ADDIS ABABA, Oct. 22 (Xinhua) -- China on Saturday delivered portion of the first batch of emergency food assistance to Ethiopia.Wei Hongtian, Charge d'Affairs at the Chinese Embassy in Ethiopia, handed over the assistance certificate to Wondirad Mandefro, Ethiopian State Minster of Agriculture, in a ceremony held at the Office of the Ethiopian Disaster Risk Management Food Security Sector (DRMFSS) in Addis Ababa, Ethiopia.The handover was witnessed by Ahmed Shide, Ethiopian State Minister of Finance and Economic Development, and Qian Zhaogang, Economic Counselor at the Chinese Embassy in Ethiopia as well as officials and diplomats from the two countries.The charge d'affairs said the Chinese government has decided to provide Ethiopia with two batches of gratis emergency food aid valued at some 24 million U.S. dollars, as part of humanitarian assistance to the people affected by drought in the Horn of Africa region, about which the international community is concerned much.Months ago, China pledged to provide humanitarian aid to drought affected people in Ethiopia, Kenya and Djibouti.The 2011 drought in the Horn of Africa region has affected livelihoods of over 12 million people in countries of the region including Ethiopia.In this move, China has delivered large quantities of wheat to Ethiopia, and it is put in the central warehouse in Adama town, 90 km away from Addis Ababa, as the first batch of the 8,139.4 tons of wheat and 715.15 tons of rice donated by the government of China, said Ethiopian State Minister of Agriculture.According to the minister, the Chinese government has pledged around 20,000 tons of emergency food valued at 24 million dollars.Wei said China attaches great importance to the agriculture development and the food security in Africa. He said China has engaged itself in various agricultural cooperations with African countries including Ethiopia, in different channels."In the future, besides food assistance, China's agricultural cooperation with Africa will focus on technology demonstration, personnel training, infrastructure construction, promotion of agricultural production and trade, and experience sharing agriculture development," said the Charge d'Affairs.The rest portion and the other batch of the emergency food assistance pledged by China is expected to come in November and December.Wei assured that the rest batches of emergency food aid would come to Ethiopia on schedule. The Ethiopian state minister said the Chinese government is one of those donors that demonstrated its strong friendship with the Ethiopian government and its people by extending appreciable humanitarian support at critical time."The recent donation of 100, 000 U. S. dollars by a Chinese private company, Huajin Group Ltd, for food aid is a manifestation that even private companies join us in our efforts to containing problems associated with such natural disasters," said Wondirad."Despite a steady economic growth achieved these past eight years in Ethiopia that reached an average of 11 percent annually and our continued efforts to maintain and accelerate the momentum through the GTP, we are confronted by climate change induced disasters, of which drought remains the major one," said the minister."While reducing disaster risk and vulnerabilities through development interventions, the government of Ethiopia in collaboration with its partners is taking all the necessary measures towards further enhancing its early warning and response system with the view to reducing potential impacts of disasters, including that of drought enhanced preparedness and provision of timely and appropriate responses."The government of the People's Republic of China has been one of our major development partners supporting us in all these efforts," he added.The state minister commended the Chinese government and its people for standing with Ethiopia shoulder to shoulder at the critical time by donating appreciable size of emergency food aid.

