable and will help us stabilize rates moving forward," said Sarah Davis, a Senior Environmental Specialist with the City of Oceanside.Right now, the city is offering tours of its water plant and educating residents on Pure Water Oceanside. Similar projects have gained headlines because water from your sinks and toilets is recycled into drinking water.Davis wants to assure the public that Pure Water Oceanside will yield high-quality drinking water that is clean, safe, drought-proof, and environmentally sound. "Currently, Oceanside imports the majority of our water from Northern California or the Colorado River, so that comes from hundreds of miles away, and takes a lot of energy to transport. Also, the cost of that continues to increase," said Davis. The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process:Microfiltration - Filters remove bacteria and suspended solids from reclaimed waterReverse Osmosis - Ultra-fine filters remove salt, viruses, bacteria, pharmaceuticals and chemicalsUltraviolet Light and Advanced Oxidation - The final polishing step neutralizes any remaining substancesInjection - Minerals are added before the water is injected into the Mission BasinTreatment - Water is extracted from the aquifer and treated again at the city’s Mission Basin Groundwater Purification FacilityDelivery - The water is distributed to customersThe city plans to break ground in January 2020 and the facility is expected to be complete in 2022.To learn more about the project or sign up for a tour, click here. 2389

OPA-LOCKA, Fla. (AP) — After 13 years, a South Florida city has overturned a ban on "saggy pants" — bottoms that reveal the wearer's underwear. The Opa-Locka City Commission voted Wednesday on a 4-1 vote to repeal both the original 2007 legislation and a 2013 ordinance that said women, not just men, could receive civil citations for wearing pants that exposed their undergarments. OAKLAND, Calif. — Twitter says it will label or remove misleading claims that try to undermine public confidence in elections.This includes attempts at undermining people's faith in the process itself, such as false claims about election rigging or ballot tampering.It also includes misleading claims about the results of elections, like claiming victory before results have been certified, or inciting unlawful conduct to prevent a peaceful transfer of power or orderly succession.“The goal is to further protect against content that could suppress the vote and help stop the spread of harmful misinformation that could compromise the integrity of an election or other civic process,” wrote Twitter in a blog post.The policy goes into effect Sept. 17. It applies globally, not just to the U.S., which is holding presidential elections Nov. 3.Many people are expected to vote by mail, which is likely to delay election results.Twitter says its policy of labeling, rather than removing violating tweets from world leaders, will still apply.“We will not permit our service to be abused around civic processes, most importantly elections,” Twitter wrote. “Any attempt to do so — both foreign and domestic — will be met with strict enforcement of our rules, which are applied equally and judiciously for everyone.” 1318

  

OCEANSIDE, Calif. (KGTV) -  A group called "Take Back Oceanside" with some 300 members strong is vowing the clean up the filth and violence they say has crept into their neighborhood along the San Luis Rey riverbed.Organizer Drew Andrioff says the crime is out of control."We believe other coastal communities are giving the transients bus and train tickets here, and the city is limited in what they can do. It's gotten so bad no one wants to take their kids out. Police don't come down here after dark because the camps have traps....trip wires and sharp bamboo," said Andrioff.Police estimate nearly 500 homeless people are living along the riverbank.  The Oceanside Police Department has made over 1,000 arrests in that area since the first of the year.Lifelong Oceanside resident Donna McGinty says the crime is seeping into the city."Every atrocity imaginable is happening down there.  Prostitution is rampant.  The transient groups have their own little government down there and it's well organized," she said.Pictures taken by the neighborhood group show used needles, hundreds of shopping carts, heaping trash, a machete, and a polluted river. The group plans to attend the Oceanside City Council meeting on October 17 to ask for help. 1283
