That’s why there were ripples, not waves, in fixed mortgage rates from April through June. But it has only partially succeeded in its goal to push interest rates lower. For the Fed to declare victory in “fostering effective transmission of monetary policy to broader financial conditions,” mortgage rates would have to fall another half a percentage point or so.With its intervention, the Fed decreased Treasury yields and mortgage rates. But the results are unequal: Since January, the 10-year Treasury yield has fallen a little over one percentage point, while the 30-year mortgage has fallen about half a percentage point. Normally, the two would fall roughly the same amount.Rates slow to sync with TreasurysWhy haven’t mortgage rates fallen further? You might guess that lenders are keeping rates elevated to offset the risk of mortgages going into default during the COVID-19 recession. But mortgage rates tend to fall during recessions.? Maybe an undetected economic force keeps a floor on mortgage rates, preventing the 30-year fixed from falling below 3% and lingering there.A more plausible theory is that mortgage rates will follow historical patterns and shamble lower until they’ve fallen roughly the same as Treasury yields. That’s the conclusion that Bill Emmons, economist for the Federal Reserve Bank of St. Louis, makes in a paper titled “Why Haven’t Mortgage Rates Fallen Further?”Using history as a guide, Emmons writes, “we would expect a further decline in mortgage rates of perhaps 0.5 percentage points.” If he’s right, mortgage rates might drop in July.Don’t count on it, though. The Pentagon is preparing to send about 5,000 additional active duty troops to support border authorities' efforts to stop Central American migrants bound for the US, according to a defense official and an official familiar with the current plan.The announcement comes days before midterm elections in which President Donald Trump has repeatedly warned of dangers related to immigration and of specific but unsubstantiated threats posed by the migrants, who are still weeks away from the US border.Trump tweeted Monday that the group of Central Americans includes "gang members and some very bad people."The tweet to the President's 55.5 million followers came just two days after a man with virulently anti-immigrant views, who referred to immigrant "invasions," killed 11 people in a Pittsburgh synagogue."Please go back," Trump tweeted Monday to the migrants, who are some 900 miles away from the border and moving at a pace of 20 to 30 miles a day. "You will not be admitted into the United States unless you go through the legal process. This is an invasion of our Country and our Military is waiting for you!"The migrants are seeking asylum, which can be applied for only once someone seeking protection from persecution or fleeing violence in their home country is inside another country or is at the border."Operation Faithful Patriot" is expected to start on November 5 and last until December 15, the defense official said. The National Guard is attempting to rescue dozens of people who are currently trapped at a California resort as the Creek Fire continues to burn out of control in the Sierra Nevada Mountains.According to The Washington Post, about 50 hikers remain trapped at the Vermilion Valley Resort with all escape routes cut off by the fire. The hikers have been sheltering in place at the resort since Sunday night.Officials have been unable to send rescue helicopters to the area due to low visibility caused by smoke from the fire. The area has dealt with high winds and record heat in recent days, which is making things difficult for both rescuers and firefighters.However, Col. Jesse Miller of the National Guard said Tuesday that the weather was beginning to turn."Mother Nature is trying to help us out this morning with some of the smoke clearing, allowing visibility for the aircraft to pick up the landing zones and get in safely to our folks here in California," Miller said in an interview on Good Morning America on Tuesday.So far, the wildfire is confirmed to have killed one person from smoke inhalation, according to the Fresno Fire Battalion. The Fresno County Sheriff's Office reports a second person died from a medical episode when EMS could not respond due to the conditions.According to CALFIRE, the Creek Fire remains 0% contained as of Monday evening. The fire has been burning since Thursday but nearly doubled in size on Monday alone to cover nearly 80,000 acres.Col. Jesse Miller told ABC News Tuesday morning that the National Guard is also attempting to send rescue helicopters to Hidden Lakes.
