BEIJING, Aug. 11 (Xinhua) -- China's central government has urged more efforts to be made to ensure this year's grain output, a government statement said Wednesday.A string of policies have been rolled out to support autumn grain production, said the State Council, China's cabinet, in the statement released after an executive meeting chaired by Premier Wen Jiabao Wednesday.Autumn grain production is key for China to meet its annual output target as it accounts for 70 percent of the total production.The Ministry of Finance will allocate 1.1 billion yuan (162.4 million U.S. Dollars) to subsidize purchases of fertilizer and pest control, the statement said.Wen urged efforts to restore production in disaster-hit regions at the meeting, after large swathes of farmland have been affected by floods in recent months.Wen also stressed the application of technology and weather forecasting at the meeting.China's summer grain output declined 0.3 percent year on year to 123.1 million tonnes this year, the first fall in seven years, according to the National Bureau of Statistics.

ENSHI, HUBEI, Aug. 18 (Xinhua) -- China's most difficult mountain railway was linked up in Enshi Prefecture, central China's Hubei Province, and is expected to open within the year, according to officials at the railway's construction headquarters Wednesday.The Yichang-Yiwan Railway, totalling 377 km in length, runs from the Yiwan District in southwest China's Chongqing Municipality to Yichang City of Hubei Province.It was designed to greatly shorten the journey between the mountainous regions in the southwest and the eastern parts of China, according to Zhang Mei, head of the engineering administration center of the Ministry of Railway.The railway trip from Chongqing to Wuhan, the capital of Hubei Province, for example, will take only five hours once the link is open to rail traffic, instead of the previous 22 hours, said Zhang.The railway was first laid out in 1903 by Sun Yat-sen, founder of the Kuomintang party, over 100 years ago.The reason the construction had not begun till 2003 is that the railway must travel one of the most mountainous regions in China's southwest, whose difficult terrain made the construction work the most difficult in China's railway history, said Zhang."Beneath the luxuriant mountains we encountered myriad natural barriers, such as underground rivers, limestone caves, and coal seams," said Zhang.To link the line, workers had to build 253 bridges and dig 159 tunnels, which account for 74 percent of the total railway length, winning the railway the title of the "tunnel and bridge museum."Starting in late 2003, it took seven years for the construction to be completed, said Zhao Hui, project manager of China Tiesiju Civil Engineering Group, which undertook the construction."I joined the project at the age of 25, and now I'm 32. BEIJING, June 10 (Xinhua) -- The world's most populous country is expanding its social security net as China's major social insurance program reached a new high for the number of people covered, official figures show.The Ministry of Human Resources and Social Security said on Thursday that the nation's urban pension insurance covered 235.5 million people by the end of 2009, an increase of 16.6 million over the beginning of that same year.In addition, 26.47 million migrant workers were also included, which was 2.31 million more migrants than at the start of 2009.Officials note that pension fund revenues topped 1.15 trillion yuan by the end of last year, up 18 percent year on year. This followed the government raising the monthly pension income for business retirees for the fifth time between 2005 and 2009 to 1,225 yuan (180 U.S. dollars) a person.Also, the country's basic urban medical insurance covered 401 million people in 2009, of which 219 million were urban dwellers and 43.35 million were rural migrant workers.Additional figures showed that unemployment insurance covered 127 million people while those carrying work injury insurance reached 149 million. BEIJING, June 26 (Xinhua) -- China's floating population of migrant workers reached a record 211 million in 2009 and will hit 350 million by 2050 if government policies remain unchanged, warned a report released on Saturday.However the report, entitled "The 2010 Report on the Development of China's Floating Population," said the figure would increase at a slower rate as the number of new workers joining the migrant population falls each year to reach 3 million by 2050, down from the current 6 million people joining the migrant work force each year.Although the number of long-distance migrants decreased in 2009 as a result of a weakened demand for labor caused by the financial crisis, the long-term overall tendency of people moving to eastern coastal areas and key traffic hubs would not change, said the report.According to the report, more families moved to other places and chose to settle their homes there, causing more pressure on the government to reform its management and service policies for the migrant population in order to ensure their livelihood.The report was based on a survey by the National Population and Family Planning Commission.
