BEIJING, June 29 (Xinhua) -- A deputy head of the top academic institute of the Communist Party of China (CPC) said Tuesday the institute is striving to open up to the outside world.Li Jingtian, vice president of the Party School of the CPC Central Committee, made the remarks during a press conference on Tuesday, two days ahead of the 89th anniversary of the founding of the CPC.Li said many foreign political and business leaders and scholars were willing to give lectures or deliver speeches at the party school."As a think-tank, we have established cooperation with over 30 foreign universities, think-tanks and research institutes," said Li.Li said the Party School had trained 60,000 communist cadres over the past three decades.The party school provides various training classes and seminars for cadres at provincial and ministerial levels, party secretaries at the county level, young cadres and cadres of ethnic minorities, he said.

BEIJING, July 24 (Xinhua) -- The gross domestic product (GDP) in China's western regions grew by 13.5 percent year on year in 2009, much higher than the country's revised national GDP growth of 9.1 percent, according to a report issued here on Saturday.It is the eighth year in a row for these regions to score a double-digit GDP growth after the Chinese government launched a "West Development" campaign ten years ago, read the report on the economic development of China's western regions issued by the Chinese Academy of Social Sciences.It attributed the GDP growth mainly to China's policies to stimulate domestic demand and the increase in investment, despite the global financial crisis.Five provinces, regions or municipalities saw an increase of more then ten percent in the disposable income of urban citizens in 2009, as the income gap between China's western and eastern regions had begun to narrow, the report said.The average yearly per capita disposable income of urban citizens in the western regions was 12,971 yuan (about 1,918 U.S. dollars) in 2008.Noting that economic development in the western regions still heavily relied on natural resources, the report said efforts should be made to increase the regions' capacity to ensure sustainable development, while establishing a low-carbon industrial system.

BEIJING, Aug. 23 (Xinhuanet) --Traffic authorities were still struggling to cope with days-long congestion on a major national expressway, nine days after traffic slowed to a snail's pace, and nearby residents are profiting on the latest traffic snarl by overcharging drivers for food.Since August 14, thousands of Beijing-bound trucks have jammed the expressway again, and traffic has stretched for more than 100 kilometers between Beijing and Huai'an in Heibei Province, and Jining in Inner Mongolia Autonomous Region, China National Radio (CNR) reported Sunday.Small traffic accidents or broken-down cars are aggravating the jam, the report said."Insufficient traffic capacity on the National Expressway 110 caused by maintenance construction since August 19 is the major cause of the congestion," a publicity officer with the Beijing Traffic Management Bureau, told the Global Times on condition of anonymity Sunday.Under current traffic regulations, the National Expressway 110 (G110), heading northwest from Beijing to Zhangjiakou in Hebei Province, and then heading directly west, is available to trucks with a carrying capacity of eight tons and above. The road suffered serious damage due to the greater volume of heavy trucks.This month there have been more trucks carrying excessive coal or fruit, but the Beijing section of the Beijing-Tibet Expressway is available only to trucks with a weight of less than four tons.The congestion is expected to last for almost a month, since the construction is due for completion September 13.Traffic congestion and road safety have become major concerns for Chinese motorists.For drivers, suffering the congestion on the Beijing-Tibet Expressway is nothing new. XIAMEN, June 20 (Xinhua) -- The Chinese mainland and Taiwan have come closer to signing a comprehensive economic pact as "substantial progress" has been made in negotiations, the mainland's chief Taiwan affairs official said on Sunday.Speaking at a centerpiece conference of the week-long Straits Forum held in the southeastern city of Xiamen, Director of the State Council's Taiwan Affairs Office, Wang Yi, said the progress in talks on the Economic Cooperation Framework Agreement (ECFA) is a result of joint endeavors and shall be honored by both sides.The two sides discussed the main contents of the pact and items of the goods and services to be included in the "early harvest program" at the third round of expert-level talks in Beijing last week.The Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) represented both sides during the negotiations. Two previous talks were held in Beijing and Taipei earlier this year.The ECFA is intended to normalize mainland-Taiwan economic ties and bring the two economies closer, the pact's initiators said. Its "early harvest program" will cover certain industries to first benefit from tariff reductions.
