SAN DIEGO (CNS) - Authorities reached out to the public Friday for help in identifying whoever has been hurling or shooting things at moving cars in Mission Bay Park in recent months, causing extensive property damage along with some injuries.On at least eight nights since November, someone has thrown or shot unidentified objects or projectiles at vehicles traveling in the area of Ingraham Street and West Mission Bay Drive, just west of SeaWorld San Diego, according to police.The targeted cars sustained damages, including dented bodies and broken windshields, totaling between 0 and ,000 each, officials said. Two drivers suffered minor cuts from flying glass.Since the crimes have taken place in the late evening or early morning on dark stretches of roadway, none of the victims has been able to provide a description of the responsible vandal or vandals.Anyone with information about any of the incidents is asked to call San Diego County Crime Stoppers at (888) 580-8477 or contact the agency online at sdcrimestoppers.org. SAN DIEGO (CNS) - An Arizona man who carried out a series of knifepoint rapes in the city of San Diego 24 years ago will be sentenced to 50 years to life in state prison early next year following his guilty plea to six rape counts.Christopher VanBuskirk, 47, of Goodyear, pleaded guilty Monday to threatening the victims with a knife while sexually assaulting them on four occasions between August and November of 1995, according to San Diego police.Deputy District Attorney Martin Doyle said Vanbuskirk also pleaded guilty to two knifepoint rapes committed in Riverside County in March 2002 and November 2004, with the Riverside County District Attorney's Office giving San Diego County prosecutors jurisdiction over those two cases.RELATED: Man accused of sexually assaulting six women since 1995 faces 190 yearsVanbuskirk is slated to be sentenced Feb. 20.Prosecutors said the four San Diego cases occurred twice in the Tierrasanta neighborhood, once in Pacific Beach, and once near San Diego Mesa College. He was identified as a suspect through public-access genealogical databases, which Doyle said was similar to the technology utilized to identify and capture Joseph James DeAngelo, otherwise known as the Golden State Killer.Police said DNA evidence previously linked the San Diego and Riverside county cases, but the identity of the perpetrator was not established until this year.Vanbuskirk was arrested in his home state in May. 1447

SAN DIEGO (CNS) - County Supervisor Nathan Fletcher and Mayor Kevin L. Faulconer, along with other regional leaders, Monday urged the Board of Supervisors to approve as part of its budget .4 million to fund behavioral health at new permanent supportive housing projects.The group -- which also included San Diego City Councilman Chris Ward, chair of the Regional Task Force on the Homeless (RTFH), and San Diego Housing Commission (SDHC) Executive Vice President Jeff Davis -- unveiled a strategy to provide intensive behavioral health and care coordination services on-site to support up to 400 new units at upcoming hotel housing projects.The board is scheduled to meet Tuesday to have a final discussion and vote on its .4 billion fiscal year 2020-21 budget.Starting in April, the city and county of San Diego teamed up with the RTFH and the housing commission to provide shelter and services to nearly 1,200 people experiencing homelessness with Operation Shelter to Home at the San Diego Convention Center. The county's Health and Human Services Agency has provided on-site behavioral health and care coordination services at the operation, expanding on the services provided at the city's bridge shelters.Now, the organizations are working to replicate and build on the same coordinated care model outside the shelter setting.According to the group, these types of services are critical to stabilizing individuals so that they can stay in permanent housing. In a survey conducted by the SDHC of clients at Operation Shelter to Home, nearly 70% of clients required permanent supportive housing level of services or higher for success."The county can tackle the debilitating cycle of homelessness by making behavioral health and care coordination services more readily available," Fletcher said. "Redirecting .4 million toward mental health and substance misuse treatment is a better way to use the funds, reduce the reliance on a broken crisis-care model, and ensure people's needs are being met. I urge my colleagues to join me on Tuesday in supporting this approach."Faulconer and Ward have been working with housing commission on transition plans for the individuals staying at the convention center. Earlier this month, the commission's board authorized SDHC to submit applications to the state for "Project Homekey" grant funds for two or more properties.Through the Homekey initiative, California has made 0 million in grant funds available statewide to purchase and rehabilitate hotels and convert them into interim or permanent housing."By converting hotels into hundreds of permanent homes, the city and county of San Diego have an opportunity to continue to lead the state in creating new solutions to reduce homelessness," Faulconer said. "It's critical that when we have keys in hand for these units, we also have the services in place to support them, and the county's vote Tuesday can ensure that happens."If the Board of Supervisors approves the .4 million, SDHC will be able to pair the services to clients placed at the new supportive housing units."(The) .4 million in behavioral health and care coordination services will give struggling San Diegans the security and peace of mind that a new home is a permanent home," Ward said. "I join Supervisor Fletcher in calling on his colleagues to approve this funding to keep homeless San Diegans safe and healthy from the threats of COVID-19."The majority of the .4 million will be used for two years of behavioral health services for the housing projects, the group said. SAN DIEGO (CNS) - Multiple local and nonprofit organizations around San Diego County will host Christmas meals Tuesday for underserved and low-income residents.Salvation Army San Diego will host its 35th annual Christmas meal, beginning at 11 a.m. at Golden Hall at 202 C St. The organization expects hundreds of volunteers to assist with the event. Volunteers will escort attendees to their seats and serve them a traditional holiday meal.Serving Seniors will also host its annual Christmas meal for low- income and homeless San Diego County seniors, many of whom would otherwise spend the holiday alone. About 350 seniors will enjoy a meal of Cornish hen with Mornay sauce, cornbread dressing, whipped potatoes, green peas and carrot cake, according to the organization. The meal begins at 11 a.m. at 1525 Fourth Ave.Rev. Shane Harris, former president of the National Action Network, will host his second annual community Christmas breakfast at the National Black Contractors Association. Attendees will receive a free hot breakfast, free clothes and children will receive free gifts.The event begins at 7 a.m. at 6125 Imperial Ave. According to Harris, the breakfast is open to the public, but foster families, low-income residents, homeless residents and military veterans are all encouraged to attend. SAN DIEGO (CNS) - National University announced Wednesday its Board of Trustees approved a plan to reduce the cost of attendance through tuition cuts of up to 25% for full-time students and adding scholarships that will make enrollment nearly free for Pell Grant eligible students.The actions -- made possible through a 2019 gift to the La Jolla university's reserve fund by philanthropist T. Denny Sanford -- "reflect a heightened sense of urgency to reduce costs amid the COVID-19 pandemic and resulting, unprecedented U.S job losses," according to a university statement.The university, which was founded in 1971, said it has committed to:-- doubling the award amount of existing scholarships, enabling Pell- eligible students to earn a bachelor's degree for close to no cost-- creating "opportunity scholarships," valued at million total, for displaced workers and working adults in need of financial support to restart their college studies-- launching a "fast-track" scholarship which rewards students with a fourth tuition-free course for every three courses completed within a six-month period-- investing in additional student support services designed to remove barriers to degree completion"In a moment of enormous economic hardship, open-access universities have a responsibility to make dramatic changes to not only reduce costs, but to evolve their academic offerings to ensure tight coupling with the demands of the labor market," said David Andrews, president of National University. "Our trustees have challenged us to take immediate next steps to ensure that we substantially reduce tuition while simultaneously improving student experience and outcomes."Michael R. Cunningham, chancellor of the National University System, a network of nonprofit education institutions and initiatives that includes National University, said: "Working adults who are first to lose their jobs in a recession are often the last hired in an upswing."As we mark fifty years of serving working adults and veterans and enter this new era for higher education and our economy, this new tuition strategy will enable us to significantly expand access to working adults in need of opportunity today." 2204
