SAN DIEGO (AP) — A California tribe whose ancestral lands span across the U.S.-Mexico border is suing the Trump administration to block construction of a section of border wall that the Kumeyaay people say is desecrating sacred burial sites. The La Posta Band of Diegueno Mission Indians filed the lawsuit in federal court in San Diego on Tuesday seeking to temporarily halt construction of the wall until the tribe can protect its religious and cultural heritage. La Posta is one of 12 bands of the Kumeyaay people. The tribe wants its members to be able to monitor work and interrupt it to recover human remains and cultural items uncovered during construction. SAN DIEGO (CNS and KGTV) - The San Diego City Council Tuesday approved a code amendment that prohibits housing discrimination against applicants using Section 8 vouchers or other rent substitutes. The proposed code amendment blocks landlords from rejecting applicants based solely on voucher status, though they would still retain a right, based on other rental criteria, to choose residents who don't use subsidies.Studies have found that prohibiting income-based discrimination leads to increased neighborhood options for residents and decreased segregation.“Hearing from the community was very powerful and I am happy that the Council approved the ordinance to end housing discrimination taking place in San Diego,” said Councilmember Georgette Gómez. “This is one step towards helping increase access to affordable housing for all San Diegans.”Local California governments with such provisions include Berkeley, Corte Madera, East Palo Alto, Foster City, Marin County, San Francisco, Santa Clara County, Santa Monica and Woodland.San Diego's proposed ordinance also establishes a landlord contingency fund for property damage or lost rent related to renters with vouchers.Implementation of the proposal is expected to take two years. Year one focuses on voluntary compliance as well as landlord outreach and education of the potential benefits of renting to Section 8 users, including consistent on-time rent payments, long-term tenancies, flexible leases and background checks.Year two introduces investigation and enforcement services.More than 15,000 low-income households receive Section 8 assistance through the San Diego Housing Commission. SAN DIEGO (CNS) - A former San Diego State University student accused of setting a string of fires around the campus over the course of three days was charged with a dozen felony counts Wednesday, including burglary, arson and vandalism. Madelyn Delarosa, 19, was taken into custody Saturday morning, following four fires she's suspected of setting to apartments and vehicles across campus between March 13-16. No injuries were reported in connection with the fires, all of which occurred a few blocks south of Viejas Arena. However, Deputy District Attorney Rikole Santin noted that one of the fires was ignited in an occupied apartment, inside which a person was sleeping. Santin said the heat from the flames caused a window to shatter and ``rain glass and fire'' upon the victim, who was asleep just below the window. A suspected motive for the spree was unknown, as was the reason Delarosa was no longer a student at the campus. The prosecutor said the crime spree began last Wednesday with Delarosa allegedly vandalizing a vehicle parked within an apartment complex garage, causing ``well over ,000 in damage.'' At 11 a.m. Thursday, an officer on patrol spotted and quickly extinguished a fire in a parked car in the 5500 block of Hardy Avenue, according to campus police. Santin said surveillance footage captured the defendant entering a parking garage, where a Toyota Prius was set aflame, then an hour later, she allegedly ignited the exterior door of an unoccupied apartment in the 5600 block of Hardy Avenue, both times by using an unspecified accelerant. A passerby put out the apartment fire before officers arrived, police said. Around 8:30 a.m. Friday, police received word of the apartment blaze near the 5500 block of Montezuma Road, where the sleeping resident was able to escape without injury, according to Santin. That fire went out on its own, police said. Delarosa is also accused with setting a Mercedes-Benz on fire shortly after 8 a.m. Saturday in a parking garage in the 5500 block of Hardy Avenue. Delarosa has no prior criminal history, but had ``numerous prior contacts with law enforcement,'' according to Santin, the nature of which was not disclosed. SALEM, Idaho -- A neighbor who lives across the street from Chad Daybell is describing what he saw in the months after two children went missing. The remains of those children were discovered on Daybell's property.Family members confirmed the remains recovered by Rexburg police and the FBI belong to Joshua JJ Vallow and Tylee Ryan. JJ would have recently turned 8 years old, and Tylee was 17.Both disappeared at different times from Rexburg, Idaho, last September.Matthew Price said he's lived across the street from Chad Daybell, the entire time Chad and his family have lived in Idaho. He's been following the investigation into the missing children, and the suspicions that centered on his neighbor."We've been very concerned the whole time for JJ and Tylee," Matthew said.He watched out his windows and from his yard as law enforcement spent two days digging in Chad's yard, and searching the property.Matthew recognized the area where investigators brought in a backhoe to dig a deep hole, where it appears they recovered the children's remains.Now that he thinks back, he is remembering some incidents that stand out in that exact spot."We noticed they were having a few bonfires that were kind of out of the ordinary," he explained. "They had a big bonfire last fall, and they had two or three big bonfires this spring."Last fall, no one knew about the disappearance of JJ and Tylee. Matthew described that things seemed okay, aside from the bonfires, but that he did have one weird interaction with Chad.He said Chad and his late wife, Tammy Daybell, came over to his house to buy pumpkins."He was strange, he was different," Matthew described. "He didn't talk a lot, didn't make eye contact with us very much. Normally he would."Matthew said it was very out of character, but he figured Chad was having a bad day. He said Tammy died a week later.Eventually, Matthew learned about the search for JJ and Tylee, and the investigation into Chad Daybell and his new wife Lori Vallow Daybell, JJ and Tylee's mother.After Lori ended up in jail in nearby Madison County, Chad returned to his Salem home. Matt recalled that Chad kept to himself for the last couple of months, barely leaving the house.He said when Chad did leave the house, it was late at night.Tuesday morning at 7 a.m. Matthew was standing outside when he said he saw a convoy of law enforcement coming down the road to serve a search warrant. They surrounded the home, he said, and made all of Chad's adult children leave the house. Chad also left, but Matthew said Chad sat in his car for hours. Then suddenly, Matthew saw Chad try to leave."I saw his car take off down the road headed south towards Rexburg," Matthew said. "Just seconds later, the marked police cars had their lights and sirens, and floored it to go catch him."Now, Matthew's neighbor of several years is in jail, and police have made a devastating discovery right across the street from Matthew's home.Wednesday evening, police turned the home back over to the adult Daybell children. They were seen packing up and moving furniture out of the home, loading it onto a trailer and into truck beds. They quickly left.In all of this, what helps give Matthew peace of mind: "Just knowing there's closure for JJ and Tylee," he said.Next, the community is hoping for justice. 3317