JERUSALEM, Dec. 11 (Xinhua) -- Kfir Damari, a communication systems engineer, has a dream: to land a miniature spacecraft on the moon sometime in 2013.Damari is one of the founders of Team SpaceIL, a non-profit organization representing Israel in the Google Lunar X Competition. The prize: 20 million U.S. dollars to the first of the 26 international teams currently registered that lands an unmanned craft on the moon, moves it a minimum of 500 meters across the lunar surface and transmits live high-resolution images back to earth."It's a tough mission, but I believe that if everyone in Israel joins hands it's possible," Damari told Xinhua.It is exactly the kind of entrepreneurial spirit that Israel, a country largely void of natural resources, counts on to make it a global leader in technological innovation.The two other men behind the initiative are Yonatan Winetraub, 25, a systems engineer at Israel Aerospace Industries (IAI) and a graduate of NASA's International Space University, and Yariv Bash, 31, a computer scientist and electronics engineer. The three first met at an innovation conference held by IAI a year ago.They describe the lander as a nano-satellite, whose design was revealed at the project's official inauguration ceremony on Thursday. The vessel weighs 100 kg, 80 percent of which are fuel, and is outfitted with rocket boosters and a panoramic camera."It's somewhat of a cellular phone sitting on a large fuel tank. All the technology that we require is basically contained in a typical smartphone with its communication and imaging features," Damari said.Launched in 2007, the Lunar X Prize aims to encourage space enthusiasts and engineers worldwide to develop cheap technologies for robotic space exploration.The Israelis have slated a modest 15 million U.S. dollars for the endeavor, 90 percent of which must come from private contributions according to the competition's rules. They have already raised 3.5 million dollars.The fact that they have formed a non-profit NGO in itself is worthy of praise. Most other teams have obtained the patronage of private corporations for whom money is not a problem, with some reportedly allotting up to 100 million U.S. dollars.To compensate for the disparities in funding, Damari and his partners have enlisted the support of 120 local volunteers, many of them engineers holding top positions in the technological and scientific community as well as the country's leading defense industries.Rona Ramon, the widow of Israeli astronaut Ilan Ramon killed aboard the Columbia Space Shuttle in 2003, was one of the sponsors too.In a bid to keep costs down, SpaceIL is heavily relying on the existing knowledge accumulated by Israel's defense industries over the past decades in building and launching mainly small, lightweight communications and military surveillance satellites into space.The challenge, Damari said, is to take that know-how a step further. The professionals who have volunteered for the project, among them some of Israel's most revered space experts, are currently grappling with several issues, including the ignition system, optic-visual navigation, beaming imagery to earth and the intricacies of enabling the nano-satellite a smooth lunar landing.SpaceIL is still searching for a third party that they will lease to launch their vehicle into space. Once there, they will have to navigate it to the moon on their own.While 20 million U.S. dollars is a major motivator for anyone, the Israelis said they're not seeking personal gain, but rather plan to invest the prize money in the vision that originally prompted their registration in December last year: inspiring the country's younger generation to pursue engineering and the sciences and to dream big, just like Neil Armstrong did when he disembarked from the Apollo 11 and took the first step on the moon in 1969.The funds, they said, will be funneled to educational programs that seek to rejuvenate youths' interest in science disciplines, which have been on the decline in the country's high schools in recent decades."We hope to attract the next generation of kids, to enable them to be engineers and scientists and to make sure that we have more people that can build spaceships in Israel in the future," said Damari.He and the other men behind the initiative also acknowledge that their motives are no less driven by patriotism. Winning the Lunar X has the potential to create national pride and put Israel "on the map as a start-up nation" by accomplishing a feat reserved for superpowers."The moon is something you see every day. I think that for me personally, space exploration is the way to enlist the nation to do something that has not yet been done," said Damari, who started programming aged six and wrote his first computer virus aged 11."It's also about exploring new borders, going the distance. (The project) will leverage Israel's space industry. I'm sure that all the industries that will partner with us will learn a lot and develop new applications, especially for the civilian market," he said.On Thursday, Israeli President Shimon Peres, whose name has become synonymous with the nation's hi-tech industries, honored the trio by unveiling their model at the ceremony held at MABAT -- IAI's missiles and space division near Tel Aviv."More than Israel is leading technology, it is likely to lead Israel. It's the key to our economy ... If they win the prize, and I'm sure they will, it will also reward Israel with the deepest appreciation and the best deterrence," Peres told a crowd of senior executives from local defense industries."I admire your audacity and vision," he complimented the three scientists.Will they realize their ambition? Damari expressed humble optimism, "It's not easy, but certainly possible ... We believe we can win."

