SAN DIEGO (KGTV) - The Medical Board of California (MBC) has filed an order to revoke the license of Dr. Jeffrey Lovin, a San Diego County radiologist who’s facing charges related to prowling and peeking.ABC 10News first reported on Dr. Lovin last year after his ex-girlfriend shared home security video of a man lurking in her North County backyard while she and her fiancé were inside. She said the man in the video is Dr. Lovin.He’s been charged with multiple counts related to prowling and peeking and violating a protective order. He’s pleaded not guilty and will stand trial next March.Dr. Lovin was already on probation with the MBC for other criminal activity.The Board has now issued an order to revoke his license on Dec. 18 for mental or physical impairment and unprofessional conduct by failing to comply with the terms of his probation.“We never know if we're safe,” his ex-girlfriend told ABC 10News on Tuesday. We’re not using her name or showing her face. She said that she and her fiancé Frank Zeigler still live in fear. “I hear any noise at night and I'm out front seeing what's going on at my home,” he said and added, “We lock all our doors and keep all our blinds closed around the clock.”“We want him to lose his license so he doesn’t do this to anybody else and we feel like this is the first step toward a little justice,” Zeigler later added.On Tuesday, ABC 10News spoke to someone at the law office that has represented Dr. Lovin. She declined to connect us to with him to see if he wanted to offer any comment.On Tuesday, a spokesperson for the Board wrote to ABC 10News, “Dr. Jeffrey Lovin may practice medicine under the terms of his current probation until the revocation of his license takes effect on Dec. 18, 2020. Dr. Lovin may petition the Board for a stay and reconsideration of the decision to revoke his license or file a writ in superior court to challenge the decision before it comes effective.” 1945
SAN DIEGO (KGTV) -- The ACLU is threatening to sue ICE over a policy that forbids detention center volunteers from speaking with the press.Souls Offering Loving and Compassionate Ears, also known as SOLACE, is not allowed to help at the Otay Mesa Detention Center until they sign a form promising not to speak with the media.In August, ICE discovered SOLACE wasn’t in compliance with their protocol before asking the group to resubmit the paperwork for their volunteers.ICE says the code of ethics is in place for the safety of the detainees. “These are often folks who don't have any family or friends in the United States so even if they could write or call they don't have anyone to connect with,” said Angela Fujii, a social justice coordinator with the First Unitarian Universalist.SOLACE volunteers are ready to help, but they want to make sure they can share with others about the place where things are kept pretty tight.SOLACE was also briefly barred from visiting during the Obama Administration but the compromise was met.Other groups are providing detainees with services, but SOLACE was the only one allowed to regularly visit. 1148

SAN DIEGO (KGTV) — The H1N1 strain of influenza is the most prominent strain of the illness in San Diego and around the nation so far this flu season, according to local health officials.Of 1,730 confirmed cases reported in San Diego this season, nearly 94 percent are influenza A, the County Health and Human Services Agency reported Wednesday. Influenza A covers H1N1 and H3N2. During the year, H3N2, or the "seasonal flu," is the primary virus in circulation.This year, however, there are 10 cases of H1N1 for every case of H3N2, health officials said.RELATED: Political commentator dies in San Diego, contracts H1N1 flu and meningitisThe strain affects young to middle-aged adults more than other age groups. The Centers for Disease Control and Prevention believes this is because older adults have been exposed more to H1N1 and younger adults tend to have lower vaccination rates."Older people have some element of immunity to Pandemic H1N1 because they’ve had more exposure to these influenza viruses than younger groups," said Sayone Thihalolipavan, county deputy public health officer, said.Last week, a 26-year-old woman visiting San Diego from Washington, D.C., died possibly due to H1N1 complications. She was also suffering from meningitis, though it's unclear if she had been vaccinated or suffered from any other underlying medical conditions.Another local resident, identified as a 49-year-old male, died of the flu, according to health officials. That man did have underlying medical conditions though it wasn't clear if he had been vaccinated.This season, there have been nine flu-related deaths, officials say, compared to 44 deaths at this time last season.Health officials advise the best way to prevent the flu is to get vaccinated, wash hands thoroughly and often, avoid going out if you're sick, and clean commonly touched services. Those with underlying chronic conditions, pregnant women, people who live with or care for others who are high risk, and those 65 and older are most at risk of catching the flu. 2041
SAN DIEGO (KGTV) - The first thing Whitney Dickerson does when she gets home from work each evening is make a cup of her favorite tea.It's because her job as a veterinary technician can be stressful. "Everyday I go in and I don't know what's going to go through those doors," she said. "It could be a really emaciated animal with severe mange, it could be a really happy lab coming through."But Dickerson's angst doesn't end when her shift is over. She's living paycheck to paycheck, and has moved seven times in her six years in San Diego just to find a rent she can afford.COMPLETE COVERAGE: Making it in San DiegoShe's now splitting a two-bedroom apartment in Talmadge, which goes for ,874 a month. She's not sure how much more she'll be able to afford. "I feel like the city's slowly pushing me out," she said.Now, the rent's getting so high that it's near a tipping point for thousands of San Diegans. More than half of those who responded to a recent 10News Union-Tribune scientific poll said they'd seriously considered leaving California in the last year. </p><p> The average rent is now ,887 a month, up 8 percent from a year earlier, according to Marketpointe Realty Advisors. And CoreLogic reports the median home price in the county is now about 0,000. "That's a problem for everybody, and I think everybody feels that," said Rick Gentry, who heads the San Diego Housing Commission, which oversees affordable housing in the city. </p><p><strong>HOW DID WE GET HERE?Gentry describes something of a perfect storm when it comes to housing in San Diego -1) There's not enough housing for the middle class.2) There aren't enough resources for low-income individuals.3) The current market has already swallowed up the glut of homes built during the housing bubble before the market crashed in 2008. "And that means the marketplace has gotten that much more expensive and that much tighter," Gentry said. "There's no place to move to."Gentry added turnover has declined drastically at the 3,400 affordable apartments the commission manages, and the section 8 voucher waiting list has ballooned to 80,000. Plus, San Diego County continues to grow with more jobs - employers added 27,000 new payroll positions in the last 12 months. Meanwhile, developers in the county only pulled permits for 10,000 new homes. "It takes a long, long time to get approvals for buildings to put new product online," said Mark Goldman, a real estate lecturer at San Diego State University. "There are more and more impact fees that makes it more expensive, there's a limited amount of land to do it."Goldman said it's a very complicated, risky business to start with a piece of vacant land and try to put a lot of housing on it.He said the amount of time that it takes given environmental review, regulations, and delays raises the cost of projects - to the point that some developers just drop it. WHAT WILL SOLVE THE CRISIS?There is movement in the works to spur development, including a region-wide plan to encourage development along transit routes. The city of San Diego also recently approved streamlining complexes with microunits and fewer parking requirements in these areas.The state also has a new law that allows the Housing Commission to make loans for the development of multifamily complexes that are affordable to middle income earners. 10News will dive deeper into solutions for Making it in San Diego on Friday.But until the prices come down, renters like Dickerson will be bracing for when their leases end.
