BEIJING, Oct. 16 (Xinhua) -- China will launch a new round of reform to realize a good governance as the ruling Communist Party of China (CPC) is planning the country's roadmap in the coming five years, scholars and political observers have said.The 17th CPC Central Committee opened its fifth plenary session in Beijing Friday to discuss the 12th five-year program (2011-2015), which will unveil a new round of comprehensive reform, including both economic and political reforms, said Yu Keping, a prominent theorist, in an interview with Xinhua."Only with constant reforms and innovations can China build a good government for good governance," said Yu, who now serves as deputy director of the CPC Central Compilation and Translation Bureau.Yu is well versed in the research of political system. His famous works including the article Democracy Is A Good Thing, which has been widely circulated and sparked heated discussions home and abroad.By exercising democracy in elections, decision-making, management and supervision and guaranteeing the people's rights to be informed, to participate, to be heard and to oversee, the ruling party and the government are emancipating themselves and stepping up governance reform for good governance, Yu said.Observers believe the 12th five-year program will go beyond plans of economic and social development to involve administrative, political, social and cultural restructuring.Wang Yukai, a professor at the Beijing-based Chinese Academy of Governance, said the country's next five-year program will become a major step on the road to build an effective and accountable government."Good governance is a guarantee for CPC to remain in power," Wang said.Hu Angang, director of the Center for China Studies, a top think tank for policy-making under the Chinese Academy of Sciences and Tsinghua University, said the Scientific Outlook on Development would be carried out in an all-round way in the next five years.The Scientific Outlook on Development was proposed by the CPC in 2003, against the backdrop of rapid economic growth and a series of problems including excessive consumption of resources, damages to the environment and a widening gap between the rich and poor. It was inscribed in the CPC Constitution in 2007 at the 17th CPC national congress.

BEIJING, Oct. 21 (Xinhua) -- China Thursday expressed its hope that East Asian cooperation would deepen through the upcoming series of leaders' meetings in Hanoi, Vietnam."China attaches importance to and actively takes part in East Asian cooperation. In the series of meetings, China will review with other countries the cooperation that has been carried out and discuss how to further promote the integration process of East Asian cooperation," said Assistant Foreign Minister Hu Zhengyue.Hu made the remarks at a press conference Thursday afternoon in which officials from the ministries of Commerce, Education and Finance briefed the press on Premier Wen Jiabao's scheduled attendance at the meetings.The meetings, lasting from Oct. 28 to 30, will include: the 13th summit between China and the Association of Southeast Asian Nations (ASEAN) (10+1); the 13th summit between ASEAN, China, Japan and the Republic of Korea (ROK) (10+3); and the fifth East Asia Summit.Wen will also attend a meeting with the leaders of Japan and the ROK.Hu said China hopes the meetings would promote good-neighborliness and boost cooperation between China and the other Asian countries."During his visit, Premier Wen, together with participating leaders of other countries, will review the achievements of China-ASEAN cooperation, 10+3 cooperation, and East Asian cooperation, as well as cooperation concerning East Asia Summit. BEIJING, Sept. 12 (Xinhua) -- China expressed on Sunday its firm opposition to any kind of investigation by the Japanese side on the illegally detained Chinese trawler after the Japanese authorities towed the trawler for a mock collision.In a written statement, Foreign Ministry spokeswoman Jiang Yu said Japan's so-called evidence-taking activities were illegal, invalid and would finally go in vain.China demands the Japanese side to stop activities that would lead to escalation of the situation and release the Chinese fishermen and their ship immediately and unconditionally, Jiang said, stressing it was the only way to solve the problem.Early Sunday morning, the Chinese boat was towed to the sea near Ishigaki island in Okinawa Prefecture to recapture the situation when it collided with two patrol ships of Japanese Coast Guard off Diaoyu Islands in the East China Sea on Tuesday.The Chinese trawler under detention stops at the harbor of Ishigaki, Okinawa, Japan, Sept. 9, 2010. BEIJING, Oct. 30 (Xinhua) -- China's primary energy consumption will be kept to between 4 to 4.2 billion tonnes of standard coal by 2015, Jiang Bing, director of the development and planning department of the National Energy Administration (NEA), said on Saturday.Jiang made the remarks at a forum held by the energy research institute of the State Grid Corporation of China.Primary energy refers to existing natural energy which does not need processing, such as fossil fuels, nuclear fuels, biomass energy, hydropower, wind power, solar power and others.As China has adopted a low-carbon development strategy, the country plans to raise the non-fossil energies ratio in its total primary energy consumption to 15 percent by 2020, and carbon dioxide emissions per GDP would be reduced by 40 to 45 percent by 2020 from 2005 levels, Jiang said.Thus, primary energy consumption must be kept to below 4.2 billion tonnes in the next five-year plan (2011-2015) to achieve the two targets, Jiang said.China's per capita energy consumption now stands at 2.5 tonnes standard coal per capita and, if left uncontrolled, China might see its energy consumption top 7 billion tonnes of standard coal in 2030, Jiang said.However, he explained that despite the huge total amounts, the per capita energy consumption would only be equivalent to current levels in Japan.Thus, the nation's economic growth mode transformation is quite necessary and it would be a strategic choice for China to control its total energy consumption in the 15 years, Jiang said.China's primary energy consumption topped 3.07 billion tonnes of standard coal in 2009, up 30 percent from 2005, according to the NEA.