WASHINGTON, Nov. 10 (Xinhua) -- The U.S. Food and Drug Administration (FDA) has sent warning letters to more than 1,200 retailers, the majority of which respond to violations relating to selling tobacco to minors, as part of its ongoing effort to reduce tobacco use among children, the agency announced Thursday in a statement.The FDA said that while most retail establishments have been found to be in compliance with the law, some retailers are still selling cigarettes and smokeless tobacco to minors. Warning letters may be followed by civil money penalties if retailers continue to violate the law."It should worry every parent that 20 percent of U.S. high school students smoke cigarettes," said FDA Commissioner Margaret Hamburg in a statement. "President Obama and the FDA are committed to preventing children from smoking. For many young people, that first cigarette or use of smokeless tobacco will lead to a lifetime of addiction, and for many, serious disease. More than 80 percent of adult smokers begin smoking before 18 years of age. Retailers are vital partners in the FDA's efforts to prevent tobacco use among kids."Obama signed the Family Smoking Prevention and Tobacco Control Act that gives the FDA authority to regulate tobacco products to prevent use by minors and reduce the impact on public health. One of the law's provisions permits the FDA to contract with states and territories to conduct compliance check inspections of tobacco retailers. In 2011, the FDA awarded compliance contracts totaling more than 24 million U.S. dollars to 38 states.The FDA also began inspecting U.S. tobacco product manufacturers in October 2011. This is the first time tobacco product manufacturing facilities have ever been inspected by a federal public health agency.

  

BEIJING, Jan. 21 (Xinhua) -- A locomotive producer in central China's Hunan province on Friday rolled out a low-cost magnetically levitated (maglev) train that is more environmental-friendly than conventional ones.The three-carriage train is designed to run at a maximum speed of 100 km per hour and carry 600 passengers, said Xu Zongxiang, general manager of Zhuzhou Electric Locomotive Co. Ltd. of China South Locomotive and Rolling Stock Corporation (CSR). Xu said the new train was much quieter than conventional ones. While a conventional train moves forward by using friction between its wheels and the railway tracks, the maglev train replaces wheels by electromagnets and levitates on the guideway. According to Xu, his company's has minimized the risk of the new maglev train derailing or overturning. "It's ideal for mass transportation, as it is quiet and environmental-friendly. Its manufacturing cost is about 75 percent of a conventional light-rail train," said Xu. The maglev train has a minimum turning radius of 50 meters and can easily run in residential communities or on hilly slopes. "It's an ideal public transport option for Chinese cities and major tourist destinations," said Xu. Railway transport specialist Liu Youmei, also an academician with Chinese Academy of Engineering, said the new train is green, economical and safe. "It can be used for public transport in populous areas and at scenic spots with fragile environments." Liu said China is one of a few countries that have applied maglev technology. Beijing is building a maglev route, the Daitai line (S1), which starts at its IT center in Haidian district, passes through Shijingshan district, and ends in Mentougou district on its western outskirts. The line will be operational next year.The eastern metropolitan of Shanghai runs the world's first commercial maglev system on a 30-km stretch between the downtown business district and Pudong airport. The German-made maglev went into operation on Dec. 31, 2002.

  

SAN FRANCISCO, Dec. 29 (Xinhua) -- The United States Patent and Trademark Office on Thursday published a patent application from Apple related to face and presence detection for iOS devices, which is expected to be one of the next chapters for mobile security.According to AppleInsider, a news and rumor website focusing on Apple, the patent is entitled "low threshold face recognition" which is a low-computation solution for quickly and accurately recognizing a user on iPhone, iPad, iPod Touch and MacBook.Patently Apple, a blog focusing on Apple's latest intellectual properties, said that iOS devices would acknowledge the presence of the potential user by turning on the display and then trigger a subsequent process for recognizing the potential user's face.Currently, most face recognition systems tend to be robust ones working in various lighting conditions, orientations, scale and etc., which will require computing resources and drain battery life. There are also security-type face recognition systems working under controlled lighting conditions which could be ineffective due to factors like proximity of the user to the camera.Google's latest Android 4.0 operating system, codenamed Ice Cream Sandwich, already features face detection. But it is reported that the feature doesn't always work and can be bypassed by using a photograph of the phone's owner.Apple's solution would reduce the impact of lighting conditions and biometric distortions on an image, said AppleInsider, citing the filing. Apple said it would rely on a "high information portion" of a human face, such as eyes, mouth or the tip of a user 's nose.The "likely presence" of a human face in front of the camera would be captured through an "orange-distance filter" which would also be used to detect the potential user's skin tone and measure the distance of their face from the camera.Meanwhile, iOS devices could also be set to recognize faces of multiple users, presenting each user with a personalized configuration.According to AppleInsider, the patent application was first filed by Apple in June, 2009.Analysts said that the proposed technology could be Apple's next big innovation as it has record of redesign and give its unique appeal to products that have not caught on with the general public.
