SAN DIEGO (KGTV) — The July Fourth holiday weekend is expected to bring large crowds to San Diego's beaches.Los Angeles beaches will be closed this weekend, and that has some concerned that even more people will flock to San Diego's beaches.Debra Moore lives in Encinitas. She'd like the beaches closed indefinitely."I think they opened way too soon, and we all saw this coming. They told us it was going to come, and I'm sorry so many more people had to get sick," said Moore.She said young people in her neighborhood aren't taking the pandemic seriously."Nobody is wearing a mask, nobody is social distancing. People are walking around my neighborhood all the time, or on the beach, just like it's normal, and nothing is normal anymore," said Moore.Del Mar Councilman Dave Druker also has concerns."People are very worried about lifeguards being overwhelmed and the whole city being overwhelmed with visitors, cause there's nowhere else to go," said councilman Druker.Tuesday, San Diego county supervisor Nathan Fletcher said it's up to officials in coastal communities to decide whether beaches should close this weekend.Fletcher also said all of the coronavirus outbreaks have been linked to indoor settings. SAN DIEGO (KGTV) - The man accused of killing a Church’s Chicken employee in Otay Mesa West waived extradition in Tennessee Monday. Investigators and U.S. Marshals tracked down Albert Lee Blake in Memphis last week.Blake was wanted for the murder of Maribel Ibanez and shooting of two other employees at the South San Diego County restaurant earlier this month.According to the Shelby County District Attorney’s office, Blake’s fugitive from justice without a warrant case was dismissed by the judge, which means San Diego authorities will head to Tennessee and pick him up and bring him back to answer to charges in San Diego.RELATED: Suspect in Church's Chicken shooting arrested in MemphisIn addition the murder charge, Blake is also facing two counts of attempted murder, accused of willfully and deliberately shooting Mario Rojas and Humberto Gerardo Cota.According to court documents, Blake has a lengthy criminal history dating back to the 1990s.In 2016, he was charged with counts of manufacturing a controlled substance, possession of marijuana for sale, possession of firearm by a felon and more. He also violated probation earlier this year. SAN DIEGO (KGTV) -- The California Federation of Teachers (CFT) is urging school districts across the state to roll back in-person classes and return to distance learning.CFT President Jeff Freitas said with most of the state back in the purple tier of restrictions, it only makes sense to go back to virtual learning until there is a slow in the spread of COVID-19.“We need to get these numbers down," said Freitas. “We think the best thing right now is for schools to stop their plans of reopening and, or if they are reopened, to close their schools and go back to remote.”Three Vista Unified School District schools -- Rancho Buena Vista High, Vista Magnet Middle, and Madison Middle -- returned to virtual learning Tuesday after positive COVID-19 cases were reported. It’s a back-and-forth the district has been dealing with since reopening for in-person instruction last month.“There should be more of a statewide approach and definitely a national approach,” said Freitas. “We have been asking that they take the lead on this.”San Diego Unified School District thinks it has come up with an answer. During its State of the District address Tuesday evening, Superintendent Cindy Marten said the district created a federal relief plan to get all schools nationwide back on track for the next two years.The plan asks for federal investment in education that would be centered around equity and undoing learning loss.“What would the San Diego strategy look like at the national level? We have outlined that plan, shared it with the Biden administration,” said Marten.The plan includes a COVID-19 testing, tracking, and tracing strategy for students and staff, and 0 billion in direct relief to schools. Marten said the money would offset the lost state revenue and increased operating costs.“We call for full funding for the Individuals with Disabilities Education Act (IDEA) and full funding for the Impact Aid program to invest in military families,” added Marten. “We call for tripling Title I funding and making the fund permanent to support low-income families.”“I know that San Diegans will step up and do whatever it takes to make sure no student is left behind,” Mayor-elect Todd Gloria said during a special appearance at the address.SDUSD’s plan has been sent to the Biden transition team for consideration. SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico.At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. The Trump Administration is committed to enforcing our immigration laws – whether persons are part of this ‘caravan’ or not.”DHS warned members of the caravan that they may be turned over for prosecution under illegal entry laws. Anyone seeking asylum may be detained while their claims are processed, DHS said.“Again, if you enter the United States illegally, let me be clear: you have broken the law. SAN DIEGO (KGTV) - The family of a mother and daughter killed by a YouTuber in a wrong-way crash on Interstate 805 filed a lawsuit this week against the teenager’s estate, the City of San Diego, and the County of San Diego. Eighteen-year-old Trevor Heitmann, known as McSkillet, drove his McLaren the wrong way on the freeway in August 2018, killing Aileen Pizarro and her 12-year-old daughter Aryana. The sports car collided with the family’s SUV, which burst into flames. In their lawsuit, Aileen’s father Miguel Pizarro and son Dominic Pizarro cited the County and City for negligence resulting in death. The lawsuit cites an incident the day before the crash, during which the San Diego County Psychiatric Emergency Response Team responded to a call claiming Heitmann was “screaming, paranoid, and delusional”. A psychiatrist, Dr. Mary Rusher, told police she had evaluated Heitmann and he was “a danger to himself and to others and must be immediately detained on a California Welfare & Institutions Code 5150 hold,” the suit stated. Rusher also told a police dispatcher Heitmann had displayed manic symptoms and appeared paranoid, delusional, out of control, and threatened to harm his mother in preceding days, according to the court document. “Police left the home without any evaluation of Trevor’s condition, or notifying PERT, if they were not part of same (PERT),” the lawsuit says. The suit claims the police officers were not exercising their authority to place Heitmann on a 5150 hold in accordance with the law.
