(AP) — California is looking to tighten the rules about children under 13 using social media.The state Senate voted 31-4 on Thursday to require social media companies to first get the consent of a parent or guardian before creating an account for a child the company knows is under 13.Federal law already requires social media companies to get parental consent before collecting or selling data of children under 13. That's why most social media companies, including Facebook, already ban children under 13 from creating accounts.Democratic Sen. Henry Stern says the bill will protect children. But Democratic Sen. Scott Wiener says the bill would harm LGBT youth who live in abusive households by isolating them from others like them.The bill now heads to the state Assembly. 803

SACRAMENTO (KGTV) -- California ranks 37th in the nation for DUI fatalities and some cities have a DUI fatality rate two times higher than the state average, according to a new study.According to the study by ValuePenguin.com, mid-sized cities in The Golden State pose the largest risk.The study shows that several mid-sized cities, Barstow, Desert Hot Springs and San Pablo had an average of more than 10 DUI-related fatalities per 100,000 residents in recent years, or more than 10 times the state average.The study also found that five California cities, Vista, Hemet, Delano, Murrieta and Pittsburg saw DUI fatalities increase between 140 to 700 percent between 2012 and 2017.See the chart below for the complete list of cities with the highest DUI fatalities:  783

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom is expected to quarantine for 10 days after one of his staffers tested positive for COVID-19. A spokesperson for the governor's office stated the staffer tested positive Sunday afternoon. Newsom was tested after those results and his test came back negative. The statement says the governor's 10-day quarantine is out of “an abundance of caution.” Another person in the governor's office tested positive in October, and the governor tested negative back then. Last month, members of Newsom's family were exposed to someone who tested positive for the virus. Newsom, his wife and four children tested negative at that time. 685

(KGTV) - A bill working its way through the California State Legislature could require bike lanes and other "active transportation" amenities to be built on state-owned roads.Senate Bill 127 states that "any capital improvement project located in an active transportation place type on a state highway or a local street crossing a state highway that is funded through the program, shall include new pedestrian and bicycle facilities, or improve existing facilities, as part of the project."It means any time Caltrans wants to repave or resurface a part of a State Highway or a highway overpass or underpass, they must add some kind of bike/walking lane or safety measures.San Diego Legislator Tasha Boerner Horvath co-wrote the bill. She sent the following statement to 10News:“My district is a hub for all things that involve outdoor recreation — biking, walking, jogging, skateboarding — you name it and my constituents enjoy doing it throughout our beautiful district. SB 127 is a major move forward in identifying and funding important bike and pedestrian paths to connect people with the places they want to go. In addition, it will bring us an important step further on ensuring highway overpasses in my district have the bike and walking facilities they need to connect inland communities to the coast. This is important for safe routes to schools for our kids as well as folks accessing our stunning beaches.”Members of the San Diego Bicycle Coalition support the bill, saying it will make it easier for people to commute to and from work. They also say it will help fund more "active transportation" projects."The funding is always an issue," says SDBC Advocacy Coordinator Jennifer Hunt. "This is a great way to get that extra, additional funding and just to get more people out safely using biking and walking."The bill has passed the State Senate and is now in the Assembly. RUTHERFORD COUNTY, North Carolina — A teen who shot and killed her mother's boyfriend will not be charged, authorities said.The Rutherford County Sheriff’s Office and the District Attorney’s Office said on Aug. 8, Chandra Nierman's 15-year-old daughter shot the 46-year-old male as he was attacking Nierman.Her other children, a 12-year-old son, and a 16-year-old daughter were there when the violence occurred. Sheriff's deputies said the man was threatening to "cut Nierman’s throat and kill everyone in the house."A release from authorities said:"Nierman’s twelve-year-old son retrieved a firearm and Nierman’s fifteen-year-old daughter took the gun from her brother and fired it twice, striking the deceased male in the chest. One of the fired rounds fragmented, grazing Nierman’s sixteen-year-old daughter in the leg."The 16-year-old was taken to a hospital and was released."Nierman suffered significant bruises and contusions from the assault," the release said.The investigation also revealed the deceased man had threatened Nierman several times previously, and four days before, he had assaulted Nierman and fired multiple rounds from a firearm inside the residence to threaten and terrorize her."The investigation further revealed that the deceased male, who had multiple firearms in the house and frequently carried one on his person, was a convicted felon and had two active domestic violence protection orders against him from two different women in Indiana and Ohio, although no domestic violence or assaults had been reported to law enforcement locally prior to the fatal shooting," the release said. "The deceased male has been positively identified as Steven Kelley, originally from Indiana."Based on the facts and the evidence, "it is the conclusion of the District Attorney’s Office that the shooting was justified and no charges will be filed," the release states. 1903
